Roll call showed the following The meeting was called to order, with Mayor Miller presiding. members present: Councilmen Alford, Bartholomew, G111is, Mayor Miller, and Councilman Wolf; absent, NONE. The following "Notice of Special Meeting" was ordered spread on the Minutes: "NOTION OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a special meeting of the City Council of the City of Austin will be held on the 2nd day of September, 1939, at the City Hall, in Austin, at 10 o'clock A. The Mayor laid before the Council the following ordinancet AN ORDINANCE AUTHORIZING THE ISSUANCE OF CITY OF AUSTIN, TEXAS, ELECTRIC LIGHT AND POWER SYSTEM REVENUE NOTES, SERIES 1939, $400,000.00, BEARING INTEREST AT THE RATE OF 1-1/2% PER ANNUM PAYABLE SEMI-ANNUALLY, TO SECURE FUNDS FOR THE FURPOSE OF THE IMPROVEMENT, ENLARGEMENT, BETTERMENT, EXTENSION AND REPAIR OF THE LIGHT AND POWER WORKS AND SYSTEM, OR ANY PART OF SAME, OWNED BY THE CITY OF AUSTIN; PRESCRIBING THE FORM OF NOTE; FLEDGING THE REVENUES OF THE MATER AND ELECTRIC LIGHT AND POWER SYSTEMS TO THE PAYMENT OF PRINCIPAL AND INTEREST OF THE NOTES AFTER PROVIDING FOR THE EXPENSE OF OPERATING SAID SYSTEMS, AND AFTER MEETING THE REQUIREMENTS OF OUTSTANDING ELECTRIC LIGHT AND SEVER SYSTEM REVENUE BONDS, DATED JULY 1, 1934; PROVIDING THAT SAID NOTES SHALL BE JUNIOR AND SUBORDINATE TO SAID OUTSTANDING REVENUE BONDS; MAKING OERTAIN COVENANTS OF THE CITY IN REFERINCE TO THE NOTES AND THE SPECIAL FUND FROM WHICH SAID PRINCIPAL AND INTEREST ARE TO BE PAID; AND PROVIDING THAT THE HOLDER OR HOLDERS OF SAID NOTES SHALL NEVER HAVE THE RIGHT TO DEMAND PAYMENT OF SAID OBLIGATIONS OUT OF FUNDS RAISED OR TO BE RAISED BY TAXATION. The ordinance was read the second time and Councilman Gillis moved that the rule be further suspended and the ordinance passed to its third reading. The ordinance was read the third time and Councilman Gillis moved that same be finally passed. The Mayor announced that the ordinance had been finally passed. Mayor Miller moved that the Oity Manager be authorised to employ Kreisle & Brooks as architects for the new fire station at the corner of East Second and Chicon Streets, and to proceed with the drawing of plans and specifications for same. The motion prevailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; naye, none. Lee, newly-installed Postmaster of the City of Austin, was introduced to the meeting and made a brief speech, in which he pledged the whole-hearted cooperation of his Department for the growth and betterment of the City. The following reports of the Board of Adjustment wore received: "Austin, Texas September 6, 1939. The Honorable Mayor and City Council Austin, Texas Gentlemen: The following is a copy of a resolution which was passed by the Board of Adjustment at a meeting held on September 5, 1939: RASOLUTΙΩΝ. WHEREAS, the City Council of the City of Austin, pursuant to the terms of Section 30 of the Zoning Ordinance of the City of Austin, has referred to the Zoning Board of Adjustment for its consideration a petition of Fred Fields requesting a change in the Use designation of the following described property: Lot 5, Block 18, Grandview Heights, located on the south side of East Tenth Street between Lincoln and Mill Streets from "3" Residence District to "O" Commercial District; and WHEREAS, the Zoning Maps of the City of Austin show this property to be located in a "B" Residence District and First Height and Area District and that opposite thereto on the north side of East 10th Street there is an "A" Residence District, and further shows that there is now a "0" Commercial District at the intersection of East 11th Street and Chicon Street and on East Seventh Street from Chicon Street to Northwestern Avenue; and WHEREAS, an examination of the neighborhood discloses the fact that the surrounding neighborhood
