SPECIAL MHETING OF THE CITY COUNCIL: Austin, Texas, April 14, 1942. Pursuant to call by the Mayor, the City Council convened in special sossion, at the regular meeting place in the Council Chamber at the Municipal Building, on Tuesday, Apr11 14, 1942, at eleven o'clock A. M., with Mayor Tom Miller presiding. Roll call showed the following members presents Councilmen Alford, Bartholomew, 011118, Mayor Miller, and Councilman Wolf; absent, none. : The following "Notice.of Special Mosting," and "Consent to Meeting," were ordered spread on the minutes: "NOTION OF SPECIAL MEETING TO THE MEMBERS OF THE CITY COUNCIL OF THE CITY OF AUSTIN: Notice is hereby given that a special meeting of the City Council of the City of Austin will be held on the 14th day of April, 1942, at the Municipal Building, Eighth and Colorado Streets, in Austin, Texas, at eleven o'clock Л. М., for the purpose of naming an Acting City Manager in the place of City Manager Gutton Morgan, who has been called to active duty in the United States Army, and for the purpose of making other necessary adjustment in the part-time and temporary absence of City Manager Guiton Morgan, Dated this 13th day of April, 1942. : (Signed) TOM MILLER Mayor, 01ty of Austin, Texaв H HALLIE MCKELLAR City Clerk, City of Austin, Texas. II CONSENT TO MEETING We, the undersigned members of the City Council, hereby accept service of the foregoing notice, waiving any and all irregularities in such service and such notice, and consent and agree that said City Council shall meet at the time and place therein named, and for the purposes therein stated. WOLF H It was moved by Councilman Wolf that it is the sense of the Council that for the time being City Manager Guiton Morgan will be able to put in part of his time in the performance of the City's business, and that his salary shall be one-half of the budgeted amount, or $333.33 per month; that Walter Seaholm be named Acting City Manager, and, in viow of the fact that the said Walter Seaholm will have additional duties, as, also, will J. E. Motheral, City Engineer, the salaries of each be increased $125.00 per month. This holds so long as under this arrangement, but if, for some reason, it is found that City Manager Guiton Morgan cannot hold a part-time job, then other arrangements will be made at that time. The motion was seconded by Councilman Bartholomew, and the same prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. 583 584 Upon motion, seconded and carried, the meeting was then recenned, subject to call of the Mayor. The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, April 16, 1942, at 10:30 A. M., with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Alford, 01111s, Mayor Miller, and Councilman Wolf; absent, Councilman Bartholomew. The Minutes of the regular meeting of April 9, and the special meetings of April 10 and April 14, 1942, were read, and upon motion of Councilman Alford, were adopted as read by the following votes ayes, Councilmen Alford, G11118, Mayor Miller, and Councilman Wolf; nays, none; Councilman Bartholomew absent. Acting City Manager Seaholm submitted a report from the Recreation Department on the matter of a full-time recreation director for the community center on Comal Street, referred to them at the last regular meeting, to the effect that the expense of same could not be taken care of out of this year's budget, but would require an additional appropriation of $850. The matter was taken under further advisement by the Council. Harold Johnson appeared before the Council and requested additional parking space at his golf course on the Butler tract abutting the Barton Springe Road. The matter was referred to the City Engineer for investigation and report to the Council. The Mayor announced the public discussion on the proposal to grant a permit to M. H. Crockett for an amusement park on his property abutting the Barton Springs Road, open. M. H. Orockett and P. L. Bible, lessee, spoke in behalf of their application, and submitted three petitions, signed by the business firms in that vicinity, favoring the project. Ed Clark, verbally, and the Austin Defense Recreation Council, by letter, protested the matter if the project is to be in the nature of a carnival, but withdrew such objections if same is to be devoid of gambling devices. Following the discussion, the City Attorney was instructed to prepare an amendment to the Carnival Ordinance which would exclude amusement parke from the category of carnivale, and submit such ordinance to the Council for consideration at the next regular meeting.
