612 A 4 inch gas main on Travis Heights Boulevard, beginning at a point 60 feet south of and 50 feet east of the intersection of the he south line of Fairmount Avenue and the west line of Travis Heights Boulevard. Thence southerly along a line 50 feet distant from and parallel to the west line of Fairmount Avenue to the south line of Mariposa Drive, said gas line to have a cover of not less than 1 1/2 feet. That the gas company be and the same is hereby required to lay and continuously construct its gas main for the entire length of this assignment. That the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. The above resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. City Manager Johnson advised the Council that he had called for new bids on the Simmons Furniture for the new unit to the City Hospital, and the following firms had submitted bids: Home Furniture Company, in the amount of $11,821.29; Swann-Schulle Company, C. A. Dahlich, Earl E. Barton, " H # 4 311,982.22; * μ $12,220.90; 11 竹 $12,320.15; And that the contract had been awarded to Home Furniture Company, said firm being the lowest bidder. The Minutes of the last meeting were read and Councilman Fannell moved the adoption of same. Councilman Reed entered the Council Chamber. Kayor LeFadden laid before the Council the following resolution: WHEREAS, Austin Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and sald maps or plans have been concidered by the City Counc!!, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AVOTIN: That Austin Gas Company be, and the same is herty permitted to lay and construct its gas mains in and pon the following streets: (1)4 inch as main on Mildred Street, beginning at a point on the present Willow Street line, said point being 40 feet east of and 19 feet south of the intersection of the west line of Mildred Street and the north line of Fillow Street; Thence northerly along a line 40 feet distant from and parallel to the wect line of Mildred Street to the south line of Fast 1st Street, said cas line to have a cover of not less than 1 1/2 feet. (2) A4 inch gas main on Test Avenue beginning at a point 17.5 feet west of and 124 feet north of the intersection of the east line of Test Avenue and the north line of West 29th Street. Thence southerly along a line 17.5 feet distant from and parallel to the east line of West Avenue to the north line of West 29th Street. Thence westerly along the north line of Test 29th Street to the intersection of 4 inch stub extending northerly from the existing 4 inch line on X. 29th Street, said gas line to have a cover of not less than 1 1/2 feet. (3) A4 inch gas main on West Avenue, beginning at a crocs 19 feet south of and 18 feet east of the intersection of the north line of Test 30th Street and the west line of Rest Avenue. Thence northerly along a line 18 feet distant from and parallel to the west line of West Avenue to the north line of West 30 Street, said gas line to have a cover of not less than 1 1/2 feet. (4) A4 inch gas mein on West 30th Street, beginning at a point on the precent 4 inch line on West 30th Street, said point being 13 feet south of and 13 feet east of the intersection of the north line of west 30th Street and the east line of Washington Square. Thence easterly along a line 13 feet distant from and parallel to the north line of West 30th Street to a point 12 feet east of the weet line of Rio Grande Street, said gas line to have a cover of not less than 1 1/2 feet. (5) ▲ 4 inch gas line on Rio Grande Street, beginning at a point on the West 30th Street line, the assignment for which is given in item No. 4, said point being 12 feet east of and 27 feet north of the intersection of the west line of Rio Grande Street and the south line of West 30th Street. Thence southerly 52 feet along a line 12 feet distant from and parallel to the west line of Rio Grande street to the end of the existing 4 inch line on Rio Grande Street, said gas line to have a cover of not less than 1 1/2 feet. (6) A A 4 inch gai gas main in the alley west of Cedar Street and east of Guadalupe Street, said alley being hereafter referred to as Guadalupe Street Alley, beginning at a point 11.5 feet south of and 10 feet eact of the Intersection of the north line of Fest 37th Street and the west line of Guadalupe Street Alley. Thence southerly along a line 10 feet distant from and parallel to the Test line of Guadalupe Street Alley to a point 26 feet north of and 10 feet east of the intersection of the south line of Test 35th Street and the west line of Guadalupe Street Alley, said gac main to have a cover of notless than 1 1/2 feet. This assignment places line in approximately the came line as the old 2inch line that it is to replace. It is the intention of this assignment to place the new 4 inch Jas line in the ditch now occupied by the 2 inch line. That the work and laying of said gac mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervisionand direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. Johnson Austin, Texas 22,536.25 4,655.00 27,191.25 The above bids were referred to Hans Helland, Consulting Engineer, for tabulation and report to the Council. , A blue print of the proposed paving by the IBGN Railway Company along its tracks on 3rd and 4th Streets was submitted to the Council and after a discussion of the matter, the same was referred to the City Manager, City Engineer, and City Attorney for a more thorough investigation and report to the Council, with recommendations. Councilman Mueller entered the Council Chamber. Mayor VeFadden laid before the Council the following resolution: WHEREAS, Austin Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas rains in the streets in the City of Austin hereafter named, and said maps or plane have been considered by the City Council, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That