Carroll, 36 interest on daily balances, 65 interest on overdrafts and commission of $1.00 per thousand dollars on bonds and interest coupons, each A. 0. Bull, 3-1/3% interest on daily balances, 6% interest on overdrafts, and commission of $1.00 per thousand dollars on bonds and interest coupons, each; Eldred McKinnon, 3.05% interest on daily balances, 66 6 interest on overdrafts, $2.50 per thousand dollars on bonds and$1.00 per thousand dollars on coupons as commission. Councilman Reed moved that the bid of A. C. Bull being the most favorable to the City, the said A. C. Bull be elected City Treasurer under the terms and conditions set forth in said bid. Bull is here copied in full: "The City Council, Austin, Teхав. Gentlemen: In accordance with your proposal for bids for the office of City Treasurer of the City of Austin, Texas, I beg to submit the following bid: If elected City Treasurer, I agree as follows: 155 1. To pay interest on average daily balances of all funds of the City of Austin, at the rate of 3-1/3% per annum, said interest to be paid monthly as it acorues. 2. To advance to the City of Austin such funds as it may require in the way of temporary overdrafts, warrants, etc., at the rate of 6% per annum, said interest to be payable monthly as it accrues. 3. To remit to and pay in the City of New York, to the holders of bonds of the City of Austin, such funds of the City of Austin as are necessary to meet said bonds and their interest coupons, as they become due and payable, at the rate of 1/10 of 16 per Thousand Dollars on bonds paid, and at the rate of 1/10 of 16 per Thousand Dollars on interest coupons paid. 4. (Sgd) A. C. Bull." The application of G. Flury to install a gasoline filling station at the corner of 16th and Lavaca Street came up for discussion and was referred to the Safety Committee. Julius Schutze, representing the Labor Day Committee, extended an invitation to the Council and City Manager to take part in their parade to be staged at ten o'clock, Monday morning, September 5th. Councilman Reed moved that the Council accept, with thanks, the invitation of said Committee. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor HoFadden laid before the Council for its second reading the following ordinance: AN ORDINANCE PROHIBITING THE KEEPING OF ANY SWINE OR LIVE HOG WITHIN THE CITY OF AUSTIN, AND PRESCRIBING A PENALTY. The above ordinance was read the second time and laid over. Mayor McFadden laid before the Council for its third reading the following ordinance: AN ORDINANCE REGULATING THE HANDLING AND DISPOSAL OF GARBAGE AND WASTE IN THE CITY OF AUSTIN, AND PROVIDING PENALTY. Councilman Pannell moved that the ordinance be amended by striking out in Section 7, the words, "and for which such person shall pay the sum of $1.00". Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The ordinance was then read the third time and Councilman Mueller moved that the ordinance, as amended, be finally passed. City Manager Johnson submitted to the Council a request of the Texas-Louisiana Power Company to make a preliminary survey of the dam, looking to a bid for the finishing of same. It was agreed by the Council that this request should be granted. ▲ protest from Miss Priscilla Buckley against the erection of a 156 gasoline filling station at 19th and Lavaca Streets, was received and ordered filed. Mayor McFadden moved that the Texas Testing Laboratories be approved as testing engineers for vitrified clay pipe used in the City of Austin. Motion prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor McFadden laid before the Council the following communication from Orin E. Metcalfe, City Engineer: "Austin, Texas, August 18, 1927. Mr. Adam R. Johnson, City Manager, Austin, Texas. City Council, Austin, Texas. Gentlemen: Owing to various changes in the use of the property on the west side of Chicon Street between Third and Fourth Streets, the numbering system which has been in use up to the present time has become inadequate and confusing. I an recommending this block be assigned official house numbers, and I am presenting to you a map showing the legal description, the names of the owners of the property, also old numbers and the proposed or recommended numbers. I suggest that these recommended numbers be adopted by official resolution; and that if the recommended numbers be adopted, that I be instructed to send out official notification to the interested parties of the changes. Yours very truly, (Sgd) Orin E. Metaclfe, City Engineer." Mayor McFadden then laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT. the various premises situated on the west side of Chicon Street between Third and Fourth Streets shall hereafter be numbered according to the following plan: Lot No. 1 of the Charles Wolf subdivision of the south one-half of Block No.3, Outlot No. 6, Division "0" of the Government Outlots of the City of Austin, Texas, shall be numbered in six parts, five parts being 23 feet each on the west side of Chicon Street and the other part being 28 feet more or less, and that said five parts of 23 feet each shall begin with the north line of Third Street and shall be numbered respectively, 300, 302, 304, 306, and 308, and that the one part of 28 feet more or less, adjacent to the alley shall be numbered 310; and the north one-half of Block 3, Outlot 6, Division "0" shall be numbered in six parts, five parts being 23 feet each on the west side of Chicon Street and the other part being 28 feet more or less and that said five parts of 23 feet each shall begin with the north line of the alley which is between the north and south boundaries of Block 3, Outla 6, Division "0", and shall be numbered respectively 312, 314, 316, 318, and 320, and that the one part of 28 feet more or less adjacent to Fourth Street shall be numbered 322. A plat of said plan of numbering is hereto attached and made a part of this resolution. Councilman Reed moved that City Manager Johnson be authorized to make a contract with T. B. Trotter & Company for an audit of the City's accounts, at a cost not to exceed Two Thousand Dollars ($2,000.00), said audit to cover the 157 period from July 1st, 1926, to January 1st, 1928. Councilman Reed moved that the above bids be referred to City Manager Johnson, Purchasing Agent Pitcher, Walter Seaholm, Superintendent Electrical Lines, and H. L. Newton, Chief Engineer at Power Plant, for tabulation and report to the Council. Motion was geconded by Councilman Mueller and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, 4; nays, none, Councilman Steck absent. A letter from Miss Roberta Lavender, with reference to traffic regulations, was read and ordered filed. A. C. Wright appeared before the Council to request that the City change the location of a 12" water main on property owned by him in the 2800 block on Rio Grande Street, The matter was taken under advisement.
