REGULAR MEETING OF THE CITY COUNCII: Austin, Texas, June 07, 1928. The Council was called to order by the Mayor. following members present: Mayor McFadden, Councilmen acsent, Councilmen Reed and Steck, 2. Roll call snowed the Mueller and Pannell, 3; The Minutes of the last meeting were read and Councilman Mueller moved the adoption of seme as read. Motion was seconded by Mayor McFadden and name prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pennell, 3; nays, none, Councilmen Reed and Steck apsent. Mayor McFadden laid before the Council for its third reading the following ordinance: The ordinance was AN ORDINANCE REGULATING TRAFFIC IN ALLEYS, AND IN THE STREET INTERSECTIONS THEREOF, IN THE CITY OF AUSTIN, AND PRESCRIBING PENALTIES. read the third time and Councilman Pannell moved that same be finally passed. Motion was seconded by Councilman Mueller and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pannell, 3; nays, none, Councilmen Reed and Steck absent. Mayor YoFadden laid before the Council for its third reading, the following ordinance: The ordinance was AN ORDINANCE REGULATING TRAFFIC ON WEST EIGHTH STREET, IN THE CITY OF AUSTIN, CUMULATIVE OF CERTAIN ORDINANCES HERETOFORE ORDAINED, REPEALING ORDINANCES IN CONFLICT, AND PRESCRIBING PENALTIES. read the third time, and Councilman Pannell moved that same be finally passed. Motion was seconded by Councilman Mueller, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pannell, 3; nays, none, Councilmen Reed and Steck absent. Mayor McFadden laid before the Council for its second reading, the following ordinance: AN ORDINANCE CREATING THE ZONING COMMISSION, AND DEFINING ITS MEMBERSHIP, PURPOSES AND FUNCTIONS. The ordinance was read the second time and laid over. Mayor McFadden laid before the Council for its second reading, the following ordinance: AN ORDINANCE PROHIBITING NEGLIGENT COLLISIONS, DEFINING NEGLIGENCE, AND PROVIDING A PENALTY FOR THE VIOLATION ΤΗΕΠΞΟΓ. The ordinance was read the second time and laid over. Mayor McFadden laid before the Council the following ordinance: AN ORDINANCE CREATING THE PARKS AND PUBLIC PLAYGROUNDS COMMISSION, AND DEFINING ITS MEMBERSHIP, PURPOSES AND FUNCTIONS. The ordinance was read the first time and laid over. Mayor McFadden laid cefore the Council the following resolution: THEREAS, Austin Ges Company has presented to the City Council tentative mape or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been con459 460 sidered by the City Council, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Austin Gas Company be and the same is hereby permitted to lay and construct gas mains in and under the following streets: (1) (2) (3) (4) (5) A 4 inch gas main on East 2nd Street beginning at a point 335 feet east of and 20 feet south of the northeast corner of the intersection of Navasota and E. 2nd Streets; Thence easterly on East 2nd Street along a line 20 feet south of and parallel to the north line of E. 2nd Street to the west line of Comal Street, said gas line to have not less than 2 feet of cover. A 4 inch gas main on Red River Street beginning at a point 50 feet north of and 27 feet east of the northwest corner of the intersection of E. 21st Street and Red River Street; Thence southerly on Red River Street, along a line 27 feet east of and parallel to the west line of Red River Street. to a point in the north line of 20th Street, said gas line to have not less than 2 feet of cover; A 4 inch gas main in the alley west of Avenue "L", beginning at a point 5 feet west of and 11 feet south of the southeast corner of the intersection of West Sth and the alley west of Avenue "L"; Thence northerly on a line 5 feet west of and parallel to the east line of said alley to the south line of the intersecting alley between West 8th and West 10th Streets, said gas line to have notless than 4 feet of cover at the lowest point of the alley and to have not less than 1 foot of cover at all other points. A 4 inch gas main on Asylum Avenue, beginning at a point 18 feet west of and 24 feet south of the northeast cor corner of of the intersection of the north line of West 34th Street, and the east line of Asylum Avenue; Thence northerly on a line 18 feet west of and parallel to the east line of Asylum Avenue to a point 18 feet west of and 31 feet north of the southeast corner of the intersection of West 38th Street and Asylum Avenue, said gas line to have not less than 2 feet of cover when said street has been graded in accordance with grade selected by the City Engineering Department. This grade must be secured by the Austin Gas Company before commencement of any construction. A 4 inch gas main on West 38th Street, beginning at a point 18 feet west of and 31 feet north of the southeast corner of the intersection of West 38th Street and Asylum Avenue; Thence westerly on a line 31 feet north of and parallel to the south property line of West 38th Street to the east property line of Penn Avenue, said gas line to have not less than 2 feet of cover and to be below all storm sewers as built or planned. Before commencing construction, the gas company is to have the south line of West 38th Street shown to its workmen by the City Engineering Department. THAT the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. The above resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pannell, 3; nays, none, Councilmen Reed and Steck absent. Councilman Mueller moved that City Manager Jonnson be authorized to make improvements to the smoke stack at the Incinerator, at an approximate cost of $3730.00, and to borrow such amount as may be necessary for this work from the Water and Light Fund, said Fund to be reimbursed for this expenditure in next year's budget. Motion was seconded by Councilman Pannell, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pannell, 3; nays, none; Councilmen Reed and Steck absent. , City Manager Johnson submitted to the Council plans for the organization of an engineering corps to handle the construction work for storm and sanitary sewers and street paving in the expenditure of the bond money recently voted; and also, the appointment of Hans Helland as Consulting Engineer for this work, at a salary of $400.00 per month. Councilman Mueller moved that the plans as outlined by the City Manager be approved. Motion was seconded by Councilman Pannell and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pannell, 3; nays, none, Councilmen Reed and Steck absent. City Manager Johnson was authorized by the Council to call for bids for a new pumper and aerial ladder truck for the Fire Department. Councilman Mueller moved that the Council recess, subject to call of the Mayor. Motion was seconded by Councilman Pannell, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Pannell, 3; nays, none, Councilmen Reed and Steck absent. The Council then recessed. REGULAR MEETING OF THE CITY COUNCIL: 461 Approveden Mayor. Austin, Texas, June 14th, 1928. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; absent, Councilman Reed. The Minutes of the last meeting were read and Councilman Pannell moved that same be adopted as read. Motion was seconded by Councilman Mueller, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, and Steck, 4; nays, none, Councilman Reed absent. A. A. Mundt presented a petition to the City Council, signed by a number of residents and taxpayers of Austin, asking that the Council build a substantial, permanent bridge across Shoal Creek at 5th Street. The petition was received and filed and the Council assured said Hundt that the matter would be given as early consideration as possible. A petition signed by a number of citizens, protesting against the employment of out-of-town men by superintendents on the city's work, was read to the Council, and Councilman Steck moved that the matter be referred to the City Manager for investigation and report to the Council. Motion was seconded by Councilman Mueller, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, and Steck, 3; nays, Councilman Pannell; Councilman Reed absent.
