APPROVED MAYOR Aurtin, Texas, October 22, 1942 The City Council convened in regular session, at the regular meeting place in the Council Chamber At the Municipal Bullding, on Thursday, October 22, 1942, at 10:30 A. 1., with Mayor Tom Miller presiding. Roll coll shoved the following members presents Councilmon Alford, Bertholomew, Gillis, Mayor Miller, and Councilman Volf: shoont, none, There were present also: Walter E. Seaholm, Acting City Manager; Gibson R. Randlo, Acting City Attorney; J. E. Mothernl, City Engineer; ond R. D. Thorp, Chief of Polico. The Kinuten of the regular mooting of October 15, 1942, vore rond, and upon motion of Councilman Alford, vere edopted as rond by the following vote: "nyes," Councilmon Alford, Bertholomew, Gillim, Mayor Miller, and Councilmon Wolf; "nays," none. D. B. Johnson, representing the Junior Chamber of Commerce, mabmitted a request for ansistonco in its annual compaign for eradication of rots by having leaflets printed for miling out with water and light bills, colling attention to such erodication compaign and advising method of securing poison for me. The matter wor referred to the Acting City Kommer for compliance with said request, after consulting with said D. b. Johnson די to proper wording of leaflets. The coplication of Jess George Varmen, 1003 Vest 11th Street, for toxiccb driver's permit, approved by the Acting City Manarer, war submitted. Councilmen Bartiolomew moved that the applicetion be granted. The motion prevailed by the following vote: "nyes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; "nays," none. The application of Joyce Willinn Baker, 324 West 6th Street, for a toxicob driver's permit, approved by the Acting City Monizer, was submitted. Councilmon Bartholomew moved that the application be 67 i 68 6% granted. The motion provoiled by the following voter "ayon," Councilmen Alford, Bartholomew, 71711, Mayor Miller, and Councilmen Wolf: "naye," none. The application of Lloyd Gerald Davis, 509 West 4th Street, for a taxicab driver's permit, appro۷ed by the Acting City Manager, was submitted. Councilmen Alford moved that the applicetion be granted. The motion prevniled by the following vote: "nyes," Councilmen Alford, Bartholomew, Gillin, Mayor Miller, and Councilman Wolf: "nnys," none. The application of J. A. Reed, 1303 Chestnut Avenue, for a Wine and Beer permit for the Dew Drop Inn, 1133 East 11th Street, duly approved, was submitted. It was moved by Councilman Alford that the application be granted. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; "neys," none. Following a discussion of the matter with Dr. Harold Wood, Acting City Health Officer, on the urgent necessity for same, Mayor Miller laid before the Council the following ordinancet AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE PASSED BY THE CITY COUNCIL OF THE CITY OF AUSTIN, TEXAS, JULY 1, 1937, BEING AN ORDINANCE REGULATING THE SALE OF MILK AND MILK PRODUCTS WITHIN THE CITY OF AUSTIN, WHICH ORDINANCE IS RECORDED IN BOOK "X", PAGES 201-215, OF THE ORDINANCE RECORDS OF THE CITY OF AUSTIN, BY ADDING A NEW SHOTION THERETO, NUMBERED SECTION 8-A, WHICH PROVIDES THAT THE CITY HEALTH OFFICER SHALL HAVE THE POWER, DURING AN EMERGENCY, TO PERMIT THE SALE OF UNGRADED MILK AND MILK PRODUCTS IN THE CITY OF AUSTIN; REQUIRING A TEMPORARY PERMIT THEREFOR; REQUIRING PASTEURIZATION THEREOF; PRESCRIBING MINIMUM RE- QUIREMENTS: PROVIDING FOR LABELS THEREON; REGULATING THE PASTEURIZATION PROCESS; REQUIRING THAT CERTAIN RECORDS BE KEPT; GIVING THE CITY HEALTH OFFICER POWER TO REVOKE TEMPORARY PERMITS ISSUED HEREUNDER; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY. The Ordinance was rend the first time and Councilman Gillis then moved that the rules be suspended and the Ordinance be placed on its second reading. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; "naya," none. The Ordinance was then rond the second timo and Councilman Gillis moved that the rules be further suspended and the Ordinance be placed on its third reading. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; "nays," none. The Ordinance was then rend the third time and Councilman Gillis moved that the Ordinance be finally passed. The motion prevailed by the following vote: "ayes," Councilmon Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; "nays," none. The Mayor then declared the Ordinance finally passed. The application of Freeman Freddie Lambeck, 1909 Chicon Street, for a commercial pilot' permit wna submitted. Councilman Bartholomew moved that the permit be granted, nubject to approval of the Lake Auntin Navigation Board. The motion prevailed by the following; vote: "ayes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf; "nayя," none. 1 11 It was moved by Councilman Gillin that a half-rate for water and light be granted to the Salvation Army, 516 Colorado Street; the Lutheron Service Contor, 907 Congress Avenue; the Baptist Service Center, 1034 East 7th Street; the Central Christian Church Service Center, over 803 Congross Avenue; and such other church or benevolent organiuntions operating without profit for the entertrinment of the soldiers. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilmen Wolf; "nays," none.
