REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, November 03, 1927. The Council was called to order cy the ear. all shored cre following members present: Mayor XoFadden, Chumcilmen Mueller, Fancell, Reed, and Steck, 5: absent, none. The Minutes of the last meeting were read and Councilmen Mueller moved the adoption of same. Motion was seconded by Mayor McFadden, and same prevailed by the following vote: Aves, Mayor McFadden, Councilmen Mueller, Fannell, Reed, and Stock, 5; nays, none. A petition, signed by property owncre residing in the neighborhood of Congress Avenue and 18th Street, protesting against the offensive fumes and noise created by the establishment of James C. Guthrie, Cleaner and Dyer, located at Congress Avenue and 18th Street, was read and Mayor McFadden moved that the matter be referred to the City Attorney for consideration and report to the Council. Motion was seconded by Councilman Reed and came prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. M. C. Parrish protested to the Council against the valuations placed by the Unit System on the property known as Edgemont in the City of Austin, and submitted a statement of facts and figures relative thereto. The Council, after hearing the protest, advised Mr. Perrish that the matter would be taken under advisement. Mayor McFadden laid before the Council a letter from A. E. Burt, Mayor of Dallas, advising that the Dallas Flying Club were sending a delegation to Austin on November 7th in the interest of a new air line between Dallas, Maco, Austin, and San Antonio. Mayor McFadden laid before the Council the following report of the Board of Equalization: 203 "Austin, Texas, November 2,1927. Honorable P. T. McFadden and Members of the City Council. Gentlemen: Te, the members of the Board of Equalization, elected by your Honorable Body to equalize and adjust values placed on all propertice, both real and personal, within the limits of the City of Austin, fixed by the Unit 3ystem for the year 1927, beg leave to report that we have finished the work to be best of our ability, and have at all times endeavored to satisfy the numerous complaints brought before us, in as satisfactory a manner as it was possible to be done under the circumstances, however, we have failed in a great number of cases, but have done our utmost when owners complained of excessive values placed on their property under the present Unit System, and we bee to state that with the assistance of Mr. G. B. Whitney, the Unit Expert, have personally inspected properties when owners requested it and in many instances have repreciated values as originally placed on same, especially as to improvements thereof. In conclusion, we wish to thank Mr. Whitney and the employees of the City Tax Department for valuable assistance rendered us. Respectfully submitted, (S) A.. Simon Gillis, Member of Board. 11 Councilman Reed moved that the above report of the Board of Equalization be received and that the Council extend a vote of thanks to said Board for their very arduous labors. Motion prevailed by the following vote: Ayes, 204 Vayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The request of Pat Lochridge that the strip of round heretofore dedicated by him to the City of Austin for street purposes, and known as Llano Street, should revert to him, in view of the fact that same is not needed by the City for a street, came up for discussion, and Councilmen Reed moved that the matter be referred to the City Manager, City Attorney, and City Engineer and if it is found that came is not usable ce a street, that an easement be retained for drainage purposes, if desirable, and the property returned to said Pat Lochridge. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. City Manager Johnson laid before the Council a communication from Fred A. Mueller relative to taxes on property owned by him which is taxable by the City for school purposes only, asking for a refund of the amount of taxes paid on said property in excess of the county valuation of same; also a letter from S. 7. Mabry, Director of Finance, relative to the matter. Councilman Reed moved that the matter be referred to the City Attorney, and if advisable, the School Board, for disposition. Motion prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Councilman Reed moved that the Council recess, subject to call of the Mayor.
