250 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas. November 16, 1933. The Council was called to order by the Mayor. Roll call showed the following members present: Councilmen Alford, Gillie, Mayor Miller, 3; absent, Councilmen Bartholomew and Wolf, 2. The Minutes of the last regular meeting were read and Councilman Gillis moved the adoption of same as read. The motion was seconded by Councilman Alford and carried by the following vote: Ayes, Councilmen Alford, Gillis, Mayor Miller, 3; nays, none; Councilmen Bartholomew and Wolf absent, 2. Dr. H. Y. Benedict, President of the University of Texas, and Dr. C. F. Arrowood came before the Council, relative to repeal of the ordinance requiring thirty minute parking limit on the west side of Guadalupe Street opposite the University of Texas Campus. At the request of the University officials, the matter was deferred to a meeting with the Board of Regents of the University and the City Council for a discussion of the parking situation generally around the Jampus. Mayor Miller brought before the Council the matter of alleged distribution of certain obscene literature over the City, especially among 'the University students. The City Manager was instructed to have the Chief of Police make every effort to apprehend those guilty of this offense and to have the City Attorney prosecute same to the fullest extent. of the law. The Mayor laid before the Council the following resolution: WHEREAS, The Southwestern Bell Telephone Company has presented to the City Council tentative maps and plans showing the proposed construction of its pole lines in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Engineer; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the Southwestern Bell Telephone Company be and the same is hereby permitted to construct its pole lines in the following streets: (1) A telephone pole line in ANNIE STREET from Bouldin Avenue west one block, the centerline of which pole line shall be & feet south of and parallel to the north line of said Annie Street. THAT the work and construction of said pole lines, including the excavation of the streets and the restoration and maintenance of said streets after said pole linee have been constructed, shall be under the supervision and direction of the City Manager. The resolution was adopted by the following vote: Ayes, Councilmen Alford, Gillis, Mayor Miller, 3; nays, none; Councilmen Bartholomew and Wolf absent, 2. The Mayor laid before the Council the following ordinance: AN ORDINANCE VAGATING THE CERTAIN STREETS IN THE OITY OF AUSTIN WITHIN THE AREA DESORIBED, WITH CERTAIN EXCEPTIONS. The ordinance was read the first time and Councilman Alford moved that the rule be suspended and the ordinance placed on its second reading. The motion was seconded by Councilman Gillis and carried by the following vote: Ayes, Councilmen Alford, Gillis, and Mayor Miller, 3; nays, none; Councilmen Bartholomew and Wolf absent, 2. The ordinance was read the second time and Councilman Alford moved a further suspension of the rule and the placing of the ordinance on its third reading. The Mayor laid before the Council the following ordinance: AN ORDINANCE AMENDING AN ORDINANCE ENTITLED "AN ORDINANCE AMENDING AN ORDINANCE ENTITLED 'AN ORDINANCE CREATING THE OFFICE OF CITY GAS INSPECTOR AND DEFINING THE DUTIES OF SUCH OFFICE; OREATING A BOARD FOR THE EXAMINATION OF GAS-FITTERS; AND PROVIDING FOR THE EXAMINATION AND LICENSE OF GASFITTERS; PROVIDING FOR THE INSPECTION OF GAS AND GAS METERS; PRESCRIBING RULES AND REGULATIONS FOR THE QUALITY, PRESSURE AND MEASURE OF GAS SUPPLIED TO CONSUMERS, AND FOR THE ENFORCEMENT THEREOF; PROVIDING RULES AND REGULATIONS FOR THE INSTALLATION AND MAINTENANCE OF GAS PIPING AND FIXTURES; AND PROVIDING PENALTIES FOR THE VIOLATION OF THE ORDINANCE, IN THE CERTAIN PARTICULARS HEREINAFTER PROVIDED, IN THE CERTAIN PARTICULARS HEREINAFTER PROVIDED. The Mayor laid before the Council the following ordinance: AN ORDINANCE AMENDING PARAGRAPH (4) OF SECTION 2, OF THE ORDINANCE ENTITLED "AN ORDINANCE GRANTING TO THE INTERNATIONAL-GREAT NORTHERN RAILROAD COMPANY THE RIGHT TO CONSTRUCT, MAINTAIN AND OPERATE A RAILROAD INDUSTRY SPUR TRACK ON WEST THIRD STREET CROSS- ING ITS INTERSECTION WITH COLORADO STREET TO A POINT IN THE PROPERTY LINE OF SAID RAILROAD COMPANY, IN THE CITY OF AUSTIN, TRAVIS COUNTY, TEXAS, SUBJECT TO CERTAIN TERMS AND CONDITIONS". The Ordinance was read the first time and Councilman Alford moved that the rule be suspended and the ordinance placed on its second reading. The Mayor laid before the Council the following resolution: 252 WHEREAS, The City of Austin proposes the following work relief project, for which application has been made to the Texas Rehabilitation and Relief Commission for the cost of labor on same, to-wit: Abattoir Driveways; and WHEREAS, It is estimated that the following materials will be necessary to be used in the prosecution of said project, to-wit: 200 cubio yards road gravel; and WHEREAS, It is estimated that the following tools, equipment and transportation facilities will be necessary in the prosecution of said project, to-wit: fifteen