  • Supporting Depression-Era Relief Efforts:

313 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the southwestern Bell Telephone Company be, and the same is hereby, permitted to construct its pole lines in the following streets: (1) A telephone pole anchor in WINDSOR ROAD, which anchor shall be on the south side of said Windsor Road and approximately 100 feet west of the west line of Jarratt Avenue. (2) A telephone pole line in SAN MARCOS STREET from East 2nd Street to East 3rd Street, the centerline of which pole line shall be 8 feet west of and parallel to the east line of said San Marcos Street. (3) A telephone pole line in ATTOYAG STREET from East 3rd Street to East 4th Street, the centerline of which pole line shall be 9 feet east of and parallel to the west line of said Attoyac Street. (4) A telephone pole line in WILLOW STREET from Waller Street to Navasota Street, the centerline of which pole line shall be 9 feet south of and parallel to the north line of said Willow Street. THAT the work and construction of said pole lines, including the excavation of the streets and the restoration and maintenance of said streets after said pole 1ines have been constructed, shall be under the supervision and direction of the City Manager. The resolution was adopted by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 5; nays, none. There being no further business, Councilman Wolf moved that the Council recess subject to call of the Mayor. The Minutes of the last regular meeting were read and upon motion of Councilman Gillis were adopted, as read, by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilman Alford absent, 1. A petition signed by residents on Rio Grande Street, asking for relief from the annoying and dangerous condition of the tracks and trolley wires of the Austin Street Railway Company on said street, was read. Councilman Gillis moved that the City Manager be instructed to take the matter up with Mr. J. F. Springfield, President of the Austin Street Railway Company, and find out what he proposes to do to remedy the situation. The motion was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilman Alford absent, 1. Mr. M. 8. Huls, representing the Travis County NRA Relief Administration, submitted a request for financial assistance in the matter of rental on premises belonging to the H. L. and C. J. Marks Estates, located at Fourth and San Jacinto Streets, which said 314 organisation is now using as a wood yard and warehouse for canning supplies. Councilman Wolf introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sum of $102.00 be and the same is hereby appropriated out of the General Fund, not otherwise appropriated, for the purpose of paying the H. L. and C. J. Marks Estates for use of the property located at Fourth and San Jacinto Streets, now being occupied by the Travis County NRA Relief Administration as a wood yard and warehouse for canning supplies; said amount to be paid in monthly installments of $34.00 each, covering the months of January, February, and March, 1934. The resolution was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilmen Alford absent, 1. Meesra. Jack Dempsey and J. T. Ward, representing the Labor Organization, submitted a request that the City contribute funds to cover the additional expense incurred by their association in granting the use of the Labor Temple to the. OWA Organization. Mr. M.8.Huls, representing the Travis County Relief Administration, indorsed the request, pointing out the benefits which the City of Austin has received from the Federal Relief work carried on at this location. In this connection, Mayor Miller read the following telegram from United States Senator, Tom Connally: "Washington, DO Jan 18 1934 Guiton Morgan City Manager Austin Tex TELEGRAM RECEIVED STOP HAVE BEEN WORKING ON AND URGING CONTINUANCE OF CIVIL WORKS RELIEF STOP GLAD TO ADVISE THAT SUFFICIENT FUNDS ARE AVAILABLE TO CONTINUE WORK TO FEBRUARY FIFTEEN AND THAT PRESIDENT IS MAKING REQUEST FOR ADDITIONAL FUNDS SUFFICIENT TO CARRY ON WORK UNTIL MIDDLE OF APRIL OR MAY FIRST STOP AM DELIGHTED TO HAVE BEEN OF SERVICE TOM CONALLY Councilman Wolf then introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: 10 THAT the sum of $75.00 be and the same is hereby appropriated out of the General Fund, not otherwise appropriated, and made payable to the Austin Labor Temple Association, for the purpose of reimbursing said Association for additional expense incurred in the use of the Labor Temple, corner of Tenth and Brazos Streets, by the OWA Organization in carrying on its relief work; said amount to be paid in three equal monthly installments of $25.00, covering the months of January, February, and March, 1934, with the stipulation that additional appropriation may be made at the expiration of that period if deemed advisable by the City Council. The resolution was adopted by the following vote: Ayes, Councilmen Gillis, Mayor Miller, and Councilman Wolf, 3; nays, Councilman Bartholomew; absent, Councilman Alford. The petition submitted by resident qualified voters of certain territory in the Pecan Springs School District, asking for inclusion in the city limits for school purposes only, came up for discussion. Councilman Gillis moved that action on the matter be deferred until next fall, at such time as would enable the property in question to be rendered for taxation by the City for the year 1935 should favorable action be taken on the matter. The motion was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilman Alford absent, 1. 