Lorey of the firm of Schwarzer & Lorey, Contractors, appeared before the Council and urged that before awarding the contract on the Library Building the City Council make a very thorough study of the different bids submitted and asked that he be permitted to be present at the meeting of the Council with the Library Commission before any contract is let. Councilman Gillis moved that the request of Mr. Lorey be granted and that he be notified to be present at such meeting. Motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Mueller, 4; nays, none; Councilman Steck absent, 1. No further business coming before the Council, Councilman Mueller moved to recess, subject to call of the Mayor. The Council then recessed. SPECIAL MEETING OF THE CITY COUNCIL: Approvedr Mayor. Austin, Texas, May 23, 1932. The Council was called to order by the Mayor. Roll call showed the following members present: Councilmen Alford, Gillis, Mayor MoFadden, Councilmen Mueller and Steck, 5; absent, i none. The Mayor stated that the meeting was called for the purpose of hearing the report of the Library Commission on the bids for the construction of a public library building which were received by the Council on the 18th instant and referred to said Commission for a detailed study and recommendation, and of awarding the contracts for said building. The Library Commission then presented the following written report, which was read: "Austin, Texas, May 21,1932. Mayor P. W. McFadden and Members of the City Council, Austin, Texхав. Gentlemen: The Austin Public Library Commission begs leave to report that on May 20th at a meeting of the Commission called for the purpose of considering the building plans for the new Public Library of Austin, there being present all members of the Commission except oneMr. H. H. Luedecke, Chairman of the Building Committee, reported to the Commission that the Building Committee of the Commission recommends that the following bidders be referred with their approval to the City Council for employment by the Council: 302 1. Mr. Leudeoke moved, and it was unanimously carried, that the Commission recommend the entire bid, basic and alternates, of Mr. H. E. Wattinger, he heing the lowest bidder; and request the Council to let the general contract to Mr. H. E. Wattinger at $106,636.00, subject to additions or deductions as per alternates. 2. Mr. Luedecke moved, and it was unanimously carried, that the Commission recommend that Mr. John L. Martin be awarded the contract for plumbing and heating at $8,747.00. 3. Mr. Luedecke moved, and it was unanimously carried, that Fox-Bohmidt be awarded the contract for electric wiring and fixtures at $4,084.00. The Commission therefore submits their recommendations to the Council, trusting that the Council will act favorably upon them. 4. Edward T. Lorey, of the firm of Schwarzer & Lorey, one of the bidders, was present, in accordance with his previous request, and spoke at length upon the merits of Rockwood Alabama Limestone specified in an alternate bid, and urged the selection of same in preference to Cordova Cream Limestone, specified in the basic bid. Upon being advised that it was not desirable to use Rockwood Alabama Limestone, Mr. Lorey then urged the selection of Onion Creek or Dry Oreek Limestone instead of Cordova Cream Limestone. H. H. Luedecke, Chairman of the Building Committee of the Library Commission, stated that the Commission, after a thorough study of all materials submitted, had recommended the selection of Cordova Cream Limestone because of its adapability to the style of architecture, its moderate price, and its being a home product. Following the discussion, the Mayor introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: ! (1) That the entire bid, basic and alternates, of H. E. Wattinger, for $106,636.00, same being the lowest bid for the construction of the public library building, be and the same is hereby accepted, and the general contract is hereby let and awarded to the said H. E. Wattinger, subject to additions or deductions as per alternates, and that the contract be prepar- ed by the City Attorney according to the terms of said bid and the plans and specifications for said building. (2) That the bid of John L. Martin, for $8,747.00, same being the lowest bid for plumbing and heating for the public library building, be and the same is hereby accepted, and the contract for said plumbing and heating is hereby let and awarded to the said John L. Martin at said price, and the City Attorney is instructed to prepare the contract in accordance with said bid and the plans and specifications therefor. (3) That the bid of Fox-Schmidt, for $4,084.00, for electric wiring and fixtures for the public library building, same being the lowest bid therefor, be and the same is hereby accepted and the contract is hereby let and awarded to the said Fox-Schmidt for such electric wiring and fixtures at said sum, and the City Attorney is instructed to prepare the contract in accordance with said bid and the plans and specifications therefor. The above resolution was adopted by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilmen Mueller and Steck, 5; nays, none. The Council then instructed the Library Commission to consider further the different bids on windows, bookstacks, acoustic treatment, screens and other items not included in the basio bid and bring in their recommendations with reference to same. ti 306 Councilman Mueller moved that the Council give a vote of confidence in the ability and integrity of the Architect, H. Architect Kuehne then expressed his deep appreciation to the Council for their confidence and support and for being allowed a part in seeing his long-cherished dream of a pub- 110 library for the City materialize. The Mayor also extended the thanks of the Oity Council to the Library Commission for their earnest and painstaking efforts in the construction of the library building. Councilman Alford then moved to recess, subject to call of the Mayor. The Minutes of the last meeting were read and Councilman Alford moved the adoption of same as read. Rather presented to the Council thirteen petitions, signed by approximately six hundred and fifty taxpayers and merchants of the City, protesting the cut in the salaries and wages of city employes for the year 1932. Mesars. E. 0. Rather, 8. Ferris, Chris Callan, Rabbi Samuel H. Baron, Phillip Johnson, C. W. Moore, Dr. E. P. Sohooh, H. C. Colley, Deputy Labor Commissioner, and V. H. Pannell, spokesmen for a large delegation of citizens present, urged that the Council rescind its former action in reducing the salaries and wages of city employes, pointing out the loss resulting to the business firms of the City by a curtailment of expenditures of city employes, and the setting of a precedent for county and state salary reductions. Councilman Gillis presented a petition signed by the merchants of South Austin, protesting against any out in the salaries and wages of city employes drawing less than $150.00 per month, and stated that he did so at the request of such petitioners, but that he was not supporting such petition. A. C. Baldwin, Chairman of the Sub-committee on City Affairs of the Travis County Taxpayers League, was present and spoke in defense of the Committee's action in recommending a reduction in the salaries and wages of city employes.
