Ridgetop Bus Route Ordered, Del Valle Air Base Support

632 REGULAR MHETING OF THE CITY COUNCIL: Austin, Texas, June 25, 1942. The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building on Thursday, June 25, 1942, at 10:30 A. M., with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; absent, none. The Minutes of the regular meeting of June 17, 1942, were read, and upon motion of Councilman Alford, seconded by Councilman Wolf, were adopted as read by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. A petition bearing approximately two hundred and sixty-eight signatures of citizens and taxpayers living on Red River Street and adjacent streets, asking for bus service, was received and ordered filed. Judge Ike D. White, Attorney, appeared before the Council in behalf of the Austin Transit Company and read a lengthy letter regarding the Company's position and why they hesitated putting on the new bus line to serve the Citizens in the eastern part of Ridgetop, and asked that the letter be received and filed. After a lengthy discussion of the matter, pro and con, it was moved by Councilman Wolf, seconded by Councilman Alford, that the Austin Transit Company be directed to put on buses to serve the eastern part of Ridgetop and adjacent territory by Monday, June 29th, and to continue this route for at least six weeks as a trial period, and if at the end of this trial period it is shown that the line does not pay, then the said Austin Transit Company may discontinue the line. The motion prevailed by the following vote: ayes, Councilmen Alford, Gillis, Mayor Miller, and Councilman Wolf; nays, Councilman Bartholomew, who voted no because he favored extending the date on which the line should begin operation to July 1, in order to give ample time for a reply to the Mayor's wire and letter addressed to the Director of the Office of Defense Transportation. The Police and the Engineering Departments were then directed to work with the Austin Transit Company in selecting the route to be used. The application of George Wesley Collier, 107 Brushy Street, for a taxicab driver's permit was submitted. Councilman Alford moved that the permit be granted, in accordance with the recommendation of the Acting City Manager. The motion prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The application of Tony Anthony Sconci, 407 East 8th Street, for a taxicab driver's permit was submitted. Councilman Alford moved that the permit be granted, in accordance with the recommendation of the Acting City Manager. The motion prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, G11118, Mayor Miller, and Councilman Wolf; naye, none. The application of Foy Jackson Phelan, 901 Dawson Road, for a taxicab driver's permit was submitted. Councilman Alford moved that the permit be granted, in accordance with the recommendation of the Acting City Manager. The motion prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; naye, none. The application of Tony Sconci, 407 Last 8th Street, for a license to operate a taxicab was submitted. Councilman Wolf moved that the application be granted, in accordance with the recommendation of the Acting City Manager. The motion prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The application of Lee Thomason, 205 East 3rd Street, for a license to operate a package store at 602 East Avenue was submitted. Councilman Alford moved that the application be granted. The motion prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The following applications for private boat licenses wore submitteds Name and Address of Applicant Adams, Ewing - 915 West 21st Street Carter, W. F. 1505 West 3rd Street Thurmond, M. F.- 1000) Congress Avenue : Description of Boat Home-made, Sail Boat, Three Years Old, "Skip", 6-passenger Home-made, Inboard, 1934 Model, "Susie Qua", Austin Conversion, 5-passenger Home-made, Outboard, Flat Bottom, 1942 Model, "Miss America", 4-passenger. Councilman Alford moved that the applications be granted, subject to the approval of same by the Lake Austin Navigation Board. The motion prevailed by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The following resolution was introduced by Councilman Alford: WHEREAS, Texas Public Service Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTINS THAT Texas Public Service Company be, and the same is hereby, permitted to lay and construct its gas mains in and upon the following streetst (1) A gas main in ROBINSON STREET from East 28th Street south 213 feet, the centerline of which gas main shall be 13.5 foet west of and parallel to the east property line of said Robinson Street. Said gas main described above shall have a covering of not less than 2 feet. (2) A gas main in RIVER STREET from Rainey Street to Red River Street, the centerline of which gas main shall be 13.5 feet south of and parallel to the north property 1ino of said River Street. Said gas main described above shall have a covering of not less than 2 feet. The Texas Public Service Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Texas Public Service Company requires definite information upon the ground as to olevations or working points from which to base the location of their assignments, they shall apply to the City Engineering Department notless than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of 1inos named in this resolution. AND THAT whenever pavement is cut in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. Upon motion of Councilman Alford, the foregoing resolution was adopted by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, nono. The following resolution was introduced by Councilman Gillis: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: : THAT the City Manager, or in his absence the Acting City Manager, be and he is hereby authorized and directed to enter into a lease contract with Carl Mayer and Emilie Mayer, owners of property located at 616 Trinity Street in the City of Austin, whereby the City of Austin will have a lease on approximately one-fourth of a block of land, together with all improvements situated thereon, at a rental 633 634 " of Sixty Dollars ($60.00) per month for a term ending December 31, 1943, with the option in the City of Austin to ronow thereafter for periodo not to exceed six (6) months, and in no event for a torm or terms aggregating more than five (5) years from June 17, 1942, with the further option in the Oity of Austin to purchase such property at a price to be agreed upon by and between the parties to the loase contract. Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following votes ayes, Councilmen Alford, Bartholomow, Gillis, Mayor Miller, and Councilman Wolf; nays, nono. The following resolution was introduced by Councilman Alfordi BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager, or in his absence the Acting Oity Manager, be and he is hereby authorized and directed to enter into a contract in behalf of the City of Austin with the War Department of the United States Government for water service to be furnished the Air Corpe Unit now under construction in the Del Valle Area, all substantially in accordance with the terms and provisions of 4/236-W (Rev. 4/18/42), a form exhibited by the Acting City Manager to the City Council on the occasion of consideration of this resolution. Upon motion of Councilman Alford, the foregoing resolution was adopted by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The following resolution was introduced by Councilman Gillis: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager, or in his absence the Acting City Manager, be and he is hereby authorized and directed to enter into a contract in behalf of the City of Austin with the United States Government for sewerage treatment and disposal service to be furnished the Air Corps Unit now under construction in the Del Valle Arca, all substantially in accordance with the terms and provisions of N.S.S.C.Form, S.W. Div., dated May 16, 1942, as exhibited to the City Council by the Acting City Manager. Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following votes ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The following resolution was introduced by Councilman Bartholomew: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the sum of $1,050.00 be, and the same is hereby, appropriated out of the General Fund, not otherwise appropriated, for the purpose of installing a new roof covering on the Athletic Building at House Park. Upon motion of Councilman Bartholomew, the foregoing resolution was adopted by the following vote: ayes, Councilmon Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; naye, none. It was moved by Councilman Wolf that the Acting City Manager be authorized to sell the cotton crop now growing on the land purchased by the City for the Del Valle Air Base to Joe Scott for the sum of Five Hundred Hundred Dollars ($500.00). The motion prevailed by the following votet ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; naye, none.
