REGULAR MEETING OF THE CITY COUNCIL: 227 Austin, Texas, February 11, 1932. The Council was called to order by the Mayor. Roll call showed the following members present; Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck, 4; absent, Councilman Mueller, 1. The Minutes of the last meeting were read and Councilman Alford moved the adoption of same as read. Motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor MoFadden, Councilman Steck, 4; naye, none; Councilman Mueller absent, 1. The budget of the Austin Public Library for the year 1932, submitted by the Treasurer, Mrs. David Lee Clark, was read and ordered filed. The application of R. G. White to construct a flag-stone instead of a concrete walk adjacent to his property at Fortieth and Duval Streete, was read. The Mayor then laid before the Council the following: "Austin, Texas, February 10,1932. Mr. Adam R. Johnson, City Manager, Austin, Texas. Dear Sir: In reference to the application of R. G. White for permit to construct a flag-stone instead of a concrete walk adjacent to his property on 40th and Duval Streets, adjacent to Lote 30, 31, and 32, Block 5, in Oaklawn Addition, I beg to advise that Mr. White proposes to construct same on the same grades and lines as that which we would require for a concrete walk. Нів ргороsed type of flag-stone construction meets my approval and I recommend that he be granted a permit to construct a flag-stone walk in accordance with the lines and grades to be furnished by the City Engineering Department of the City of Austin. Respectfully submitted, (Sgd) Orin E. Metcalfe, City Engineer. 11 WHEREAS, R. G. White, owner of Lots 30, 31, and 32, Block 5, Oaklawn Addition to the City of Austin, has applied to the City Council for permission to construct a flagstone walk adjacent to said property on 40th and Duval Streets; and WHEREAS, the Oity Engineer has investigated and approved the construction of said flag-stone walk; therefore, BE IT RESOLVED BY THE OITY COUNCIL OF THE OITY OF AUSTIN: That R. G. White is hereby granted the right to construct a flag-stone walk adjacent to his property on 40th and Duval Streets adjacent to Lots 30, 31 and 32, Block 5, Oaklawn Addition to the City of Austin, said walk to be constructed under the supervision of the Engineering Department and according to lines and grades furnished by same. The above resolution was adopted by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck, 4; nays, none; Councilman Mueller absent, 1. The Mayor laid before the Council the following ordinance: AN ORDINANCE AMENDING, "AN ORDINANCE REGULATING THE SALE OF MILK AND MILK PRODUCTS WITHIN THE CITY OF AUSTIN, PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH", IN THE PARTICULARS STATED IN THIS ORDINANCE, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND DECLARING AN EMERGENCY. The above ordinance was read the first time and Councilman Steck moved a suspension of the rule and the placing of the ordinance on its second reading. Motion was seconded 228 by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck, 4; naye, none; Councilman Mueller absent, 1. The ordinance was read the second time and Councilman Steck moved a further suspension of the rule and the placing of the ordinance on its third reading. Motion was second- ed by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck, 4; nays, none; Councilman Mueller absent, 1. The ordinance was read the third time and Councilman Steck moved that same be finally passed. Motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck, 4; nays, none; Councilman Mueller absent, 1. No further business coming before the Council, Councilman Alford moved to recess, subject to call of the Mayor. Motion was seconded by Councilman Steck and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck,4; nays, none; Councilman Mueller absent, 1. The Mayor laid before the Council the following ordinance: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE PROVIDING FOR AND REGULATING THE TAPPING OF SEWERS AND CESS-POOLS, REGULATING HOUSE DRAINAGE AND PLUMBING, CREATING A BOARD FOR THE EXAMINATION OF PLUMBERS TO BE KNOWN AS THE EXAMINING AND SUPERVISING BOARD OF PLUMBERS, CREATING THE OFFICE OF INSPECTOR OF PLUMBING, PROVIDING FOR THE EXAMINATION AND LICENSE OF PLUMBERS, PROVIDING HOW SEWER CONNECTIONS SHALL BE MADE, PROVIDING FOR THE OBTAINING OF PERMITS TO MAKE SEWER CONNECTIONS AND REPAIRS, AND PROVIDING THE MANNER AND MEANS OF MAKING CONNECTIONS, AND PROVIDING THE DUTIES OF THE PLUMBING INSPECTOR AND HIS SALARY, THE FEES FOR INSPECTION, AND PROVIDING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE" IN THE PARTICULARS HEREINAFTER STATED, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND DECLARING AN EMERGENCY.
