74 There being no further business before the Council, Councilman Alford moved to recess, subject to call of the Mayor. Motion was seconded by Councilman Gillis, and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilman Steck, 4; nays, none; Councilman Mueller absent, 1. The Council then recessed. Attent: IMM Fen alli Motellar Oity Clerk Approveu. SPECIAL MEETING OF THE CITY COUNCIL, HELD IN THE CORPORATION COURT ROOM: : Mayor, Π ↓ Austin, Texas, May 1, 1933. The Council was called to order by the Mayor. Roll call showed the following members present: Councilmen Alford, Gillis, Mayor McFadden, Councilmen Mueller and Steck, 5; absent, none. The Mayor stated that the meeting was called for the purpose of installing the newly-elected Councilmen of the City of Austin for the ensuing two years. Councilman Mueller moved that the Council proceed with the business. The motion was seconded by Councilman Steck and same carried by the following vote: Ayes, Councilmen Alford, Gillis, Mayor McFadden, Councilmen Mueller and Steck, 5; naye, none. Mayor McFadden then ordered a roll call of the Council-elect and the following members answered present: Chas. F. Alford, C. M. Bartholomew, Simon Gillis, Tom Miller, and Oswald G. Wolf, 5; absent, none. The City Attorney, J. Bouldin Rector, then administered the oath of office to each of the following members of the incoming Council: Chas. F. Alford, C. M. Bartholomew, Simon Gillis, Tom Miller, and Oswald G. Wolf. Mayor McFadden stated that the newly-elected and duly installed City Council, having taken the oath of office, was now in position to take over the administration of the City, and Mayor MoFadden and the other retiring members, Councilmen Mueller and Steok, then tendered their seats to the incoming Councilmen, O. M. Bartholomew, Tom Miller, and Oswald G. Wolf. Councilman Gillis then nominated Councilman Bartholomew as temporary chairman of the meeting. The nomination was seconded by Councilman Alford and confirmed by the following vote: Ayes, Councilmen Alford, Gillis, Miller, and Wolf, 4; nays, none; Councilman Bartholomew present but not voting. Councilman Bartholomew, after taking the chair, stated that the first order of business would be the election of a Mayor for the ensuing two years and declared nominations for that position open. Councilman Gillis nominated Councilman Tom Miller for Mayor. The nomination was seconded by Councilman Alford. The Chair then called for other nominations and there being none, declared the nominations closed and ordered the roll called, which resulted as follows: Ayes, Councilmen Alford, Bartholomew, Gillis, and Wolf, 4; naye, none; Councilman Miller present but not voting. Chairman Bartholomew then declared Councilman Miller duly elected Mayor for the ensuing two years by unanimous vote of the Council and tendered to him the Chair. Mayor Miller, after taking the chair, stated that the next order of business would be the election of a Mayor Pro tem. Councilman Alford nominated Councilman Wolf as Mayor Pro tem. The nomination was seconded by Councilman Gillis. There being no further nominations, the Mayor declared the nominations closed and ordered the roll called, which resulted as follows: Ayes, Councilmen Alford, Bartholomew, Gillis, and Mayor Miller, 4; nays, none; Councilman Wolf present but not voting. Mayor Miller then declared Councilman Wolf duly elected Mayor Pro tem for the ensuing two years by unanimous vote of the Council. At the request of Mayor Miller, the Rev. M. A. Gary, Pastor of the Calvary Baptist Church, delivered an invocation. Mayor Miller then stated that the Council wished further time in which to select a City Manager and that in the meantime the post would be filled by a temporary city manager, to be vested with full authority of the city manager until such time as a permanent city manager may be appointed, and declared nominations in order for a temporary city manager. Councilman Gillis then nominated George G. Grant, Finance Director of the City of Austin, as temporary City Manager. The nomination was seconded by Councilman Bartholomew. There being no further nominations, the Mayor declared the nominations closed and ordered the roll called, which resulted as follows: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, Councilman Wolf, 5; nays, none. The Mayor then declared George G. Grant duly elected temporary Oity Manager. The Mayor then declared nominations in order for Judge of the Corporation Court. Councilman Wolf nominated Jesse W. Maxwell as Judge of the Corporation Court. The nomination was seconded by Councilman Gillis. There being no further nominations, Mayor Miller declared the nominations closed and ordered the roll called, which resulted as follows: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, Councilman Wolf, 5; nays, none. The Mayor then declared Jesse W. Maxwell duly elected Judge of the Corporation Court for the ensuing two years by unanimous vote of the Council. The Mayor then declared nominations in order for Clerk of the Corporation