REGULAR MEETING OF THE CITY COUNCIL: ! Austin, Texas, May 04, 1933. The Council was called to order by the Mayor. Roll call showed the following Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman members present: Wolf, 5; absent, none. The Minutes of the last regular meeting, Thursday, April 27th, were read and Councilman Gillis moved the adoption of same as read. The motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. The Minutes of the special meeting of May 1st were then read and Councilman Gillis moved the adoption of same as read. Motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. Mrs. May 8. Jox again brought before the Council the matter of a permit for the erection of a brick veneer structure at No. 807 Brazos Street. After a discussion of the matter, same was referred to a committee composed of Mayor Miller, Councilman Gillis, and City Attorney Rector for a conference with the State Fire Insurance Commission. Mrs. A. P. Robinson, President of the Council of Presidents of the Parents-Teachers Association of the City, submitted a request to the Council that their organization be given the privilege of all concessions at the city parks, the proceeds from same to be used by said organization in its welfare work among the indigent children of the City, and gave a resume of the work that has been accomplished by this organization in the past. Councilman Bartholomew moved that this request be granted and the Council of Presidents of the Parents-Teachers Association of the City be given the exclusive privilege of all concessions at the city parks, with the exception of Barton Springs Park, for the ensuing two years. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. C. G. Stark appeared before the Council and asked permission to connect a pipe line which he proposes to lay at his own expense across his property outside of the city limits to the water main at the Robert Mueller Airport, agreeing if granted this privilege to erect a storage tank and have same filled only at night. In a discussion of the matter it was shown that this line was built by the City outside of the city limits for the purpose of serving the municipal airport and therefore could not lerally serve private consumers outside of the city limits. Councilman Bartholomew then moved that the request be regretfully declined. The motion was seconded by Councilman Wolf and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. W. L. Saunders, representing H. W. Nunnelee, appeared before the Council relative to his application for a permit to widen the cement approach to his garage and gasoline fil1ing station at 42nd and Guadalupe Streets, which was pending before the Council. Council- man Alford moved that the permit be granted, provided the work is done under the supervision of the Engineering Department. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. 80 A. H. Osburn submitted a plat showing the development of Enfield "F" and asked that this addition be given water and light facilities in order to promote the building of houses there. After a study of the situation, the Council tentatively agreed that this addition would be given water service, as the need for same developed. The application of J. W. Waltrip, Deep Eddy, for license to operate as a taxicab one 1930 Model, Reo Flying Cloud, Motor No. 16 E-13288, State Highway License No.A-35558, was read. Councilman Alford moved that the provision of the Taxicab Ordinance requiring that all applications shall remain on file for five days prior to being acted upon be waived and that the permit be granted. Motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. Mayor Miller laid before the Council the following ordinance: AN ORDINANCE PRESCRIBING THE ROUTES OF INTERURBAN MOTOR BUS TRAFFIO WITHIN THE CITY OF AUSTIN, AND PROVIDING PENALTIES. The above ordinance was read the first time and Councilmen Alford moved a suspension of the rule and the placing of the ordinance on its second reading. Motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. The ordinance was read the second time and Councilman Alford moved a further susрепsion of the rule and the placing of the ordinance on its third reading. Motion was second- ed by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. The ordinance was read the third time and Councilman Alford moved that same be finally passed. Motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillie, Mayor Miller, and Councilman Wolf,5; nays, none. Councilman Gillis brought before the Council the matter of having score boards placed in the ball parks of the City for the convenience of the patrons, stating that same could be secured without cost to the City. The Council instructed the City Manager to have this matter attended to. A communication from Mrs. Mary K. Schneider, asking that the City repair the damage done to a rent house owned by her on West First Street adjacent to the City Incinerator by reason of a fire caused from sparks from the Incinerator, was read. The Oity Manager advised that the repairs would cost approximately $10.00 and he was instructed by the Council to have the matter attended to. A communication from a number of food dealers of the city, asking for a more rigid enforcement of the Pure Food Ordinance with regard to the screening of open air food stands and the State law regulating the sale of food stuffs on Sunday, was submitted to the Council. The matter was laid over until the next regular meeting. Mayor Miller laid before the Council the following resolution: WHEREAS, Texas Public Service Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore, : ! : BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Texas Public Service Company be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in Avenue "8" from West Forty-sixth Street north approximately one block to the City limit line, the centerline of which gas main shall be 20 feet west of and parallel to the east line of said Avenue "B". Baid gas main described above shall have a cover of not less than 22 feet. The Texas Public Service Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may be required at special points. When the Texas Public Service Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments they shall apply to the City Engineering Department not less than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. AND THAT whenever pavement is out in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. The above resolution was adopted by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; naye, none. F. M. Gwin, applicant for the city managership of this City, appeared before the Council and stated his qualifications and experience in municipal affairs, having served as Mayor-Manager at Cross Plains, Texas, for five years, and subsequently as City Manager at Pampa, Texas. He also gave a summary of the various municipal improvements that had been made during his administration as City Manager at Pampa, Texas. Mayor.
