The Council then recessed. 477 Approves Wassen Mayor. dden SPECIAL MEETING OF THE CITY COUNCIL: Austin, Texas, May 1, 1931. The Council met with the following members present: Mayor McFadden, Councilmen Mueller, Pannell, Reed, and Steck, 5; absent, none. The Mayor stated that the meeting was called for the purpose of installing the newly elected City Council for the ensuing two years. Judge Ed R. Kone, Judge of the Corporation Court, then administered the oath of office to the following Councilmen-elect: C. F. Alford, Simon Gillis, P. W. MoFadden, Leo 0. Mueller, and E. L. Steck. , The roll of the new Council was then called and the following members answered present: Councilmen Alford, Gillis, McFadden, Mueller and Steok, 5; absent, none. Councilman Steck moved that the Council now proceed with its organization and election of officers. Motion was seconded by Councilman Mueller and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, McFadden, Mueller and Steck; nays, none. Councilman Gillis nominated P. W. McFadden as Mayor. Nomination was seconded by Councilman Mueller, and same was confirmed by the following vote: Ayes, Councilmen Alford, Gillis, Mueller, and Steck, 4; naye, none; Councilman McFadden present but not voting. Councilman Gillie nominated E. L. Steck as Mayor Pro tem. Nomination was seconded by Councilman Alford. Councilman Steck asked that his name be withdrawn for Mayor Pro tem, stating his reasons for not wishing to act in such capacity. Councilman Gillie then stated to the Chair that he withdrew his nomination. Councilman Steck then nominated Leo O. Mueller as Mayor Pro tem. Nomination was seconded by Councilman Alford and game was confirmed by the following vote: Councilmen Alford, Gillis, McFadden and Steck, 4; nays, none; Councilman Mueller present but not voting. , Mayor McFadden nominated Judge Ed R. Kone as Judge of the Corporation Court. Nomination was seconded by Councilman Mueller and same was confirmed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilren Mueller and Steck, 5; nays, none. 478 Councilman Mueller nominated Cal M. Browne as Clerk of the Corporation Court.Nomination was seconded by Councilman Alford and same was confirmed by the following vote: Ayes, Councilmen Alford, Gillie, Mayor McFadden, Councilmen Mueller and Steck, 5; nays, none. Mayor McFadden nominated Dr. Lee E. Edens as City Health Officer. Councilman Gillis nominated Dr. Sam Haigler as City Health Officer. Councilman Steck seconded the nomination of Dr. Lee E. Edens. A motion was then made by Councilman Alford, seconded by Councilman Gillis, that the election of a City Health Officer be postponed until the next regular meeting. The motion lost by the following vote: Ayes, Councilmen Alford and Gillis, 2; nays, Mayor McFadden, Councilmen Mueller and Steck, 3. Mayor MoFadden then called for a vote on the nominations for City Health Officer, which resulted as follows: Councilmen Alford and Gillis voting for Dr. Sam Haigler, and Mayor MoFadden, Councilmen Mueller and Steck voting for Dr. Lee E. Edens. Dr. Lee E. Edens was declared duly elected City Health Officer. Mayor McFadden stated that nominations for City Manager were in order. Councilman Gillis asked that the appointment of a City Manager be postponed in order that he might show the Council some expensive engineering mistakes that had been made during the regime of the present City Manager. Councilman Alford then moved that the election of a City Manager be postponed for thirty days. Councilman Steck moved to table the motion of Councilman Alford, stating that while a few mistakes may have been made, which was only human, the big things that had been accomplished by the 01ty Manager during his term of office greatly outweighed the mistakes. Councilman Mueller seconded Councilman Steck's motion, and same carried by the following vote: Ayes, Mayor McFadden, Councilmen Mueller and Steck, 3; nays, Councilmen Alford and Gillis, 2. Councilman Mueller then nominated Adam R. Johnson as City Manager. was seconded by Councilman Steck. City Manager. Nomination Councilman Gillis nominated Guy A. Collett as Mayor McFadden then called for a vote on the nominations for City Manager, which resulted as follows: Councilmen Alford and Gillie voting for Guy A. Collett, and Mayor McFadden, Councilmen Mueller and Steck voting for Adam R. Johnson. Adam R. John-: son was then declared duly elected City Manager. Councilmen Pannell and Reed, outgoing Councilmen, made short talks, expressing regret at severing their relatione with the Council, which had been both pleasant and profitable, reviewing some of the accomplishmente of the administration under which they had served, and bespeaking for the new Council the accomplishment of still greater things for Austin. Judge Ed R. Kone expressed his appreciation to the outgoing Council for having given him the privilege of serving as Corporation Judge during their term of office and to the new Council for reappointment by them to such office for the ensuing term, and assured them that it would be his endeavor in the future, as in the past, to administer the law as he found it, always tempering the same with justice and mercy. Mayor McFadden stated with reference to the retirement of Messrs. Fannell and Reed from the Council that his association with them has been most delightful and satisfactory, that they have been found true men in every respect, loyal to their convictions and their ideals, that Councilman Pannell especially has been a diligent student of municipal affairs, being probably the best informed man in Austin on municipal affairs,
