SPECIAL MEETING OF THE CITY COUNCIL: Austin, Toxus, December 01, 1941. А вресіаl meeting was called by the Mayor for the purpose of discussing with representatives of the War Department matters pertaining to the location of certain units of the United States Army Air Corpe at Austin. The meeting was called, also, for the City Council to consider certain commitments necessary on the part of the Council in connection with the plans of the War Department. All members of the City Council were presont, and, after going into the matter thoroughly with the United States Army officials representing the Air Corps, the War Department in Washington, the United States Engineering Corps, and the Medical Corps, the following resolution was discussed: WHEREAS, the United States of America, hereinafter called the Government, is considering the acquisition by lease from the City of Austin of certain lands situated in Travis County, State of Texas, for National Defense purposes, said land being generally described as followst A tract of suitable size and location within ap proximately ten (10) miles of the City of Austin so situated as to permit adequate highway and rail facilities and to meet, in addition, topographic and all other requirements of the Government for the particular National Defense purpose for which use of land is contemplated, with adequate and necessary right-of-way to provide for all required utilities, including railway, gan, telephone, telegraph, and two-lane highway; and that said land is to be free of all mineral, grazing, timber, and other rights during the term of the lease; : and WHEREAS, the leasing of caid land to the Government for said purposes by the City of Austin, State of Texas, would materially aid the general welfare of the City of Austin; and WHEREAS, said City of Austin does not now own fee simple title to this land or leasable control of same; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager be, and he is hereby, authorized and directed to acquire and lease to the Government for National Defense purposes, at a rental price of One Dollar ($1.00) per annum within a reasonable time (estimated at not more than thirty-30 - days) after receipt of written notice from the War Department of the Government that said land is acceptable and will bo occupied and used for said purposоs; said lease to be for the term onding June 30, 1942, renewable yearly at the option of the Government for a period of twenty-five (25) years; said leace to be in substantially the following forma (Lease No 2. U. S. Standard Form Exhibit F ) It was moved by Councilman Gillis, seconded by Councilman Bartholomew, that the foregoing resolution be adopted, subject to such legal and financial restrictions as may be binding on the City of Austin by the City Charter or State statute. Whereupon a vote was had, with the following result: 433 434 Ayes: Councilmen Alford, Councilman Bartholomow, Councilman Gi1.1.18, Mayor Miller, and Councilman Wolf. Naye : None. Whereupon, the Mayor, Tom Miller, declared the resolution duly passed and adopted. Upon motion, seconded and carried, the meeting was rocossed, subject to call of the Mayor.