picks, fifteen shovels, and two trucks; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE OITY OF AUSTIN: THAT in consideration of the Texas Rehabilitation and Relief Commission, through its Travis County Board of Welfare and Employment, furnishing the funds sufficient to pay the cost of labor, including truck drivers, employed on said project, the City of Austin w111 supply, free of cost to the Travis County Board of Welfare and Employment: (1) All the materials necessary for the successful completion of said project; (2) The use, free of cost to said County Board of Welfare and Employment, all the tools, equipment and transportation facilities that may be necessary for the successful completion of the project; and (3) Whatever technical supervisory personnel is necessary to the successful completion of the project, and hereby designates such personnel as follows: J. E. Motheral, City Engineer; and BE IT FURTHER RESOLVED: THAT there is hereby appropriated, out of the General Fund of the City of Austin, the sum of $200.00 for the purpose of paying for said materials, tools, equipment, transportation facilities and supervision. The resolution was adopted by the following vote: Ayes, Councilmen Alford, Gillis, and Mayor Miller, 3; nays, none; Councilmen Bartholomew and Wolf absent, 2. The Mayor laid before the Council the following resolution: WHEREAS, The City of Austin proposes the following work relief project, for which application has been made to the Texas Rehabilitation and Relief Commission for the cost of labor on same, to-wit: Shoal Creek Development; and WHEREAS, It is estimated that the following materials will be necessary to be used in the prosecution of said project, to-wit: 250 sacks of cement; and WHEREAS, It is estimated that the following tools, equipment and transportation facilities will be necessary in the prosecution of said project, to-wit: Two hundred picks, two hundred shovels, twenty mattocks, twenty hoes, twenty rakes, ten axes, six stone hammers, three soythes, six filee, six hand sickles, twenty-four wheel barrows, two hand saws, one sand soreen, and three trucks; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT IN CONSIDERATION OF THE Texas Rehabilitation and Relief Commission, through its Travis County Board of Welfare and Employment, furnishing the funde sufficient to pay the cost of labor, including truck drivers, employed on said project, the City of Austin will supply, free of cost to the Travis County Board of Welfare and Employment: (1) All the materials necessary for the successful completion of said project; (2) The use, free of cost to said County Board of Welfare and Employment, all the tools, equipment and transportation facilities that may be necessary for the successful completion of the project; and 253 (3) Whatever technical supervisory personnel is necessary to the successful completion of the project, and hereby designates such personnel as follows: J. The Mayor laid before the Council the following resolution: WHEREAS, The City of Austin proposes the following work relief project, for which application has been made to the Texas Rehabilitation and Relief Commission for the cost of labor on same, to-wit, Waller Oreek Development; and WHEREAS, It is estimated that the following materials will be necessary to be used in the prosecution of said project, to-wit: 400 cubic yards sand; 2000 sacks cement; and WHEREAS, It is estimated that the following tools, equipment and transportation facilities will be necessary in the prosecution of said project, to-wit: one hundred picks, one hundred shovels, twenty mattocks, twenty hoes, ten rakes, two axes, four stone hammers, two files, six wheel barrows, five hand saws, and five trucks; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT in consideration of the Texas Rehabilitation and Relief Commission, through its Travis County Board of Welfare and Employment, furnishing the funds sufficient to pay the cost of labor, including truck drivers, employed on said project, the City of Austin will supply, free of cost to the Travis County Board of Welfare and Employment: (1) All the materials necessary for the successful completion of said project; (2) The use, free of cost to said County Board of Welfare and Employment, all the tools, equipment and transportation facilities that may be necessary for the successful completion of the project; and (3) Whatever technical supervisory personnel is necessary to the successful completion of the project, and hereby designates such personnel as follows: J. Timm on the progress being made by the committee appointed to investigate the rates charged for gas in this City was read; and in accordance with the request of said committee, the City Attorney was instructed to have the Texas Public Service Company furnish the City with an inventory of its properties to date, as required under the terms of the franchise granted to said Company. Mr. A. H. Osburn submitted a request for improvements at the Enfield Park in the way of concrete curbing, etc. The matter was referred to the City Manager to have the improvements made if funds are available for the work.
