Roll call showed the follow The Council was called to order by the Mayor. ing members present: Mayor McFadden, Councilman Mueller, Pannell and Steck, 4; absent; Councilman Reed, 1. The following reports of the City Engineer regarding the alley paving and alley excavation bids submitted were read: 11 Austin, Texas, October 15, 1927. Hon. City Council, Austin, Texas. Gentlemen: Before taking final action on the acceptance of the paving bids for the paving of certain alleys in the City of Austin, I wish to call to your attention that all of the paving is supposed to be paid for by the adjacent property owners. At one of your regular sessions I was advised that it was the pleaвиге of the Council that the City would pay for all of the excavating. The excavation could be paid for in two ways one of the methods being for the Council to make an appropriation for this purpose out of such funds as may be available, the other would be for the Council to instruct me to do the excavation with the regular city street foces and pay for it out of the regular street department budget. I wish to suggest that the Council should at this time determine whether. they desire to have same done by contract in accordance with the bid submitted, or have same done by the City street department. Gentlemen: The preliminary estimates presented to the Council as to the cost of the paving of alleys were based upon plain concrete. Plain concrete is sufficient for the majority of the alleys in the City of Austin, provided the base is well settled, but in the event new water mains are put in all of the alleys, a part of the alleys should be reinforced with wire mean or steel. In view of that fact at the time I called for bids I called for an optional bid on wire mesh or steel. If the low bid is accepted, the paving including the cost of steel will be within 2 or 3 cents per adjacent foot as that submitted to the City Council in my preliminary estimate, which did not include any steel, I suggest that the option to require steel or mesh, when wanted, be included in the contract, and the determination of the necessity of steel be made at the time of the fixing of the assessments. The Council after a conference with the City Engineer regarding the three low bids for the alley paving and the alley excavation of certain alleys in the City of Austin, decided upon that of the Dozier Construction Company, this bid being the lowest submitted. Mayor McFadden moved that in view of the fact tast the bid of the Dozier Construction Company for the paving of certain alleys in the City of Austin, and the excavation of said alleys, was the lowest bid submitted they be awarded the contract conditioned upon compliance with all provisions in the Specifications and the Notice to Bidders, and at the unit prices bid; also that the certified checks of Johnson Brothers and Walsh, Burney and Moore be returned. Councilman Steck seconded this motion, and same prevailed upon the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell and Steck, 4; nayes, none. Councilman Reed absent. The following is the proposal of the Dozier Construction Company: "To the City Manager, City of Austin, Texas. Dear Sir: Pursuant to the foregoing notice to bidders, the undersigned bidder hereby proposes to do all work, furnish all the necessary labor, equipment and material, and to complete all work upon which he bids as provided by the attached specifications, and binds himself, on acceptance of his proposal for performing and completing of said work within the time stated for the following unit prices, towit: It is understood that the following quantities of work to be done are a pproximate only, and are intended to serve as a guide in comparing the bids. It is further agreed that the quantities of work to be done and material to be furnished may be increased or decreased, as may be considered necessary in the opinion of the City Engineer to complete the work fully as planned and contemplated, and that all quantities of work to be done and material to be furnished, whether increased or decreased, are to be performed at the unit prices set forth below, except as provided in the specifications. 20,000 square yards one course concrete pavement complete in place for per square yard. $1.62 2,000 cubic yards excavation hauled each extra quarter mile further than the first 1500 feet for----- .08 per cubic yard per quarter. furnished complete in place for per linear foot. .10 12,000 linear feet longitudinal expenasion joints 150 cubic yards solid rock excavation for 2.00 per cubic yard.
