Upon motion, seconded and carried, the meeting was recessed at 11:00 A. M., subject to call by the Mayor. Attests City Clerk REGULAR MEETING OF THE CITY COUNCIL: Approvedt Mayor Pro Tem. Austin, Texas, February 5, 1942. The City Council, convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, February 5, 1942, at 11:00 A. M., with the following members prosent: Councilman Gillis and Mayor Miller; absent, Councilmen Alford, Bartholomew, and Wolf. A quorum not being present, the Mayor stated that the Council would proceed with the business before it, subject to the approval of the minutes at the next regular meeting. The Minutes of the regular meeting of January 29, 1942, were read, and upon motion, were adopted. Representatives of the Harley Sadler Shows and the American Legion Drum Corps came before the Council and asked that said Shows be given a permit to play here for thirty days under the auspices of said American Legion Drum Corps. It was the sense of the meeting that the permit be granted for a thirty-day period, on the same basis as the permit granted said Shows in 1935. Malvin Pannell appealed to the Council for a reconsideration of his application for renewal of his taxicab driver's permit. The Council declined to reconsider the matter. M. H. Crockett came before the Council and asked for the passago of legislation formally dedicating as a street, the north 14 feet of Lot 4, Block 6, Seiders Addition, the same now being a part of 40th Street where it intersects Lamar Boulevard. The matter was referred to the City Enginoor and the City Attorney for preparation of the proper paрегв. J. F. Springfield, President and General Manager of the Austin Transit Company, presented a roquest in writing, rolative to the operation by his Company of buses to the now magnosium plant located outside the city limits. He was informed that the City has no jurisdiction in the matter beyond the city limits, but was advised to confer with the City Manager, the City Engineer, and the City Attorney regarding certain details incident to the transfer point at the city limits. Representatives of the Tears, King, and Fuller Undertakers came before the Council on the matter of submitting bids for the hauling of colored charity patients to Brackenridge Hospital, and were informed that it was not the policy of the City to furnish ambulance service to charity patients. The written request of Jas. P. Nash, et al., asking for the widening of West Seventh Street from Colorado to Lavaca Streets, was received; and the matter was referred to the City Manager and the 529 530 Oity Engineer for consideration. The written request of Major Wm. J. Lawson, Commander 5th Battalion of Texas Defense Quard, for an appropriation of $600 for the first quarter of the year 1942, was received. It was the sense of the meeting that the request be granted. The following resolution was offered by Mayor Miller, read, and adopted: BE IT RESOLVED BY THE CITY COUNCIL OF THE OITY OF AUSTIN: : THAT the sum of $1500.00 be, and the same is hereby, appropriated out of the General Fund, not otherwise appropriated, for the purpose of construction work in connection with the Administration Building at the Municipal Airport. -- The following resolution was offered by Councilman G1111s, road, and adopted: WHEREAS, Texas Public Service Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the Oity Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Texas Public Service Company be, and the same is hereby, pormitted to lay and construct its gas mains in and upon the following streetes (1) A gas main in CLEARVIEW DRIVE from Robin Hood Trail westerly 287 feet, the centerline of which gas main shall be 7 feet south of, and parallel to, the north proper- ty line of said Clearview Drive. Said gas main described above shall have a covering of not less than 20 feet. (2) A gas main in AZTHO DRIVE from a point 37 feet north of Bowman Avenue northerly 63 feet, the centerline of which gas main shall be 7 feet west of and parallel to the east property line of said Aztec Drive. Said gas main described above shall have a covering of not less than 2) fest. (3) A gas main in MISSION RIDGE from Chelsia Lane westerly 205 feet, the centerline of which gas main shall be 7 feet south of, and parallel to, the north property 1ine of said Mission Ridge. Said gas main described above shall have a covering of not less than 21 feet. The Texas Public Service Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Texas Public Service Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the City Engineering Department notless than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. AND THAT whenever pavement is out in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the strecte and the restoration and maintenance of said streets after said mains have been laid shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. ------0The City Manager was authorized and directed to accept a deed from Walling, Bradfield and Brush to a strip of land 50 feet wide and 800 feet long abutting East Avenue, for the purpose of widening East Avenue, for which the City will agree to bring its boulevard connection from a point near the west side of the airport to connect with Wilshire Boulevard in the new residential property laid out by Walling, Bradfield and Brush, in accordance with more detailed plans furnished by the City Engineer. 531 The matter of shifting the proposed route of Lamar Boulevard at its intersection with Shoal Creek Boulevard so that samo will run north on San Gabriel Street to 30th Street was discussed; and action on the matter was deferred, pending a survey of the new route by the City Council, the City Manager, and the City Engineer. The City Manager was instructed to have a street light installed at the Negro Catholic Hospital. The City Engineer was instructed to roquest the State Highway Dopartment, in connection with the construction of Lamar Boulevard and the bridge over the Colorado River, to provide turnouts, at lenst for the traffic moving north to the Disch Baseball Field. The City Council convened in regular session, at the rogular mooting place in the Council Chamber at the Municipal Building, on Thursday, February 12, 1942, at 11:00 A. M., with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Alford, Bartholomew, G11118, Mayor Miller, and Councilman Wolf; absent, none, The Minutes of February 5, 1942, regular meeting were read, and upon motion of Councilman Wolf, were adopted as read, by the following vote: ayes, Councilmen Alford, Bartholomew, G111is, Mayor Miller, and Councilman Wolf; naye, nono. The following resolution was introduced by Councilman Wolfs WHERMAS, in Plat Book 4, pages 88 and 89, of the Plat Records of Travis County, Texas, there appears a map or plat of a subdivision of land known as Tarry Town No. 6; and WHEREAS, in Plat Book 4, pages 146 and 147, of the Plat Records of Travis County, Texas, there appears a map or plat of a subdivision of land known as Tarry Town Oaks; and WHEREAS, upon each of said maps or plats of Tarry Town No. 6 and Tarry Town Oaks there appears a street, or road, known as Copo Avenue; and WHEREAS, Mr. and Mrs. Homer F. Sanderford, et al., have petitioned the City Council of the City of Austin to change the name of the aforesaid Copo Avenue to that of Tower Drive; and WHEREAS, said petition has been reviewed and considered by the City Council of the City of Austin; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the name of COPO AVENUE, as appears on the map or plat of Tarry Town No. 6, which map or
