REGULAR MEETING OF THE CITY COUNCIL: i Austin, Texas, July 02, 1942. The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, July 2, 1942, at 10:30 A. M., with Mayor Tom Miller presiding. Roll call showed the following members presents Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; absent, none. The Minutes of the regular moeting of June 25, 1942, were read, and upon motion of Councilman Alford, were adopted as road by the following vote: ayes, Councilmen Alford, Bartholomew, 011118, Mayor Miller, and Councilman Wolf; nays, none. Mr. M. H. Crockett appeared before the Council and requested the removal of the islands in the street in front of his gasoline filling station at the intersection of Lamar Boulevard and Barton Springs Road in order to provide easier ingress and egress to his station. After some discussion of the matter, and upon the suggestion of Mayor Miller, it was agreed by the Council that the islande should remain in the street to be tried out for a reasonable time in order to determine the value of same. A letter from Mr. S. J. Von Koennerits, asking that some of the summer concerts scheduled for Barton Springs be held at Wooldridge Park, was received, and was referred to the Recreation Department for recommendation. The following resolution was introduced by Councilman Wolfs "WHEREAS, the City Council of the City of Austin, at its regular meeting on the 11th day of June, 1942, after due notice and hearing, ordered the Austin Street Railway Company, also known as the Austin Transit Company, to extend its present service by commencing the operation of buses in the Ridgetop area by June 25, 1942; and WHEREAS, the City Council of the City of Austin, at its regular meeting on June 25, 1942, amended said order by extending the commencement date to June 29, 1942, and by providing that the Austin Street Railway Company would be required to operate on such new route or routes for a trial period of notless than six weeks; and WHEREAS, the routes hereinafter described have now been proposed by the said company for such extension; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the following routes be, and they are hereby, approved for such trial period, beginning as of June 29, 1942, and to continue for a period of at least six weeks; Route No. 11 Begin at East 46th Street and Red River : Thence East on 46th Street to East Avenue: North on East Avenue to East 53rd Street; Went on 53rd Street to Bennett Avenue; South on Bennett Avenue to East 51st Street; East on 51st Street to Harmon Avenue; South on Harmon Avenue to East 46th Street; West on 46th Street to Red River Street. Route No. 2: Begin at East 46th Street and Red River Street; Thence East on East 46th Street to East Avenue; North on East Avenue to East 51st Street; East on 51st Street to Airport; Retrace the above route back to East 46th Street and Red River Street. and 'BE IT FURTHER RESOLVED: THAT buses are to operate alternately on the two routes hereinabove set out. 11 Upon motion of Councilman Wolf, seconded by Councilman Gillis, the resolution was adopted by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, 1 2 nono. The following resolution was introduced by Councilman Gillist "WHEREAS, John C. Wende, owner of a portion of Lot 11, in Block B, of the original subdivision of Bouldin portion of the Isaac Decker League in Travis County, Texas, which property abuts the east side of Fredericksburg Road and the south side of Barton Springe Road, and being situated at the southeast corner of the intersection of said streets, has made application to the City Council of the Oity of Austin for permission to construct a commercial driveway across the east aidewalk area of Fredericksburg Road, as shown upon the plan hereto attached marked "2-C-951", which plan is hereby made a part of said request; and "WHEREAS, the City Council of the City of Austin has favorably considered the granting of said request; therefore, "BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: "THAT John C. Wende, owner of a portion of Lot 11, in Block B, of the original subdivision of Bouldin portion of the Isaac Decker League in Travis County, Texas, which property abuts the east side of Fredericksburg Road and the south side of Barton Springs Road, and being situated at the southeast corner of the intersection of said streets, is hereby permitted to construct a commercial driveway across the east sidewalk area of Fredericksburg Road, subject to the construction of concrete ramps, curbe, driveways, sidewalks, and expansion Joints, as shown upon the plan marked "2-0-951", which plan is hereby attached and made a part of this resolution, and further subject to the condition that all concrete curb, ramp, and driveway construction done within the City streets shall be done by a bonded sidewalk contractor under the direction and supervision of the City Engineer of the City of Austin, and in accordance with lines and grades furnished by the Engineering Department of the City of Austin. # Upon motion of Councilman Gillis, seconded by Councilman Alford, the resolution was adopted by the following votet ayes, Councilmen Alford, Bartholomew, 01111s, Mayor Miller, and Councilman Wolf; nays, none. The following applications for licenses to operate private boats were submitted: Name and Address of Applicant Gaskin, Herbert, Jr. 2412 Indian Trail Phillips, Don A. 600 West 6th Street Stevens, J. Mo 1803 Alameda Drive Description of Boat Kayak, Cance, One Year Old, 1-passenger Home-made, Outboard, 14 years old, Champion, 5-passenger Century, Outboard, 1939 Model, Johnson, 4-passenger Councilman Bartholomew moved, seconded by Councilman Alford, that the applications be granted, subject to the approval of the Lake Austin Navigation Board. The motion prevailed by the following votet ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; naye, nono. The application of State Cafe, 314 Congress Avenue, by Clemmie Rivers, 901 Neches Street, owner, for a retail beer license was submitted, and upon motion of Councilman Wolf, seconded by Councilman Alford, the application was granted by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The application of Rainbow Inn, 2418 Fredericksburg Road, by J. D. Talley, 3511 Lawton Avenue, owner, for a retail wine and beer permit, was submitted; and upon motion of Councilman Wolf, seconded by Councilman Alford, the application was granted by the following vote: ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. Upon motion of Mayor Miller, consideration of the proposed ordinance renewing the franchise of the Southwestern Bell Telephone Company was postponed to the next regular meeting. in order that all citizens who wish to be heard on the matter may be given an opportunity to be present. The following resolution was introducedt "WHEREAS, City of Austin taxes were assessed in the name of R. H. Brown for the years 1938, 1939, 1940, and 1941, on the East 41 of Lot 144, and the West 6 of Lot 45, Plensant View, and NE 54x107 of Lots 4 and 5, Block 1, Outlot 1, Division "Z", Duval Subdivision, in the City of Austin, Travis County, Texas, said taxes being for the sum of $526.66; and for non-payment of same at maturity, penalty in the sum of $26.33 has been assessed, and interest in the sum of $54.85 has accrued, making the total amount of taxes, penalty and interest the sum of $607.84; and "WHEREAS, the City Council of the City of Austin deems it just and equitable to remit said penalty in the sum of $26.33 and one-half of the interest in the sum of $27.42; therefore, "BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: "THAT the aforesaid penalty in the sum of $26.33 and one-half of the interest in the sum of $27.42 are hereby remitted, and the Tax Assessor and Collector of the City of Austin is authorized and directed to charge said penalty in the sum of $26.33 and one-half of the interest in the sum of $27.42 off his rolls, and to issue to the party entitled to receive same a receipt in full upon the payment of said taxes and one-half of the interest, an aforesaid. " Upon motion, the foregoing resolution was adopted by the following vote: ayes, Councilmen Alford, Bartholomew, Gi11is, Mayor Miller, and Councilman Wolf; nays, none.
