Dear Sir: I hereby make formal application for a permit to install a dry cleaning plant at my place of business, the T Pressing Shop, located at 2206 Guadalupe Street. The equipment consists of: 1 200 gallon clarifier; 1 washing machine; 1 deodorizer; and 1 extractor. This equipment is to use solvent in the cleaning and no gasoline is to be used. Respectfully yours, (Sgd) A. G. Elliott." 534 "To the Honorable Mayor and City Council. Gentlemen: We, your committee, on the application of A. G. Elliott, who requests permit to install a dry cleaning plant at 2206 Guadalupe Street, make the following report: 1. That all equipment shall be properly installed and all machines shall be fastened securely to the floor. 2. That all piping shall be protected so that same will not be subject to any injury that may cause leaking of cleaning fluid. 3. That all connections to machines or other equipment shall be properly made, as shall all pipe connections, all joints to be leak proof. 4. That all piping and connections, machines and their working parts shall be kept in proper repair at all times. 5. That all electrical connections to motors or other electrical equipment shall be made in accordance with regulations, and subject to the approval of the City electrical inspectors. 6. That all premises occupied by dry cleaning plants shall be kept free of trash or other accumulations that may cause or promote fire. иве. 7. That permission shall be granted subject to the above conditions, and the present and future rules, regulations and ordinances of the City of Austin, Texas, applying to or regulating the location and operation of dry cleaning plants within the City, and said permission shall be held to be granted and accepted subject to all necessary, reasonable and proper, present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of proper fire regulations; and the right of revocation is retained if, after hearing, it is found by the City Council that the said A. Mayor McFadden laid before the Council the following resolution: WHEREAS, the City Council deems it advisable and necessary that the facilities at the electric generating plant be improved and increased, and for that purpose that a thorough study of the condition of said plant should be made by competent engineers; and WHEREAS, United Engineers and Constructors, Inc., of Philadelphia, Pa., has proposed to make a thorough engineering study and survey of the electric generating plant and facilities of the City and a survey of the commercial, industrial, and domestic users of light and power to be served thereby, to the extent necessary to determine the proper type and capacity of the additional equipment necessary and adequate for the requirements of the City and for improving the operating conditions and increasing the capacity of said plant, and also a complete survey of physical conditions, the determination of the most feasible fuel supply for the power plant, an inspection of the existing equipment to determine its adaptability to operate in conjunction with the new equipment, and to make written report thereof, together with the 535 recommendations of said Company; for which said Company shall receive for its services a sum of money equal to three times the pay roll costs of the men engaged in the work of preparing such study and report, plus the travelling costs of such men, and other expenses incident to the work as may become necessary, the total sum of money to be paid for such services and work not to exceed the sum of Ten Thousand Dollars ($10,000.00) in any event; Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager be and he is hereby authorized and instructed to execute a contract on behalf of the City of Austin evidencing the employment of the services of said United Engineers and Constructors, Inc., for the particular purposes and to the extent hereinabove described. Yours truly, (Sgd) C. A. Ellis." "Hon. Mayor and City Council, Gentlemen: We, your committee on the application of C. A. Ellis, asking permission to install and operate a drive-in gasoline filling station at 501 Trinity Street, make the following report: We, the committee, recommend that this permission be granted, subject to the following conditions: 1. That all buildings and equipment shall be placed inside of the property line, correct lines to be obtained before construction starts, or equipment installed. Lines and grades to be obtained from the City Engineering Department for entrances and driveways, building plans to be approved by the City Building Inspector. 2. That ceiling of that portion of the building that extends over driveways shall be covered with metal. Supports for portion extended over drive- way to be supported by brick or reinforced concrete pillars. 3. therewith shall be of an approved type, and shall bear the label of the National Board of Fire Underwriters. All equipment to be installed in compliance with City and State Regulations governing such installations. All equipment to be inspected and approved before being placed in service. 4. That gasoline pumps and other equipment used in connection with the operation of a gasoline filling station shall be so located that cars receiving service therefrom will not in any manner obstruct the sidewalk, street or alleyway. The pumps shall be at least ten feet inside the property line. That gasoline storage tanks and pumps and equipment used in connection 5. That electric lights only shall be used for lighting purposes, and all electric wiring shall be done in compliance with regulations governing the wiring of gasoline filling stations, and shall be approved by the City Electrical Department. 6. That "NO SMOKING" signs shall be displayed at all times, and no person shall be permitted to smoke or have any open flame on premises where gasoline is sold or stored. 7. That there shall be kept in an accessible place at all times a chemical fire extinguisher for emergency use. 536 8. That provision shall be made to take care of waste oils and water by having the proper connections with storm or sanitary sewer. Connections to be made under the supervision of the City Engineering Department. 9a. That a plan of the filling station, showing the proposed location of pumps, driveways and methods of draining away waste water and oils shall be filed with and approved by the City Engineer before the commencement of construction. 9b. That all gasoline pumps, tanks, equipment and piping connected thereto shall be inspected and approved by the City Plumbing Inspector. 