72 REGULAR HENTING OF THE CITY COUMICILI Aurtin, Texas, November 05, 1942 The Council convened in reguler sension, at the reguler moeting place in the Council Chomber at the Municipal Building, on Thursday, November 5, 1942, at 10:40 A. M., with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Alford, Bartholomew, 0111in, and Mayor Millor; absent, Councilman Wolf. There were present also: Walter B. Senholm, Acting City Manager: Gibson R. Randle; Acting City Attorney: J. E. Mothoral, City Engineer; and R. D. Thorp, Chief of Police. The Minutes of the regular meeting of October 29, 1942, wore read, and upon motion of Councilman Bartholomew, were adopted as rend by the following vote: "ayon," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. Representatives of the local United States Novy Recruiting Sub-Station and the American Woments Volunteer Service organization came before the Council and submitted blue prints and specifications for a navy recruiting station, 12 x18', to be placed in front of the Paramount Theatre for the durntion of the War, and to be used by the Navy, the Marines, the American Women's Volunteer Service, and the Coast Guards for recruiting. It was moved by Councilman Bartholomew that permit for the erection of said recruiting station be granted; that the necessary funds, estimated at $692, be appropriated for its construction; and that the Acting City Manager and the City Engineer be instructed to proceed with construction of same in accordance with the plans and specifications submitted. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. Following a discussion of the matter, it was the sense of the Council that no roal necessity exists at this time for donating the parking meters to the scrap metal drive which is being sponsored by the War Production Board, and that until such necessity does exist, said parking meters be left in place. John T. Smith, Attorney, come before the Council and asked that the City offer for sale certain property annensed in the name of M. Daniels and delinquent for the years 1922, 1924 to 1941, inclunive, being Lots 21 and 22, Outlot 35, Division "B", Belcher Subdivision. Councilman Gillis moved that the Acting City Attorney be instructed to navertine for bids for the sale of the above described property for the first Tuesday in January next, and that if it con be legally done, and the bide are fair, said property be sold at that time. The motion prevailed by the following vote: "nyes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nлун," none; Councilmen Wolf absent. The application of Willie L. Smith, 617 Drinkil) Street, for taxicob driver's permit, approved by the Acting City Manager, wan submitted. Councilmon Alford moved that the application be front- ed. The motion prevailed by the following vote: "ayos," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "nayh," none; Councilmen Wolf abrent. Acting City Manager Senholm was instructed to find out from the Aurtin Pronsit Compromy, and report to the Council at its next meeting, just what progress is being made toverd delivery of the eighteen buses it now has on order, for which the City was required by the Office of Defence Transportation to order abandonment of the Ridgetop Bus Line. The City Engineer was instructed to have a sign, rending "ROBERT MUELLER AIRPORT," placed over the Municipal Airport. The appeal of Virgil Henry Vingrouth on his application for taxicob driver permit, which hed been recommended for denial, was heard. After consideration of the matter, it was moved and seconded that the maid Virgil Henry Wingrouth be cronted a 30-day probationary toxicob driverle perait, conditioned upon his reporting to the Chief of Police at the end of that time. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller "noya," none; Councilman Wolf shaont. Councilman Bartholomew offered the following resolution: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Manager, or in his absence the Actine City Manager, he and he is hereby authorized and directed to appoint on arbitrator not inter than November 8, 1947, to participate in an arbitration initinted by the Lower Colorado River Authority by letter dated October 29, 1942, addressed to the City of Austin concerning a controversy existing: under Article VII of a Contract between the City and the Authority dated the 5th day of February, 1938. Upon motion of Councilman Bartholomew, the foregoing resolution was adopted by the following Vote: "nyes," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "noys," none; Councilman Volf absent. The following resolution was introduced: (RESOLUTION) WHEREAS, City of Austin taxes were assessed in the name of Loo Martin Seed Store for the years 1937, 1938, 1939, and 1940, on personal property consisting of merchandise, furniture and fixtures, located in the City of Austin, Travis County, Texas, said taxes being for the sum of $114.39; and for non-payment of same at maturity, penalty in the sun of $5.71 hor been negessed, and interest in the sun of $37.56, making the total amount of taxen, penalty and interest, $157.66; and WHEREAS, the City Council of the City of Austin deems it just and equitable to remit raid penalty in the sum of $5.71 and one-half of the interest in the cum of $18.78; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the aforesaid penalty in the sum of $5.71 and one-half of the interest in the sun of $18.78 are hereby remitted, and the Tax Assessor and Collector of the City of Austin is authorized and directed to charge said penalty in the sum of $5.71 and one-half of the interest in the sum of $18.78 off his rolls, and to issue to the party entitled to receive anmen receipt in full upon the payment of said taxes and one-half of the interest, as aforesaid. Upon motion, the foregoing resolution was adopted by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, Mayor Miller; "nays," none; Councilmen Wolf absent.
