Electric light rates for the initial step of services were reduced from 5.5 to 5 cents per kilowatt-hour, effective February 1, 1941, promising lower bills for residents.Major Highway Project:

598 SPECIAL MINTING OF THE CITY COUNCIL: Austin, Texas, November 15, 1940. The City Council convoned in special session at the Municipal Building on Friday, November 15, 1940, at 3:30 P. M., with Mayor Tom Miller presiding. Roll call showed the following mombers present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller; absent, Councilman Wolf. Following a discussion of the matter, Councilman Alford moved that Electric Light Rates "A" and "3" be reduced from 5h4 net per KWH to 54 net per KWH in first step in each rate, effectivo February 1, 1941. The motion prevailed by the following vote! Ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller; nays, none; Councilman Wolf absent. Councilman Alford moved that the application of John Ash, 1503 South First Street, for a taxicab license, be granted, in accordance with the recommendation of the Acting City Manager. The motion prevailed by the following votet Ayes, Councilmen Alford, Bartholomew, 011118, Mayor Miller; naye, none; Councilman Wolf absent, The following resolution was introduced by Councilman Gi11188 RESOLUTION TO GOVERN TRAFFIC THROUGH INCOR PORATED CITIES OR TOMIS - STATE PROJECTS WHEREAS, the State Highway Department of the State of Texas is desirous of constructing State Highway No. 20 through the City of Austin over Lamar Boulevard, Fifth Street to Barton Springs Road, over proposed Colorado River Bridgo; and WHEREAS, the participation of the State Highway Department of Texas in the improvement of said highway is contingent upon the City of Austin's agreeing to refrain from permitting encroachmonts upon the right-of-way of said above mentioned streets, and until and unless the City of Austin agree to refrain from passing ordinances or laws fixing a spood limit of less than twenty miles per hour on said above montioned streets, and until and unless the City of Austin agrees to refrain from orecting signs, semaphores, and signals that will give preference to local routes or that will hinder or delay traffic on said above mentioned streets, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT, for and in consideration of the State Highway Department of the State of Texas constructing Baid Highway No. 20 through the City of Austin over Lamar Boulevard, Fifth Street to Barton Springs Road, it hereby agrees with the State Highway Department of the State of Texas that it will not, in the future, permit encroachment on the right-of-way of said above mentioned streets; nor will it pass an ordinance or laws fixing a speed limit on the above mentioned streets of under twenty milos per hour; nor will it allow the eraction of signs, semaphores, and alinals that will give preference to local routes which intersect with said above mentioned streets nor that will slow up, hinder, or delay traffic on said above montioned stroots. The following resolution was introduced by Councilman Gil118: RESOLUTION OF MЛПСІPALITY REGARDING TRAFFIC REGULATION ON FEDERAL, HIGITWAY. WHEREAS, the State Highway Department of the State of Texas is desirous of constracting Stato Highway No. 20 through the City of Austin over Lamar Boulevard, Fifth Street to Barton Springs Road, and a proposed bridge over Colorado River; and WHEREAS, the State Highway Department is desirous of receiving Federal Aid for the improvement of said highway; and WHEREAS, the Bureau of Public Ronds of the Department of Agriculture of the United States of America will not participate in the construction of said highway until and unless the City of Austin will agree to refrain from permitting oncroachments upon the right-of-way of add above mentioned Btroots, and until and unless the City of Austin will agree to refrain from passing ordinancon or lawe fixing a speed limit of under twonty milon per hour on said above montioned streets, and until and unless the City of Austin will agree to refrain from orecting signs, somaphores, and signals that will give preference to local routes or that will hinder or dolay traffic on maid above mentioned streets, thorefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT, for and in consideration of the State Highway Department of the Stato of Toxan and the Bureau of Public Roads of the Department of Agriculture of the United Staten of Amorica constructing Baid Highway No. 20 through the City of Austin over Lamar Boulovard, Fifth Stroct to Barton Springe Road, it heroby agrees with the State Highway Department of the State of Texas and the Bureau of Public Roads of the Department of Agriculture of the United States of Amerion that it will not, in the future, permit encroachment on the right-of-way of naid above mentioned streote; nor will it pass an ordinance or laws fixing a speed limit on the above montioned streets of under twenty mil.cs por hour, nor will it allow the crection of signs, somaphoren, and signals that will give preforence to local routes which intersect with said above mentioned streets nor that will slow up, hinder, or delay traffic on said above mentioned streets; nor will it repeal or amend any of the provisions of this resolution without the consent of the State Highway Commission. Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; naye, none; Councilman Wolf absent. The following resolution was introduced by Councilman Alford: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sun of $262.50 be, and the same is hereby, appropriated out of the Gonerel Fund, not otherwise appropriated for the purpose of paying the salary of the Pension Personnel Director for the remainder of the year. Upon motion of Councilman Alford, the foregoing resolution was adopted by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; naye, none; Councilman Wolf absent. It was the sense of the meeting that Thanksgiving Day this yoar be observed by the City of Austin with a half-holiday on Thursday, November 21, and with an all-day holiday on Thursday, November 28.