10. That permission shall be granted subject to the above conditions and the present and future rules and regulations and ordinances of the City of Austin, Texas, applying to or regulating gasoline filling stations, and said permissión shall be held to be granted and accepted subject to all necessary, reasonable and proper, present and future, regulations and ordinances of the City of Austin, Texas, in the enforcement of proper police, traffic and fire regulations, and the right of revocation is retained if, after hearing, it is found by the City Council that the said C. Mayor McFadden laid before the Council the following resolution: WHEREAS, Austin Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Austin Gas Company be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A 4 inch gas main on 14th Street, beginning at a point on the present 8 inch main on San Antonio Street, said point being 53 feet west of and 30 feet south of the intersection of the east line of San Antonio Street and the north line of 14th Street; Thence easterly, along a line 30 feet distant from and parallel to the north line of 14th Street to the east line of Brazos Street, said gas main to have a cover of not less than 1 1/2 feet. (2) A 4 inch gas main on Brazos Street beginning at a point 30 feet south of and 27 feet west of the intersection of the north line of 14th Street and the east line of Brazos Street. Thence southerly along a line 27 feet distant from and parallel to the east line of Brazos Street to the south line of the alley between 13th and 14th Streets, said gas main to have a cover of not less than 1 1/2 feet. (3) A 4 inch gas main in the alley between 13th and 14th Streets, beginning at a point 5 feet north of and 27 feet west of the intersection of the south line of said alley and the east line of Brazos Street. Thence easterly along a line 5 feet distant from and parallel to the south line of said alley to the west line of San Jacinto Street, said gas line to have a cover of not less than 1 1/2 feet. That the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. 537 The above resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The request of Sam Sparks for elimination of the curb in front of his property at the southeast corner of 12th and Rio Grande Streets came up for discussion and the following communication from the City Engineer in regard to same was read: "Austin, Texas, September 13,1928. KIFY HIST Mr. Adam R. Johnson, City Manager, Austin, Texas. Dear Sir: Mr. Sam Sparks, owner of the drug store property at the southeast corner of Rio Grande and 12th Streets, has made a request that he be permitted to construct a concrete ramp in front of his property in such a manner that there will not be any curb on Rio Grande Street. If his request is granted, it will afford more room for the travelling public on Rio Grande Street when cars are parked for trading purposes in front of his property. If the request is granted, I recommend that the customary 5 feet of tangent distance from the south line of 12th Street in a southerly direction be maintained as a standard ourb and that same should be required to be constructed of concrete. This 5 feet of tangent distance is a standard reservation which we have found necessary to be retained for telephone, electric light poles, catch basins, fire hydrants, signal posts, lighting systems and other public utilities. This standard of 5 feet has been adopted and has been insisted upon in the granting of all other permits since our locations have been standardized. A map showing the conditions and the proposed recommendations accompanies this report. Respectfully submitted, (Sgd) Orin E. Metcalfe, City Engineer." Councilman Reed moved that the request of said Sam Sparks be granted, subject to the above recommendations of the City Engineer. Mayor McFadden laid before the Council the following communication of the City Engineer: Mr. Adam R. Johnson, City Manager, Austin, Texas. Dear Sir: "Austin, Texas, Sept. 13,1928. Mr. R. B. Wright is considering the construction of a curb and walk on the west side of San Antonio Street, north of 18th Street in front of his residence and garage. He has used the City property by planting shrubbery on that portion of the sidewalk area which has been set as a standard location for a concrete walk. There is a storm sewer now exposed between the curb location and the property location within a few feet of the curb location. Mr. Wright is requesting that he be given a walk location close to the curb over the storm sewer instead of the standard location,on the basis that he has been unable to keep soil over the storm sewer. Upon investigation, I find that if a curb is built to the proper grade that the location of the storm sewer is such that it can be covered with earth sufficient to support a turf. I recommend that the standard location of sidewalk be allotted as the sidewalks immediately south of him are on the standard location. Murchison, accompanied by other members of the School Board, appeared before the Council and submitted the following communication: Austin, Texas, September 13,1928. To the Honorable City Council of the City of Austin. Gentlemen: We respectfully request that you submit to the qualified voters of the City of Austin, at the proposed special election, a proposition for the amendment of Subdivision 2 of Section 2 of Article XII, of the Charter of the City of Austin, relating to taxation for the maintenance of the Public Schools of said City and increasing the limit for such taxation from 60 to 70¢ on the one hundred dollars woth of taxable property in the City, a draft of such proposition being hereto attached. This request is a substitute for the request heretofore made by us asking that the limit for such taxation be fixed at 754 on the one hundred dollars worth of taxable property in the City, and is made pursuant to a resolution adopted by the Board of Trustees of the Austin Public Schools on September 12, 1928. The ordinance was read the second time and Councilman Mueller moved a further suspension of the rule and the placing of the ordinance on its third reading. A petition signed by residents and property owners in the 1900 block of Canterbury Street, asking that the city gravel this street, was read and same was referred to the City Manager and City Engineer, with instructions to have this work done as soon as possible after the strom sewer program contemplated under the bond issue has been completed in this section.
