Austin's Budget Crunch, Gas Lines & Free Movies

  • Financial Crisis & Fund Transfers:

    The city addressed a projected $19,000 deficit in its General Fund, caused by lower-than-anticipated tax collections, by approving a $25,000 loan from the Water and Light Fund. Another $14,000 was transferred from the Water and Light Fund to the Hospital Bond Fund.
  • Infrastructure & Utility Expansion:

    Permits were approved for the Austin Gas Company to lay new gas mains on Nueces Street and New York Avenue. Additionally, temporary permits were granted for gasoline tanks and pumps to serve corporate trucks at two city locations.
  • Public Entertainment & Taxpayer Hearings:

    City leaders upheld a decision denying permission for free public movie screenings. A special evening session was dedicated to hearing property tax appeals from multiple citizens and a railway company, which were taken under advisement.

Councilman Mueller moved that permit be granted to said W. T. Caswell, subject to the above recommendations of the Safety Committee. Motion was seconded by Councilman Pannell, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steok, 5; nays, none. The policy adopted by the City Manager in refusing to grant permission to Orrill O'Reilly to operate free moving pictures under the auspices of the City Recreation Department was indorsed by the City Council. The claim of Judge Jno. W. Hornsby, in the amount of $155.00, for fees due him in appeal cases convicted in the county court several years ago, was referred to the City Attorney and City Manager for settlement. Councilman Steck moved that the Council recess, subject to call of the Mayor. Motion was seconded by Councilman Mueller, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; nays, none. The Council then recessed. REGULAR MEETING OF THE CITY COUNCIL: 17 Approved adder Mayor. Austin, Texas, December 27, 1928. The Council was called to order by the Mayor. Roll call showed the following members present: Mayor McFadden, Councilmen Mueller, Pannell, Reed, and steck, 5; absent, none. The Minutes of the last meeting were read and Councilman Mueller moved the adoption of same. Motion was seconded by Councilman Steck, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; naye, none. Mayor MoFadden laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager be authorized and directed to enter into a contract, on behalf of the City of Austin, with A. C. Bull, City Treasurer, and Texas Bank & Trust Company, whereby the proceeds from the sale of Street Improvement Bonds, School Bonds, Fire Stations Bonds, Hospital Bonds, Sanitary Sewer Bonds, Parks and Playgrounds Bonds, and Airport Bonds, Series of 1928, recently sold, shall be deposited and secured in the same manner and under the same terms and conditions as are provided in the certain contract between said parties, dated August 30, 1927, for the deposit and hand- ling of the City's funds generally, the contract herein authorized to be supplementary to said contract dated August 30, 1927. The above resolution was adopted by the following vote: Ayes, Mayor 18 ! McFadden, Councilmen Mueller, Pannell, Reed, and Steok, 5; nays, none. Mayor MoFadden laid before the Council the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sum of $14,000.00 be and the same is hereby transferred from the Water and Light Fund and credited to the Hospital Bond Fund; this amount to be repaid the Water and Light Fund out of proceeds from the sale of Hospital Bonds to be made at a later date. The above resolution was adopted by the following vote: Ayes, Mayor MoFadden Councilmen Mueller, Pannell, Reed, and Steck, 5; naye, none. Mayor Mofadden laid before the Council the following resolution: WHEREAS, cash on deposit to the credit of the General Fund on December 26th, 1928, was $467.66, and it is not probable that the collections to be credited to said fund for the remainder of the year will exceed $1,000.00; and WHEREAS, bills and pay rolls contracted, or to be contracted, for the month of December will be approximately $15,000.00, and there is now owing from the General Fund to the Hospital Bond Fund the sum of $4,599.69, being the amount of a certain contract with the Brydson Lumber Company and architect's fees which were appropriated from the General Fund and erroneously paid from the Hospital Bond Fund; and WHEREAS, the payment of the foregoing accounts will result in a deficit in the General Fund of approximately $19,000.00, with no provision having been made for contingencies or unforeseen items; and WHEREAS, said deficit will be the result of tax collections for year 1928 being approximately $40,000.00 less than was anticipated at the time that operating budgets and appropriations were made, and not the result of expenses having exceeded the appropriations, it being anticipated at this time that the expenses for the year 1928 will be approximately $15,000.00 less than the budget prepared at the beginning of the year 1928; Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sum of $25,000.00 be appropriated from the Water and Light Fund for the purpose of loaning to the General Fund in order that there may be no deficit in said General Fund because of the deficiency in the tax collections during the year 1928. The above resolution was adopted by the following vote: Ayes, Mayor Moradden, Councilmen Mueller, Pannell, Reed, and steck, 5; nays, none. Mayor McFadden laid before the Council the following resolution: WHEREAS, Austin Gas Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Austin Gas Company be and the same is hereby permitted to lay and construct its gas mains in and under the following streets: (1) A 4 inch gas main on Nueces Street, , beginning at a point 25 feet west of and 22 feet north of the intersection of the east line of Nueces Street and the south line of W. 9th Street; Thence southerly along a line 25 feet distant from and parallel to the east line of Nueces Street to the north line of West 8th Street, said gas main to have a cover of not less than 1½ feet; (2) A 4 inch gas main on New York Avenue, beginning at a point 18 feet south of and 18 feet east of the intersection of the north line of New York Avenue and the west line of Leona Street; Thence westerly along a line 18 feet distant from and parallel to the north line of New York Avenue to the east line of Comal Street, said gas main to have a cover of not less than 1 1/2 feet. That the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision of the City Manager and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. The above resolution was adopted by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; naye, none. The Jouncil indorsed the action of the City Manager in granting temporary permite to the Gulf Refining Company to install a gasoline tank and pump at the northeast corner of 6th and Chicon Streets and at the southeast location of the Congress Avenue Bridge, just off the Barton Springs Road, for the purpose of serving the trucks of the Shell Pipe Line Corporation Mayor. Councilman Reed moved that the Council recess, subject to call of the Motion was seconded by Councilman Mueller and same prevailed by the following vote: Ayes, Mayor MoFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; naye, none. Kreisle; H. B. Hurt for I&GN Railway Company. The above appeals were taken under advisement. Councilman Mueller moved that the Council recess, subject to call of the Mayor. Motion was seconded by Mayor McFadden, and same prevailed by the following vote: Ayes, Mayor McFadden, Councilmen Mueller, Pannell, 3; nays, none, Councilmen Reed and Steck absent.
