Motion prevailed by the following vote: Ayes, Mayor Pro tem Pannell, The Council then recessed. REGULAR MEETING OF THE CITY COUNCIL: Approved: 1 Mayor Pro tem. Austin, Texas, August 11, 1927. The Council was called to order with Mayor Pro tem Pannell presiding. Roll call showed the following members present: Mayor Pro tem Pannell, Councilmen Mueller, Reed and Steck, 4; absent, Mayor McFadden. The Minutes of the last meeting were read and Councilmen Mueller moved the adoption of same. Motion was seconded by Councilman Reed and same prevailed by the following vote: Ayes, Mayor Pro tem Pannell, Councilmen Mueller, Reed, and Steck, 4; nays, none, Mayor McFadden absent. Councilman Reed moved that the request of the Texas State Exposition for permission to place, on the traffic signal posts of the city, posters advertising the Exposition, be granted, provided seme were done under the supervision of the City Engineer. Motion prevailed by the following vote: Ayes, Mayor Pro tem Pannell, Councilmen Mueller, Reed, and Steck, 4; nays, none, Mayor McFadden absent. Mayor Pro tem Pennell laid before the Council for its third reading the following ordinance: AN ORDINANCE REGULATING THE CONSTRUCTION, MAINTENANCE AND USE OF PLACES FOR THE DISPOSAL OF HUMAN EXCRETA WITHIN THE BOUNDARIES OF THE CITY OF AUSTIN, AND WITHIN THE AREA OF POLICE JURISDICTION THEREOF; AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. Councilman Reed moved that the above ordinance be finally passed. Motion prevailed by the following vote: Ayes, Mayor Pro tem Pannell, Councilmen Mueller, Reed and Steck, 4; nays, none; Mayor McFadden absent. Councilman Reed moved that the costs in Cause No. 23455, City of Austin vs. Geo. F. Medearis, and Cause No. 23360, City of Austin vs. Hainey Blanton, for speeding be remitted, the fines in each of said causes having been paid. A letter from Dr. Joe Gilbert, indorsing the proposed health and garbage ordinances, was read A communication from Im.. H. Bright, President Bright Nash Company, with reference to the erection of an automobile display room and service garage at 504 Test 19th Street, and a petition from property owners in the vicinity protesting gainst same, were read and both matters referred to the next meeting of the Council. Mayor Pro tem Pannell laid before the Council following communication from Orin E. Metcalfe, City Engineer: GER "Aust 5, 1927. Mayor and City Council, Austin, Texas. Adam R. Johnson, City Manager, Austin, Texas. Gentlemen: The Southwest Eitulithic Company has completed the construction of the paving skips on 5th Street between Trinity and Heches Streets, on Neches Street from 5th Street north one-half block and on Trinity Street from 5th Street north one-half abutting property owner by the State of Texas. They have also constructed a curb and gutter adjacent to the aforementioned paving. They have constructed a four and one-half foot sidewalk opposite the aforesaid paving. All work has been done in accordance with the specifications and under the supervision of the City of Austin. I have made an inspection of the construction and hereby recommend its formal acceptance. Respectfully submitted, (Sgd) Orin E. Metcalfe, City Engineer." The following resolution was then laid before the Council: WHEREAS, the paving of Fifth Street between Trinity and Weches Streets and the paving of Neches Street from Fifth Street north to the alley, and the paving of Trinity Street from Fifth Street north to the alley, and the curb, gutter and walk adjacent to said pavement has been completed by the Southwest Bitulithic Company in accordance with their contract with the State of Texas, under the supervision of the City Engineer, in a satisfactory manner, and has been finally approved by the City Engineer; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That said work be accepted by the City of Austin. Councilman Reed moved that the above resolution be adopted, in accordance with the foregoing report of the City Engineer. Mayor Pro tem Pannell laid before the Council the following ordinance: AN ORDINANCE PROHIBITING THE ΚΞΕΡΙNG OF ANY SWINE OR LIVE HOG WITHIN THE CITY OF AUSTIN, AND PRESCRIBING A PENALTY. The ordinance was read the first time and laid over. Councilmen Reed moved that City Manager Johnson be granted a leave of acsence from Friday, August 12th, until Monday, August 15th, and that City Attorney Rector be appointed to act as City Manager during the absence of City Manager Johnson. Mayor Pro tem Pannell leid before the Council the following ordinance: AN ORDINANCE ESTABLISHING CERTAIN FIRE LIMITS IN THE CITY OF AUSTIN, IN ADDITION TO OTHER FIRE LIMITS HERSTOFORE ESTABLISHED AND REPEALING ALL ORDINANCES IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE. Councilman Reed moved that the bid of A. C. Bull being the most favorable to the City, the said A. C. Bull be elected City Treasurer under the terms and conditions set forth in said bid.
