14 114 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texer, July 30, 1942 The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, July 20, 1942, at 10:20. M., with Mayor Tom Miller presiding. Roll call showed the following membera present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; absent, NONE. There were present also: Acting City Manager Senholm, City Attorney O'Quinn, City Engineer Mothernl, and Chief of Police Thorp. The Minutes of the regular meeting of July 23, 1942, morning and nofternoon sessions, were rend, and upon motion of Councilman Alford, were adopted as read by the following votes nyer, Councilmen Alford, Bartholomew, Gillin, Mayor Miller, and Councilman Wolf; naye, none. Councilman Alford offered the following resolution: WHEREAS, Texas Public Service Company has presented to the City Council tenntive maps or piens showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Texas Public Service Company be, and the same is hereby, permitted to lay and construct its gas mains in and upon the following streetst (1) A gas main in BONNIE ROAD from a point 142 feet cast of Pecos Street westerly 247 feet, the centerline of which cas main shall be 7.5 feet south of, and parallel to, the north property line of said Bonnie Road. Said gas main described above shall have a covering of not less than 2 feet. (2) A CAS main in RAST 19TH STREET from a point 18 feet west of Oldham Street westerly 140 feet, the centerline of which gas main chall be 18 feet south of, and parallel to, the north property line of said East 19th Street. Said gar main described above shall have a covering of not less than 2 feet. The Texas Public Service Company 18 hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underrground utilities, but is based upon the best recorda we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depthe may not be required at special points. When the Texas Public Service Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the City Engineering Department not less than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of ropnirs or replacement of ony underground utility damured during the construction of lines named in this resolution. AND THAT whenever pavement in cut in the vicinity of a fire plur, water must be used at intervals during the course of backfilling of the ditchen. THAT the work ond laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said moins have been laid, shell be under the supervision and direction of the City Manager, and under all the pertinent terme end condition of the certain franchise granted to said Comwny by the City of Austin. Unon motion of Councilman Alford, the foregoing resolution was adopted by the following votet ayes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; nays, none. The application of Frank L. Weir, 712 West 6th Street, for taxicab driver's permit was submitted. Councilman Wolf moved that the permit be granted, in accordance with the recommendation of the Acting City Manager, The motion prevailed by the following vote: nyes, Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilmen Wolf: naya, none. 15 15 The application of Bert E. Shirey, 300 Congress Avenue, for licence to operate a toxicab, approved by the Acting City Manager, wan submitted. Councilmen Wolf moved that the application be approved. The motion provailed by the following vote: Ayes, Councilmen Alford, Bartholomew, Gillim, Mayor Miller, and Councilmon Wolf; naye, nono. Gaskin, Chairman of the Scrap Iron and Metal Drive, anme before the Council and asked for use of the fire stations as dumping grounds for the scrap iron and metal collected. It was the sense of the meeting that the request be granted; and further, that the City's trucks be used for collecting the material donated, the proceeds from the role of same to go to the Austin Defense RecreAtion Council. Mr. M. H. Crockett came before the Council and complained of the traffic hazard created by the islands in Lamar Boulevard in front of his filling station, and asked that a portion of same be cut off, or else removed entirely. He was advised that the islands were being given a fair trinl before any steps were taken in the matter. Single phono motora not to exceed five horsepower may be attached to this service. For motors or electrical devices of cronter capacity to be connected, written permission of the Water and Light Department must be obtained. Maximum Demand The "maximum demand", as ured in this schedule is nomimed to be equsl to a certain percentowe of the total copacity in horsepower of motors connected an indicated by the manufacturer's standard normal roting, such percentage varying according to the followingt Installations under 10 HP where only one motor is used ----100% Installations under 10 HP where more than one motor in used -- 80% Installations from 10 HP to 50 HP, both inclusive, irrespective of number of motors Installations over 50 HP, irrespective of number of motors Discounts 70% 60% Consumers who