SPECIAL MEETING OF THE CITY COUNCIL: Atin, Text, August 5. 1927. The Council was called to order by Karor Pro tem Pannell. Roll col1 showed the following members present: Mayor Pro tem Pannell, Councilmen Mueller, and Steck, 3; absent, Mayor HoFadden and Councilman Reed. Mayor Pro tem Pannell stated that the meeting was called for the purpose of electing a City Treasurer to act in the place of D. B. Gracy, deceased, until a City Treasurer could be appointed as provided by the City Charter. Councilman Kueller nominated Eldred McKinnon as Treasurer of the City of Austin to act until e permanent treasurer is appointed as required by the City Charter. B. Gracy, deceased, former City Treasurer, and, if the said accounts are found to be correct, that the said Eldred McKinnon be authorized and instructed to take charge of all monies due the City of Austin under the accounts of the said D. B. Gracy, City Treasurer, and securely keep some under his obligations as City Treasurer; BE IT FURTHER RESOLVED: THAT the City Manager be authorized and directed to release all securities heretofore deposited by the said D. 3. Gracy in the Austin National Bank, Austin, Texas, and the American National Bank, Austin, Texas, in assurance of his obligations as City Treasurer, after said Eldred McKinnon has properly qualified as such City Treasurer; BE IT FURTHER RESOLVED: THAT the said Eldred Mckinnon as such City Treasurer shall meke bond, with corporate curety, in the sum of $75,000.00, payable to the City of Austin, conditioned on the faithful discharge of his duties as such City Treasurer, and in addition thereto shall deposit in the Austin National Bank, Austin, Texas, and the American National Bank, Austin, Texas, securities sufficient to cover the daily cash balances of the City of Austin, under the same procedure and conditions heretofore required of and performed by the said D. B. Gracy, deceased. Councilman Mueller moved the adoption of the above resolution. The Minutes of the last meeting were read and Councilmen Mueller moved the adoption of same. Councilman Reed moved that the request of the Texas State Exposition for permission to place, on the traffic signal posts of the city, posters advertising the Exposition, be granted, provided seme were done under the supervision of the City Engineer. Motion prevailed by the following vote: Ayes, Mayor Pro tem Pannell, Councilmen Mueller, Reed, and Steck, 4; nays, none, Mayor McFadden absent. Mayor Pro tem Pennell laid before the Council for its third reading the following ordinance: AN ORDINANCE REGULATING THE CONSTRUCTION, MAINTENANCE AND USE OF PLACES FOR THE DISPOSAL OF HUMAN EXCRETA WITHIN THE BOUNDARIES OF THE CITY OF AUSTIN, AND WITHIN THE AREA OF POLICE JURISDICTION THEREOF; AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. Councilman Reed moved that the above ordinance be finally passed. Motion prevailed by the following vote: Ayes, Mayor Pro tem Pannell, Councilmen Mueller, Reed and Steck, 4; nays, none; Mayor McFadden absent. Councilman Reed moved that the costs in Cause No. 23455, City of Austin vs. Geo. F. Medearis, and Cause No. 23360, City of Austin vs. Hainey Blanton, for speeding be remitted, the fines in each of said causes having been paid. A letter from Dr. Joe Gilbert, indorsing the proposed health and garbage ordinances, was read A communication from Im.. H. Bright, President Bright Nash Company, with reference to the erection of an automobile display room and service garage at 504 Test 19th Street, and a petition from property owners in the vicinity protesting gainst same, were read and both matters referred to the next meeting of the Council.