Court. Councilman Alford nominated Cal M. Browne as Clerk of the Corporation Court. Nomination was seconded by Councilman Bartholomew. There being no further nominations, Mayor Miller declared the nominations closed and ordered the roll called, which resulted as follows: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; naye, none. The Mayor then declared Cal M. Browne duly elected Clerk of the Corporation Court for the ensuing two years. The Mayor then declared nominations in order for City Clerk. Councilman Bartholomew nominated Hallie Mckellar as City Clerk. The nomination was seconded by Councilman Gillis and same was confirmed by the following vote: Ayes, 75 766 Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. The Mayor stated that the appointment of a City Health Officer would be deferred for a few days. The Oity Attorney then administered the oath of office to each of the following: George G. Grant, as temporary Oity Manager, Jesse W. Maxwell, as Judge of the Corporation Court; Cal M. Browne, as Clerk of the Corporation Court, and Hallie Mokellar as City Olerk. A motion was made by Councilman Bartholomew that the regular meetings of the City Council be held on Thursday of each week, beginning at ten o'clock A. M. The motion was seconded by Councilman Gillis and carried by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; naye, none. Mayor Miller then asked that a rising vote of thanks be given by the new Council and the large audience present to the members of the retiring Council for the able services rendered the citizens of Austin by these gentlemen for the past few years, without remuneration, as evidenced by the greater growth and progress of our City under their administration. This was done. Retiring Councilmen, McFadden, Mueller and Steck, each then spoke a few words of appreciation to the new Council, assuring them of their cooperation and assistance in every way possible and bespeaking for them the cooperation of the entire citizenship of Austin. The Mayor then asked if there were any present in the audience who wished to make any remarke. V. H. Pannell, former City Councilman, made a brief address, tendering to the new Council the felicitations of the citizens upon their inauguration and wishing for the new administration continued progress and improvement. W. H. Roberts asked that the Council employ local people in the administration of the city government. There being no further business at this session, Councilman Gillis moved that the Council recess until three o'clock P. M., at which time the out-of-town applicants for the city managership would be given a hearing. The motion was seconded by Councilman Wolf and same carried by the following vote: Ayes, Councilmen Alford, Bartholomew, Cillis, Mayor Miller and Councilman Wolf, 5; nays, none. The Mayor then stated that the Council would hear the out-of-town applicants who were present and desired to be heard. E. V. Spence, City Manager of Big Spring, Texas, was present and spoke in the interest of his application, stating that since he accepted the city managership of Big Spring on August 1, 1931, the tax rate, water rate and assessed valuations had been lowered and that said City with a population of 13,000 now has a tax rate of $1.50 plus $1.00 for schools and an assessed valuation of $6,650,000.00 and that his salary is $4400.00 per year. He also outlined briefly his qualifications for the position and stressed the importance of courtesy on the part of a city manager in dealing with the public and the need of specially trained men for the position, who would put into execution the policies outlined by the Council. A. H. M. Stark, formerly of Orange, Texas, spoke in the interest of his application, and in addition to outlining his qualifications as submitted in his letter of application, also stressed the importance of courtesy on the part of a city manager in dealing with the public. Doak Rainey, formerly Research Engineer for Texas Highway Department, spoke briefly of his qualifications for the position, stating that his experience as engineer on large projects ably fits him for this position, and if appointed he is capable of handling the City's business economically and efficiently. No other applicants appearing to be heard, the Council set Wednesday, May 3rd, at 7:30 P. W., as the time for hearing all other applicants for the position who may desire to be heard. C. H. Page, Member of the Park Board, appeared before the Council and requested that the City Engineer be instructed to furnish lines and grades in the development of the Zilker Tract at Barton Springs now being made by the Park Board with the aid of R. F. 0. labor. After a discussion of the matter, the City Manager was directed to have this work carried out in compliance with the request of the Park Board. George G. Grant, temporary City Manager, was directed to secure bond with some local insurance company, said bond to provide for a continuation of same with the permanent city manager without additional premium.
