139 Following a discussion of the foregoing matter, Councilman Bartholomew stated that he wished to go on record as being opposed to the foolish expenditure of Federal funds for the building of a city hall, a race track, or similar projects; but that he was in favor of borrowing a reasonable amount from the Government for the construction of sanitary sewers, water mains, and other projects where the greater part of the expenditure would be for labor. There being no further business before the Council, Councilman Alford moved to recess subject to call of the Mayor. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller and Councilman Wolf, 5; nays, none. The Council was called to order by the Mayor. Roll call showed the following members present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; absent, none. The Minutes of the last regular meeting were read and Councilman Gillis moved the adoption of same as read. The motion was seconded by Councilman Bartholomew and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. In Mesdames J. K. Donnan and R. C. Walker, representing the Children's Home, presented a request for an appropriation of $25.00 per month to supplement the appropriation of $50.00 per month which the Oity is now contributing to the maintenance of said Home. compliance with this request, a resolution appropriating the sum of $175.00 out of the General Fund, payable to the Childrens' Home, at the rate of $25.00 per month, was introduoed and laid over for one week before being finally adopted. A communication from A. F. Martin, tendering his resignation as a member of the Park Board, was read. The Council accepted the resignation with regret and gave a rising vote of thanks and appreciation to Mr. Martin for the valuable services which he has rendered the City in the past as a member of said Board. A letter from Dr. H. A. Scott, accepting his appointment as a member of the Board of Health and Sanitation, was read and filed. A letter from Rabbi Samuel H. Baron, urging that the City renew its efforts to secure a City-County Health Unit under State and Federal appropriations, was read; and in response to same, a meeting for this purpose was called with the County Commissioners, the Chamber of Commerce Health Committee, the City Board of Health & Sanitation, and the State Board 110 : of Health, for Monday, June 26th, at 3:30 P. M., at the County Court House. The Mayor laid before the Council the following ordinance: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED: "AN ORDINANCE CREATING AND ESTABLISHING FIRE ZONES IN THE CITY OF AUSTIN, AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, AND DEOLARING AN EMERGENCY", BY CHANGING ORIGINAL BLOCK 108 FROM FIRE ZONE NUMBER ONE TO FIRE ZONE NUMBER TWO. The above ordinance was read the first time and Councilman Alford moved a suspension of the rule and the placing of the ordinance on its second reading. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, 4; nays, none; Councilman Wolf present but not voting, 1. The ordinance was read the second time and Councilman Alford moved a further suspension of the rule and the placing of the ordinance on its third reading. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, 4; nays, none; Councilman Wolf present but not voting, 1. The ordinance was read the third time and Councilman Alford moved that same be finally passed. The motion was seconded by Councilman Gillie and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, 4; naye, none; Councilman Wolf present but not voting, 1. City Manager Morgan submitted a tabulation of bids which had been received for the remodelling of the Negro Library Building. i Counoilman Alford moved that the bid of A.A.Mundt, in the amount of $848.00, for brick veneer construction, be accepted as the lowest and best bid, and that the City Manager be instructed to enter into contract with said A. A. Mundt in accordance with said bid. The motion was seconded by Councilman Gillis and same prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. The Mayor laid before the Council the following resolution, which was introduced at the last regular meeting and laid over: WHEREAS, the proposal of Paul Williams and H. Dybwad to render ten band concerts this summer for the sum of $1100.00 has been accepted by the City Council and the City Manager has been instructed to enter into contract with the said Paul Williams and H. Dybwad accordingly; Now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sum of $1100.00 be and the same is hereby appropriated out of the unappropriated money in the General Fund and made payable to the said Paul Williams and H. Dybwad, at the rate of $110.00 per concert when such concert has been rendered; and BE IT FURTHER RESOLVED: THAT this resolution shall remain on file with the City Olerk for one week before being finally adopted. The above resolution was adopted by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. Messrs. George Tod, Roger Tyler, and R. B. Hopkins appeared before the Council to protest the renumbering of the houses on Parkway from 12th to Baylor Streets in the City's house- numbering revision program. The matter was referred to Councilman Gillis, Oity Manager Morgan, and C. G. Levander, Assistant City Engineer, for adjustment. A petition signed by the bonded electrical contractors of the City, commending the efficiency of the present employees of the Electrical Inspection Department of the City, was read and referred to the City Manager.