Austin Gas Company be and the care is nerecy permitted to lay and construct its gas mains in and upon the following streets: A 2 inch temporary jac line on Test 37th Street from King Street to the alley west of King Street, said line to be placed on the north fire of 37th Street. A letter of thanks from the Board of Control of the lutheran Concordia College of Texas for the promptness of the City in placing a culvert at the entrance of their college, and for other services rendered them, was read and ordered filed. A petition signed by D. A. Gregg and other residents of the South Side, protesting against the proposed extension of the city limits west of the Post Road, was received and filed for future consideration, in the event the propose amendment to the city charter, granting the City Council the right, by ord1nance, to change the boundary lines of the City, carries at the polls on November 24th next. Roy Rather and others, constituting a committee from the Chamber of Commerce, called upon the Council to request that the City take come action towards the elimination of the hay fever epidemic, and asked that an ordinance be passed requiring that all male cedars within the city limits be cut. Councilman Reed moved that the City Attorney, in conjunction with the Committee from the Chamber of Commerce, prepare an ordinance covering the hay fever situation and present same to the Council. Motion was seconded by Mayor McFadden, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Hans Helland, Consulting Engineer, reported to the Council that a tabulation of the bids on the improvement work at Barton Springs,, submitted to him earlier in the meeting, showed that the bid of J. F. Johnson on Contract "", in the amount of $22,536.25, and the bid of C. A. Maufrais on Contract "E", in the amount of $3,590.50, were the lowest and best bids submitted, and recommended that contracts be awarded to said firms. Councilman Reed moved that in accordance with the above recommendations οι the Consulting Engineer, the work under Contract "A" be awarded to J. F. Johnson, for the amount of $22,536.25, and the work under Contract "B" be awarded to C. A. Maufrais, for the amount of $3,590.50. Motion was seconded by Councilman Pannell and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. A letter from Eugene Saunders, Post Commander Travic Post #76, American Legion, asking that the Council remit the interest and penalties accrued against their property for the years 1925, 1926, and 1.927, amounting to $34.96, in view of the fact that they were of the opinion that this property was exempt from taxation; and alsc acking for a reduction in the valuation of said property for year 1927 to the amount fired for the years 1925 and 1926. Councilman Steck moved that, in consideration of the facts a set forth in said communication, the interest and penalties, amounting to $34.96, for years 1925, 1926, and 1927, be remitted, and that the matter of the taxable valuation for said property for year 1927 be taken under advisement. Motion was seconded by Councilmar Mueller, and came prevailed by the following vote:Ayes, Layer YeFadden, Councilmen Mueller, Pannell, Reed, and steck, 5; mays, none. 615 616 Nayor McFadden laid before the Council the following ordinance: AN ORDINANCE REGULATING TRAFFIC ON THE SOUTH SIDE OF EAST FIFTH STREET, BETWEEN CONGRESS AVENUE AND PRAZOS STREET, IN THE CITY OF AUSTIN, REPEALING ALL ORDI- NANCES IN CONFLICT, AND PPE- SCRIBING A PENALTY. The ordinance was read the first time and laid over. Mayor McFadden laid before the Council the following ordinance; AN ORDINANCE REGULATING THE STANDING OF VEHICLES ON COLORADO STREET, BETWEEN SIXTH AND SEVENTH STREETS, IN THE CITY OF AUSTIN, REPEALING ALL ORDINANCES IN CON- FLICT AND PRESCRIBING A PENALTY. , The ordinance was read the first time and laid over. City Manager Johnson advised the Council that the Dozier Construction Company had agreed to resurface with rock asphalt, at its own expence, 32nd and 33rd Streets from Speedway to Guadalupe Streets, if the City would, at its expense, prepare the base, and submitted estimates by the City Engineer and Consulting Engineer, showing that the cost for said base would be $3,643.20 for 32nd street and $3,810.60 for 33rd Street. Councilman Reed moved that the above proposal of the Dozier Construction Company be accepted and the City Manager be authorized to go ahead with the work of preparing the base in accordance with said estimates. Motion was secorded by Councilman Steck and same prevailed by the following vote: Ayes, Mayor LcFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. Councilman Reed moved that Monday, November 12th, be declared a holiday for the city government in observance of Armistice Day. Crockett, asking permission for the erection of > a filling station on the southeast corner of 26th and Guadalupe Streets was read, and also the following report from the Safety Committee with reference to same: "Austin, Texas, November 7,1928. Mr. Adam R. Johnson, City Manager, City Council of the City of Austin, Texas. Certlemen: Te, the members of the Sufety Committee of the City of Austin, have investigated the request of M. H. Crockett that he be advised if a filling station would be permitted at the coutreact correr of the intersection of 26th and Guadalupe Streets. Je do not find any cual condition there and if a formal request was made by the party who was going to install the station, we would submit an approval for a permit, subject to the usual limitations and restric restrictions after receiving a layout plan of the proposed installation. After review by the City Council, we believe that Mr. Crockett could be advised that the Safety Committee would st mit such a recommendation undect to the limitations for same. Youre truly, (Sgd) J.
