82 SPECIAL MEETING OF THE CITY COUNCIL: i Austin, Texas, May 04, 1933. The Council was called to order at 3:00 P. M. by the Mayor. The following members were present: Councilmen Alford, Gillis, Mayor Miller, and Councilman Wolf, 4; absent, Councilman Bartholomew, 1. The Mayor stated that the meeting was called for the purpose of giving some out-of-town applicants for the city managership an apportunity to present their credentiale and qualifications for the position. The applicants present were then heard as follows: Lee H. Powell, City Manager at Tyler, Texas, submitted his qualifications and experience in municipal affairs as City Manager at Tyler for the past eight years. M. C. Welborn, Resident Construction Engineer of the State Highway Department at Fort Worth, Texas, submitted his qualifications and experience in various branches of engineering, having formerly served as City Engineer of this City and at Paris, Texas, where he installed a water works and filtration plant, and of his services with the State Highway Department. Doak Rainey submitted, in connection with his application heretofore presented, an outline of a plan for the reorganization of the various branches of the city government. Councilmen Alford, The Mayor stated that the meeting was called for the purpose of hearing other app11cants for the city managership who desired to present their credentiale and qualifications for the position. The applicante present were then heard as follows: Olen R. Blackburn, City Engineer of Corpus Christi, Texas, stated his qualifications and experience in municipal affairs, having been employed for fourteen consecutive yeare in municipal work in various cities. S. H. Rothwell, Oity Mernger at Sweetwater, Texas, stated his qualifications and experience in municipal affairs, having served as City Manager at Lonrview, Texas, and at Sweetwater, Texas, and rave a summary of his achievements during that period. H. J. Graeser, City Manager at Marshall, Texas, stated his qualifications for the position and gave a review of the work he has accomplished in a reorganization and consolidation of various city departments for the sake of economy. C. N. Avery gave a summary of his business qualifications and achievements, as promoter of the Texas Carbon Industry, now the largest business of its kind in the world, and as organizer of the Texas Cuarries, Inc., and also his various experiences in state and municipal affairs. i
