REGULAR MEETING OF THE CITY COUNCIL: 239 ! Austin, Texas, March 10, 1932. The Council was called to order by the Mayor. Roll call showed the following members present: Councilmen Alford, Gillis, Mayor McFadden, Councilmen Mueller and Steck, 5; absent, none. The Minutes of the last regular meeting were read and Councilman Alford moved the adoption of same as read. Motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor Moradden, Councilmen Mueller and Steck, 5; nays, none. The Mayor laid before the Council the following resolution: WHEREAS, on the 22nd day of December, 1931, the City Park Board passed a resolution recommending that the City Council appropriate One Thousand ($1000.00) Dollars for the development and olearing of Shoal Creek Park area; and WHEREAS, the City Council has favorably considered same; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sum of One Thousand ($1000.00) Dollars is hereby appropriated out of the Parks and Playgrounds Bond Fund for the purpose of clearing and developing Shoal Creek Park between Twelfth and Twenty-ninth Streets. The above resolution was adopted by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilmen Mueller and Steck, 5; nays, none. Councilman Mueller moved that the City Manager and City Attorney be directed to prepare an ordinance regulating the itinerant truck dealer in foodstuffs on the streets of the City. Motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor MoFadden, Councilmen Mueller and Steck, 5; nays, none. Mre. Allie C. Belcher appeared before the Council and asked that, in view of the valuations placed on surrounding property, she be given a reduction of Four Thousand Dollars on her property at No. 304 West Eighth Street. The matter was referred to Councilman Gillis for adjustment. The Mayor laid before the Council the following ordinance: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED" AN ORDINANCE DECLARING WHEN TAXES DUE THE CITY OF AUSTIN SHALL BECOME DELINQUENT, PROVIDING THAT SAME SHALL THEREAFTER BEAR INTEREST, ASSESSING A PENALTY FOR DEFAULT THEREAFTER, AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE. The above ordinance was read the first time and Councilman Mueller moved a suspension of the rule and the placing of the ordinance on its second reading. Motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor MoFadden, Councilmen Mueller and Steck, 5; nays, none. The ordinance was read the second time and Councilman Mueller moved a further suspension of the rule and the placing of the ordinance on its third reading. Motion was second- ed by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilmen Mueller and Steck, 5; nays, none. The ordinance was read the third time and Councilman Mueller moved that same be finally passed. The Council then recessed. REGULAR MEETING OF THE CITY COUNCIL: ZW7M Fadden Approvedt Mayor. Austin, Texas, March 17, 1932. The Council was called to order by the Mayor. Roll call showed the following members present: Councilmen Alford, Gillis, Mayor MoFadden, Councilman Mueller, 4; absent, Councilman Steck, 1. The Minutes of the Special Meetings of March 7th and Sth, and the Regular Meeting of March 10th were read, and Councilman Alford moved the adoption of same as read. Motion was seconded by Councilman Mueller and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Mueller, 4; nays, none; Councilman Steck absent, 1. Councilman Gillis reported to the Council that he had investigated the complaint of Mrs. Allie C. Belcher that her property at 304 West 8th Street was entitled to a greater reduction in assessed valuation than that recommended by the Тах Авееввот and Collector, and found that same was fairly assessed with surrounding property and not entitled to a further reduction. The Mayor then laid before the Council the following: "Austin, Texas, January 20, 1932. Mayor P. W. McFadden, Oity Hall, Austin, Texas. Dear Birt In response to your request for an investigation into the value of the improvements on the East 46 feet of Lot 4 and the West 16 feet of Lot 5, Block 100, Plat 7, belonging to Mrs. A. C. Belcher, I herewith make my report. These improvements are constructed of pressed brick, common brick, and frame. The age of the structure ranges from thirty to forty-five years, according to the owner. The original two-thirds taxable value on same as set in 1927 at the time the unit system was installed is $7,320.00, and it has been carried at that figure for each year since. Mr. Ledbetter has inspected the property, remeasuring the house, and figuring new units and depreciation throughout as follows: Pressed brick construction: $3.50 unit with 33 1/3% depreciation; common brick construction, $2.50 unit with 25% depreciation; frame construction, $2.00 unit with 50% de- preciation. These several amounts give a full value of $7,817.00, plus $200.00 for outbuildings, making a total full value of $8,017.00, or a two-thirds taxable value of $5,345.00. We think this to be a fair value of this property.
