Austin, Texas, July 28, 1927 The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; absent, none. The Minutes of the last meeting were read and Councilman Mueller moved the adoption of the same. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none.. The following bids for the construction of the bridge across Johnson Creek on Dam Boulevard were opened and read: The above bids were and report to the Council. Sullivan & Davis, Granger, Texas; Johnson Bros., Austin, Texas; C. C. Moore, Georgetown, Texas; Julius Johnson, Austin, Texas; Austin Bridge Company, of Dallas and Austin, Texas, then referred to the City Engineer for tabulation Mayor McFadden laid before the Council the following communication from Orin E. Metaclfe, City Engineer: Mr. Adam R. Johnson, City Manager, Austin, Texas. City Council, Austin, Texas. Gentlemen: "July 27, 1927. J. O. Buaas and Sons, through their architect, have made a request... that they be permitted to have a concrete platform on 4th Street, immediat east of Lavaca Street 10 feet wide at the height of freight car floor and are also making the same request on the east side of Lavaca Street from Fourth Street north to the alley. The present width of the sidewalk on Fourth Street is 10 feet wide. The present width of the sidewalk on Lavaca Street is 20 feet wide. Fourth Street has already been used in this manner from Guadalupe to Neches Stree and I recommend that they be permitted to have a grade practically in accordance with their request. On the east side of Lavaca Street I do not believe their plan is practical. If they were permitted to have a grade to accommodate their present plan, there would be a narrowing of the walk in relation to the walk immediately north of the alley. The block between Fourth and Fifth Streets has an established walk width of 20 feet. If they were permitted a special grade, I believe they should be required to have a concrete walk or platform for the full width. The blue prints showing the alley and special requests marked in yellow accompany this report. They request immediate action so that they can go ahead with the plans for their building. Councilman Pannell moved that the Council defer final action on the above matter until they could make a personal inspection of the property involved. Motion prevailed by the following vote: Ayes, Mayor 148 McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor McFadden laid before the Council the following resolution: WHEREAS, the fines in each of the following numbered causes have been paid; and WHEREAS, the Judge of the Corporation Court has recommended that the costs in each of said causes be remitted, as the parties to each suit have left the City Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the costs in the following causes be and the same are hereby remitted: Cause No. 22196, L. O. Crawford; Cause No. 22250, Fred Roberts; Cause No. 22225, A. J. Beiders. The above resolution was adopted by the following vote: Ayes, Mayor Moradden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor NoFadden laid before the Council the following ordinance: AN ORDINANCE REGULATING THE HANDLING AND DISPOSAL OF GARBAGE AND WASTE IN THE CITY OF AUSTIN, AND PROVIDING A PENALTY. The above ordinance was read the first time and laid over. Mayor McFadden laid before the Council the following ordinance: AN ORDINANCE REGULATING THE CONSTRUCTION, ΚΑΙΝΤΕΝΑNCE AND USE OF PLACES FOR THE DISPOSAL OF HUMAN EXCRETA WITHIN THE BOUNDARIES OF THE CITY OF AUSTIN, AND WITHIN THE AREA OF POLICE JURISDICTION THEREOF; AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. The above ordinance was read the first time and laid over. Councilman Reed then left the Council Chamber. " Councilman Steck moved that in accordance with the above recommendation ofthe City Engineer, the contract for the building of said bridge across Johnson Creek on Dam Boulevard be awarded to C. C. Moore, of Georgetown, Texas, lowest bidder. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmem Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Mayor McFadden laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Ten Thousand Dollars ($10,000.00) be and the same is hereby set apart and appropriated out of the General Fund of the City of Austin for the purpose of paying in full for one Model 66, 600-Gallon Combination Pumping Engine and Hose car, purchased from The Seagrave Corporation, and a warrant for said amount, payable to The Seagrave Corporation, shall issue and be delivered to payee, upon proper receipt thereof Councilman Mueller moved the adoption of the above resolution. Motion prevailed by the following vote: Ayes, Mayor KoFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. Letters from Judge Ireland Graves, asking that the property at the corner of 19th and Whitis Avenue and Lavaca Street and the corner of 27th and Guadalupe Streets be declared to be in the business section of the city, and from Henry Wukasch, asking that the property on the northwest corner of 26th and Guadalupe Streets be declared to be in the business section of the city, were read. Also petition from residents on Whitis Avenue and adjacent streets, protesting against the designation of this property as business property, was read. The above applications and petition were received and taken under advisement and copies of same ordered sent to the City Planning Commission. Councilman Pannell moved that the Council recess, subject to call of the Mayor.