desire to purchase current for large capacity at primary voltage, and who furnish their own transformers (being metered on primary side) shall be allowed a discount of three (3%) per cent from the gross bill for current taken during each month. Consumers whose average power factor is above 85% shall be given a discount of one (1%) per cent for each five (5%) per cent above 85% power factor to unity power factor. Synchronous motors and the like must be operated under the direction of the Light and Power Department as to any different power factor operation than unity. Seasonal Quaranteest The minimum monthly charge to seasonal customers shall be modified upon such customers' agreeing to take and/or pay for electric service so that the total revenue received from any operating season shall not be less than $1.00 per horsepower per month, based upon the maximum billing demand during the operating season; providing, however, that this seasonal revenue shall be notless than $4.00 per horsepower of maximum billing demand. The operating season is defined as the period beginning when the customer notifies the Water and Light Department to connect his service, and ending when the customer notifies the Water and Light Department to disconnect his service. Application of Ratet This rate applies to power installations except when less than three (3) horsepower is installed; then combined lighting and power schedule shall apply. Industriel Power Service: Demand Charge "RATE"D" $2.50 per KVA for first 50 KVA of maximum demand per month, which includes the use of 50 KWH por KVA demand. $1.25 per KVA for that demand in excess of 50 KVA per month, which includes the use of 50 KWH per KVA demand. Energy Charge First 60 KWH per KVA of demand per month Next 140 KWH per KVA of demand por month Excear Minimum Monthly Charget 1.24 per KWH 1.0% per KWH. 0.6% per KWH The not minimum amount to be paid by the customer to the Light and Power Department for service rendered during any billing period shall be equivalent to the demond chore of the consumer's maximum demand for cach billing period, but not less than $50.00. Maximum Demandi The term "maximwa demand" for any billing period as used in this rate choll be the frentest overare 15-minute peak recorded in any one month by the instrument or instruments installed by the City for such purpose, but in no event shall this demend be less than twenty (20) per cent of the maximum demand so established within the twelve (12) months proceding. The maximum demand for any billing period during the off season months for cir conditioning customers shall be the averare of the four highest weekly fifteen minute peaks recorded during the billing period. Service Voltore: Service under this schedule will be three phase, sixty cycles, alternating current, at not less than 208 volts (with recconable variation in either direction to be allowed). Dincounts: Consumers who furnish their own transformer shall be allowed a discount of one (1%) per cent from gross bill for the month. Off Penk Servicet Upon written permission of the Water and Light Department, the domand charge will bo waived on any demand established during the "Off Peak Period": providing, however, that the greatest fifteen minute demand recorded during the month, regardless of the time of day, will be used in determining the enerry charge. The "off peak period" in defined ne the period beginning at 10:00 p.m. and ending at 7:00 n. me, providing, however, that the period may be changed by the Water and Light Department upon giving the customers thirty (30) days written notice; and providing further that the period shall not be less than eight (8) consecutive hours. Application of Rates This rate is applicable to industrial and commercial customers for lighting, heating, and power. BE IT FURTHER RESOLVED: THAT the above rates and regulations shall become effective on August 1, 1942, and bills for service shall be rendered consumers under said rates on meter readings on and after said August 1,1942, and all rates and regulations in conflict herewith are expressly repealed, except such special contracts an are now in force. BE IT FURTHER RESOLVED: THAT the City Manager be and he is hereby authorized and instructed to provide all necenвагу printed schedules, bills and instructions in order to place said raten and regulations in effect as provided. Upon motion of Councilman Wolf, the foregoing resolution wan adopted by the following votet ayes, Councilmen Alford, Bartholomew, 01111, Mayor Miller, and Councilman Wolf; naye, none. The above resolution was adopted in accordance with Proposition No. 2 recommended by the Acting Oity Manager in his schedule of Proposed Electric Rate Reductions submitted to the Council, said Proposition No. 2 providing for a reduction in rates over a period of seventeen months, totalling $166,250, which more than offsets the proposed cash rebate to consumer as of February 1, 1942, set forth in Proposition No. 1 of said schedule.
