SPECIAL MEETING OF THE CITY COUNCIL: Austin, Toxas, December 20, 1939. The City Council convened in special session, at the regular meeting place in the Council Chamber of the Municipal Building, at 7:30 P. M., December 20, 1939, with Mayor Tom Millor presiding. Roll call showed the following members present: Councilman Simon Gillis, Mayor Tom Miller, and Councilman Oswald G. Wolf; absent, Councilmen Alford and Bartholomow. The Mayor stated that the meeting was called for the purpose of hearing the appeals of taxpayors from the action of the Board of Equalisation for the year 1939. The following appeals were then heard and considered: Mrs. Jesse J. Smith appeared and protested the land valuation on Lots 1 and 2, Block 4, Outlot 68, Division "D", said property fronting West 28th Street west of Guadalupe Street, on the ground that same was assessed at a much higher rate than like property on the opposito side of the street. The matter vas referred to the City Manager and the Board of Equalization for a reinspection of the property. Mr. Geo. C. Shelley, Attorney for Mr. Alfred C. Carr, Jr., owner of the property at the southeast corner of Sixth Street and Congresa Avenue, being all of Lot 6 and a part of Lot 5, Block 56, Original City, appeared and stated that he had prepared a plea for his client but had found, in the meantimo, that the taxes on said property had been paid. Mr. C. C. Johnson, local Manager of the National Biscuit Company, appeared and protested the valuation placed on their inventory, on the ground that same was based on the sale price and, therefore, was unfair. It was the sense of the meeting that $100 valuation for money in the bank should be deducted from the assessment, and that the Board of Equalization be instructed to mako another inspection of the inventory. The written protest of Walgreen Drug Company against the valustion placed on its merchandise, equipment, and fixtures was considered, and it was the sense of the meeting that no reduction be allowed. Messrs. J. L. Gannaway and Green appeared and protested the land valuations on Lots 1 and 2, respectively, of Outlot 3, Division "Z", Taylor and Smith Subdivision, on the ground that same were greatly in excess of the sale price. It was the sense of the meeting that no reductions be allowed. Mr. S. B. Spier appeared and protested the valuation on his property at 14512 Avenue B, on the ground that same was not equalized with surrounding property. The matter was referred to Councilmen Gillis and Wolf to make an inspection of the premises in company with the Board of Equalization. Dr. M. C. Andrews appeared and protested the valuation on his property at 4516 Avenue B, on the ground that samo was not equalized with surrounding property. The matter was referred also to Councilmen Gillis and Wolf to make an inspection of the premices in company with the Board of Equalization. The written protest of J. Bon Robertson, et al., on thoir assessments in general was received. It was the sense of the meeting that no reduction be allowed. The City Manager was instructed to have the Street Department make an estimate of the cost of topping two blocks on Avenue B contiguous to the property of Mr. S. B. Spier and Dr. M. C. Andrews.
