a useful education to the children of our schools; and WHEREAS, the government of the City of Austin, whose people will profit perpetually by the great philanthropies of A. J. Zilker, desires to commemorate same and to do honor to him in a substantial and lasting manner; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: That the area of land, embraced in the Barton Springs property aforesaid and the gift of A. J. Zilker out of the Barton Survey and Hill League aforesaid, be and the same is hereby constituted and designated a public park, and that same shall be named and hereafter officially knowm as Zilker Park. The above resolution was adopted by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; naye, none. Councilman Bartholomew then moved that a bronse tablet be placed in Zilker Park and have engraven thereon appropriate words expressing the gratitude of the citizens of Austin to Colonel A. J. Zilker for his valuable gifte to this City, said tablet to be erected on a suitable stone base, if same is found to be nесеввату. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. There being no further business before the Council, Councilman Alford moved that the Council recess subject to call of the Mayor. M., with the following members present: Councilmen Alford, Gillis, Mayor Miller, and Councilman Wolf, 4; absent, Councilman Bartholomew, 1. Mayor Miller stated that the meeting was called primarily for the purpose of discussing the matter of public morals at the Barton Springs Bathing Resort, in response to a request from the Committee of the Central Council of Social Agencies of the City, and that the Council would hear from any of the delegation of citizens present who wished to be heard. Rabbi Samuel H. Baron, as spokesman for the Committee of the Central Council of Social Agencies present, stated that the Committee wished to withdraw its request for a police matron, or counsellor for young people, at Barton Springs and elsewhere in the City, submitted to the City Council at its last regular meeting, as it was not the purpose of said Committee to advocate any ultra reform movement, and asked that Barton Springs be placed under the supervision of the Recreation Department, and that the employment of a police matron for duties elsewhere in the City be left to the discretion of the Council 95 96 i and Police Department. Jas. A. Garrison, Superintendent of Recreation, speaking as a member of the Central Council of Social Agencies, also, recommended placing the life guards at Barton Springe in control of the conduct of bathers. Mrs. Q. M. Crockett, as a citizen, expressed a disapproval of the proposal to place a police woman at Barton Springe, stating that, in her judgment, there was no need for same. R. D. Thorp, Chief of Police, and Mrs. Carrie M. Kinney, Secretary of the Humane Society, stated to the Council and those present that the duties of police matron were being fulfilled largely by the Humane Society. Mrs. 8. H. Landrum, representing the Woman's Christian Temperance Union, spoke a few words of commendation for the efficient work that is being done by the Police Department. Following a discussion of the above matter, Councilman Gillis moved that the Acting Oity Manager be directed to have James A. Garrison, Superintendent of Recreation, take charge of the 211ker Park and Barton Springe Swimming Pool immediately and to extend his jurisdiction to cover the same. The motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilman Bartholomew absent, 1. Rabbi Samuel H. Baron, speaking for the Central Council of Social Agencies, urged the Council to restore, to the fullest efficiency, the Welfare Department, which had been eliminated by the former administration as a matter of economy, stressing the present and future needs for same. The Mayor stated that this matter was now under consideration by the Council. The Council then heard a committee of colored citizens, composed of Rev. A. Pyburn, W. H. Fuller, and Mrs. 0. H. Christian, on the matter of a site for the Negro Library, said Committee stating that they had been instructed at a mass meeting of the colored citizens to recommend to the Library Commission and the City Council the purchase of the two lots at the corner of Angelina and Cotton Streets adjacent to their Community Welfare Center as a site for said Library. After hearing the Committee, the Council postponed action on the matter until an inspection of the various sites offered could be made. Councilman Gillis then moved that the Council recess, subject to call of the Mayor. The motion was seconded by Councilman Alford and same prevailed by the following vote: Ayes, Councilmen Alford, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Counoilman Bartholomew absent, 1.
