REGULAR MEETING OF THE CITY COUNCII: Austin, Texas, October 27, 1927. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; absent, none. The Minutes of the last meeting were read and Councilman Yueller moved the adoption of same. Motion prevailed by the following vate: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Mayor McFadden laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the sum of Twelve Thousand Dollars ($12,000.00), от 80 much thereof as may be necessary, be and the same is hereby appropriated and set apart out of the Water and Light Fund of the City of Austin for the purpose of paying the expense of tunneling and the installetion of a Traveling Refuse Screen at the water intake of the city water plent; and the City Manager is hereby authorized and instructed to purchase said screen and have same installed. and to pay in full therefor, not to exceed'said sum so appropriated. Mayor McFadden laid before the Council the following application of the Dickerson Cleaning Company: "Austin, Texas, Oct. 25,1927. Mr. Adam Johnson, City Manager, Austin, Texas. Dear Sir: We hereby request permission to install the following dry cleaning equipment at our place of business located at 102 West 6th Street: One dry cleaning washer; One extractor; One two hundred gallon tank underground One Glover continuous flow purifying system; One Glover deodorizer. Dickerson Cleaning Co., The Mayor also did before the Council the following report of the Safety Committee upon naid applicetion: Hon. Mayor & City Council, Gentlemen: "Austin, Texas, Oct. 26,1927. Me, your committee on the application of the Dickercon Cleaning Company, requesting permission to install additional cleaning equipment at their plant located at 102 Test 6th Street, to consist of the following: One dry cleaning washer, one extractor, one two nundred gallon storage tank, underground, one Glover continuous flow purifying system, one Glover deodorizer, meke the following report on said appliction: 199 200 Je, your committee, find that this location is in a three story building of brick, pocupied as follows: First floor, dry cleaning plant, drug stor, berber shop, cigur store, optical store and jeweler, basement occupied by street car company and drug store, second floor offices, third floor rooming house. We find that the equipment that applicant wishes to install is all approved by the Underwriters Laboratories, and is of a satisfactory make. We find that applicant uses for cleaning purposes a cleaning fluid known as "Var Klen Naphthe", miich is a non-explosive cleaner, end ie recognized as such by the State Incurance Commission, which recommends its use. We, the committee, do not approve of the location of seid plant on account of the other occupancies in this building, but taking into consideration the fact that there is already in operation in the downtown business section other cleaning plants, some larger than the one in question, and considering, too, the fact fact that the City has not at this time any specific ordinance regulating the location of such plants, and also considering the fact that applicant uses only a non-explosive cleaner of an approved make, to be used in equipment of an approved type, especially manufactured for the use of dry cleaning plants, believe that in fairness to applicant that this permission should be granted, but only under the conditions set forth on attached sheet. , We, the committee do respectfully request that the City Council consider the adoption of an ordinance in the near future that will govern and regulate the location and operation of such "Dry Cleaning Plants" and "Sponging and Fressing Shops" within the City, as it is a recognized fact that the present locations of such plants in our City are not as desirable as they might be, owing to the additional fire hazard that they constitute, especially where gasoline is used for cleaning purposes. Mayor & City Council, Gentlemen: We, your committee recommend that the Dickerson Dry Cleaning Company be granted permission to install the following dry cleaning equipment at their plant located at 102 West 6th Street one dry cleaning washer, one extractor, one two hundred gallon storage tank underground, one Glover continuous flow purifying system, one Glover deodorizer; said equipment to be installed and operated subject to the following conditions: 1. That all equipment installed shall be of an approved type. 2. That storage tank shall be located and buried at least two feet below the lowest basement level and covered with at least two feet of dirt. 3. That all piping shell be installed in accordance with Underwriters Regulations, as shall all machines. 4. That all machines shall be securely fastened to floor. 5. That all equipment shall be kept in proper repair at all times. 6. That filler pipe to storage tank shall be kept closed at all times except when tank is being filled. 7. That "GASOLINE" shall not be used at any time for cleaning or any other purpose on these premises, only "NON-EXPLOSIVE" cleaning fluid to be used. 8. Smoking not to be permitted near cleaning equipment. 9. Chemical fire extinguisher to be provided for emergency use. 10. Permission to be granted subject to the above conditions, and the present and future rules, regulations and ordinances of the City of Austin, Texas, applying to or regulating the location and operation of Dry Cleaning Plante within the City, and said permission shall be held to be granted and accepted subject to all necessary, reasonable and proper, present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of proper fire regulations; and the right of revocation is retained, if, after hearing, it is found by the City Council that the said Dickerson Dry Cleaning Company has failed and refused, and will continue to fail and refuse to perform any such conditions, regulations and ordinances. Mayor McFadden laid before the Council the following applicetion of Charles G. Koch: To the Honorable City Council, Gentlemen: "Austin, Texas, October 26, 1927. Please allow permit to install two 120 gallon tanks, approved by the Underwriters, at 405 West 6th Street. same: Respectfully, Charles G. Koch. 11 Also the following recommendation of the Safety Committee upon "Austin, Texas, October 26, 1927. Hon. Mayor & City Council, Gentlemen: Te, your committee on the application of Chas. G. Koch asking permission to install two 120 gallon storage tanks et his Dry Cleaning Plant at 405 West 6th Street, make the following report: We, the committee, after investigation of application do recommend that this permission be granted, subject to the following conditions: 1. That storage tanks shall be of an approved type and shall bear the label of the Underwriters Laboratories. 2. That tanks shall be installed inside of the property line and that the tops of said tanks shall be at least two feet below the grade level. 3. That storage tanks shall be used only in connection with approved type dry cleaning equipment. 4. That cleaning fluid to be used shall be of an approved nonexplosive type. "GASOLINE" not to be used. 5. That all pipe connections from tanks to equipment used in connection therewith shall be installed in compliance with Underwriters Regulations. 6. That filler pipe to tanks shall be kept closed at all times except when tenks are being filled. 7. That permission shall be granted subject to the above conditions, and the present and future rules, regulations and ordinances of the City of Austin, Texas, applying to or regulating the location and operation of Dry Cleaning Plants, and raid permission shall be held 201 202 to be granted and accepted subject to all necessary reasonable and proper present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of proper fire regulations; and the right of revocation. is retained, if after hearing it is found by the City Council that the said Chas. It was agreed by the Council that Dr. Lee Edens, Director of Public Health, should be permitted to attend the Sanitarian School to be held in Houston from 1st to 4th of November. A communication from President of the Board of Stewards of the University Methodist Church, asking that the Council remit the interest and penalties, amounting to $222.65, on delinquent taxes assessed against the parsonage of said Church, was read and Councilman Mueller moved that it being illegal to remit interest on taxes, the penalties only assessed against said property be remitted. Motion was seconded by Mayor McFadden and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; naye, none. Councilman Pannell moved that the Council recess, subject to call of the Mayor. Motion was seconded by Councilman Steck and sane prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The Council then recessed.
