128 REGULAR MEETING OF THE OITY COUNCIL: Austin, Texas. June 9. 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Mueller, Pannell, Reed and Steck, 5; absent, none. The Minutes of the last meeting were read and Councilman Mueller moved the adoption of same. Motion prevailed by the following vote: Ayes, Mayor HoFadden, Councilmen Mueller, Pannell, Reed, and Stock, 5; nays, none. Louis Reuter appeared before the Council and asked for the passage of an ordinance limiting the parking of automobiles to one hour on East 10th Street from Congress Avenue to the alley between Congress Avenue and Brazos Street. Mayor HoFadden laid before the Council the following ordinances AN ORDINANCE REGULATING TRAFFIC ON THE STREETS OF THE CITY OF AUSTIN, CUMULATIVE OF CERTAIN ORDINANCES HERETOFORE ORDAINED, REPEALING OF ORDINANCES IN CONFLICT HEREWITH AND PRESORIBING PENALTIES. The ordinance was read the first time and Councilman Reed moved that the rule be suspended and the ordinance placed on its second reading. Motion was spoonded by Councilman Mueller and same prevailed by the following vote: Ayes, Mayor HoFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The ordinance was read the second time and Councilman Reed moved a further suspension of the rule and the placing of the ordinance on its third reading. Motion was seconded by Councilman Mueller and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Stock, 5; nays, none. The ordinance was read the third time and Councilman Reed moved that same be finally passed. Motion was seconded by Councilman Mueller and same prоvailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. A committee from the Library Association, composed of H. H. Sevier and others, asked that the Council include in the proposed bond issue for the City of Austin the amount of One Hundred Thousand Dollars ($100,000.00) for the erection and equipment of a public library. The committee further requested that the city do some work towards beautifying the grounds of the library site, which latter request was referred to the City Manager for his attention. H. F. Kuehne presented a petition signed by residents of Duval Street, between 26 and 35th Streets, asking for the paving of said Duval Street with Uvalde Rock Asphalt. Councilman Reed moved that the petition be received, taken under advisement, and acted upon as promptly as possible. Motion prevailed by the following vote: Ayes, Mayor Mofadden, Councilmen Mueller, Pannell, Reed, and Steok, 5; nays, none. Donnelly & White, Jno. L. Martin, and Fox & Schmidt, Plumbers, through their attorney, Geo. Mendell, Jr., presented a petition asking that the Council hold in abeyance the enforcement of the new plumbing ordinance. After a hearing on the matter, it was the opinon of the Council that such ordinance should go into effect at the expiration of ten days from the passage and publication thereof, and said petitioners were so advised. A letter from the Master Plumbers Association, heartily indorsing the new plumbing ordinance, was also read. Mrs. Eugene Robinson and others appeared before the Council with reference to the abatement of the smoke nuisance created by the bakery at the corner of 6th and Rio Grande Streets. After a hearing of the protests against such nuisance, the matter was referred to the City Attorney for proper ordinance covering the situation. Mayor MoFadden laid before the Council the following resolution: WHEREAS, it appears that Lots Nos. 1 and 5, Outlot No. 66, "Valley View Addition" to the City of Austin, Texas, owned by C. M. Miller were assessed for taxes for the year 1926, at $200.00; and WHEREAS, it appears that said C. M. Miller paid taxes on the property above referred to at the assessed value of $200.00; and WHEREAS, upon investigation , it appears that said assessment of $200.00 is excessive and that same should have been $80.00; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF AUSTIN: , That the sum of $2.64, the amount paid in excess be refunded to the said C. M. Miller, and that the City Tax Assessor and Collector be instructed to cause a warrant for said amount to be issued to said C. M. Miller. Councilman Mueller moved the adoption of the above resolution. Motion prevailed by the following vote: Ayes, Mayor KoFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor McFadden laid before the Council the following resolution: WHEREAS, there was assessed for city taxes for the year 1924 one and one-half acres in Block 2-B, Swisher Addition to the City of Austin, in the name of Wiley Burton, at a valuation of Two Thousand Four Hundred and Fifteen ($2415.00) Dollars; and WHEREAS, it has been ascertained that the full value of said property is not more than Two Thousand ($2000.00) Dollars, and therefore said property should have been assessed for said year at a valuation of One Thousand Three Hundred and Thirty-five ($1335.00) Dollars; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the assessment on said property for said year be corrected and changed so as to hereafter read $1,335.00, and the City Tax Assessor & Collector of taxes is hereby instructed to change his rolls accordingly. Councilman Reed moved the adoption of the above resolution. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor McFadden laid before the Council the following resolution: WHEREAS, it appears that Lots Nos. 4, 5, and 6, Block No. 30, of Hyde Park Addition #1 to the City of Austin, Texas, owned by W.L.Dodson, were assessed for taxes for the year 1926, at $840.00; and WHEREAS, it appears that said W. L. Dodson paid taxes on the property above referred to at the assessed value of $840.00; and WHEREAS, upon investigation, it appears that said assessment of $840.00 is excessive and that same should have been $600.00; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF AUSTIN: , That the sum of $5.30 the amount paid in excess, be refunded to the said W. L. Dodson, and that the City Tax Assessor and Collector be instructed to cause a warrant for said amount to be issued to said W.L.DodBon. 129 130 Councilman Steck moved the adoption of the foregoing resolution. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The Council then recessed, subject to call of the Mayor. REGULAR MEETING OF THE CITY COUNCIL: addr Mayor. Austin, Texas, June 16, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; absent, none. The Minutes of the last meeting were read and Mayor McFadden moved that same be amended by adding after the last word of the last line of the resolution correcting the assessment on Lots 1 and 5, Outlot 66, "Valley View Addition to the City of Austin", the words, "and said Tax Assessor and Collector is further instructed to change his tax rolls in accordance with such assessment". Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Kayor McFadden moved that the Minutes be further amended by adding after the last word of the last line of the resolution correcting the assessment on Lots 4,5, and 6, Block 30, Hyde Park Addition #1, the words, and said Tax Assessor and Collector is further instructed to change his tax rolls in accordance with such assessment." Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Councilman Mueller moved that the Minutes be adopted as amended. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Prof. M. C. Nixon, Messrs. H. T. Knape, W. A. Trenckmann and others were heard with reference to the repeal of the ordinance recently passed calling for one-hour parking on East 10th Street from Congress Avenue to the alley running parallel with Congress Avenue and Brazos Street. After hearing the protests, it was the opinion of the Council that the ordinance should not be repealed and Councilman Steck moved that the City Manager be instructed to make such adjustments with the protesters as was practicable. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. A committee, composed of Fred C. Morse, Hugo Kuehne, Mrs. S. J. Smith and other abutting property owners, asking that Duval Street be paved with 14" Uvalde Rock Asphalt, and Judge James A. King, representing some of the abutting property owners asking for a cheaper type of paving, were heard. After a lengthy discussion, the Council requested the committees to get together and adjust their differencев and resubmit their proposition to the Council. Judge James R. Hamilton entered a protest against the closing of the entrance to his property by the owners of Shoal Crest Addition and asked that the Council take this matter into consideration before adopting the plat for said Shoal Crest Addition.