315 The Mayor introduced the following resolution: WHEREAS, Texas Public Service Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Texas Public Service Company be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in DEPEW AVENUE, south 305 feet from the City Limit line, the centerline of which gas main shall be 15 fest west of and parallel to the east line of Depew Avenue. Said gas main described above shall have a cover of not less than 2t fest. The Texas Public Service Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may be required at special points. When the Texas Public Service Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the City Engineering Department not less than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. AND THAT whenever pavement is out in the vicinity of a fire plug, water must be - used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said company by the City of Austin. The resolution was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; naye, none; Councilman Alford absent, 1. The Mayor introduced the following resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: , THAT the City Council of the City of Austin hereby approves 2610 Speedway as a location for the installation of a tank and pump for the handling of gasoline for private use only and hereby authorizes B. M. Button to install and operate such equipment at this location, such equipment to be located at least ten feet from any property line and outside of all buildings and provided that B. M. Button shall not use such pump for the sale of gasoline or the servicing of any cars other than the Button Ice Cream Company's cars. The installation and operation of such equipment shall be in accordance with all City ordinanoes and also in accordance with the attached recommendations, and a permit for the same shall be secured from the City Building Inspector as provided by ordinance and the Building Inspector is hereby authorized to issue an occupancy permit for the operation of this equipment after full compliance with all the provisions of this resolution, and said permission shall be held to be granted and accepted subject to all necessary, reasonable and proper, present and future regulations and ordinances of the City of Austin, Texas, in the enforcement of proper police, traffic and fire regulations; and the right of revocation is retained if, after hearing, it is found by the City Council that B. M. Button 316 has failed and refused and will continue to fail and refuse to perform any such conditions regulations and ordinances. The above resolution was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilman Alford absent, 1. A letter from J. M. Ramsey and family, expressing their appreciation to the City Council for the naming of "Ramsey Park" in honor of their father, F. T. Ramsey, was read; and the City Clerk was instructed to acknowledge receipt of same. Councilman Wolf introduced the following resolution: WHEREAS, On January 30, 1934, a ball will be given in 5000 cities and towns of the United States in honor of the fifty-second birthday of President Roosevelt; the proceeds from which will be used to establish an endowment fund for the hospital at Warm Springs, Georgia; where crippled children suffering from the effects of infantile paralysis and meningitis may receive treatment; and WHEREAS, One-half of the proceeds of the ball to be held in Austin will be given to our local institutions caring for the needy orphans of this City and surrounding territory; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the above cause and the manner of distribution of the proceeds from the same are hereby heartily indorsed and the citizens of Austin are hereby earnestly requested to give their unqualified support in making the event a great succesв. In the matter of the protest of Taylor Sanders against the excessive valuation placed on the property owned by him, known as the West 60 feet of Lote 1 and 2, Peterson Subdivision of Division "D", Plat 47, for the year 1933, the City Manager submitted a report from the Board of Equalization recommending, after a reinspection of the property in question, that no reduction be made in the valuation of $4355 placed upon the same. Councilman Gillis moved that the recommendation of the Board of Equalisation be approved and that no reduction be allowed. The motion was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Couno11man Alford absent, 1. Councilman Gillis moved that the City Manager be instructed to make a survey of South Congress Avenue to determine the proper location for additional street lights there and the probable cost of same and report back to the Council. The motion was adopted by the following vote: Ayes, Councilmen Bartholomew, Gillis, Mayor Miller, and Councilman Wolf, 4; nays, none; Councilman Alford absent, 1.
