100 REGULAR MEETING OF THE CITY COUNCIL: Austin, Toxas, December 24, 1942 The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, December 24, 1942, at 10:30 A. M., with Mayor Tom Millor preaiding. Roll call showed the following mombers present: Councilmen Alford, Gillis, and Mayor Miller; absent, Councilmen Bartholomew and Wolf. There were present also: Walter E. Seaholm, Acting City Manager; and Gibson R. Randie, Acting City Attorney. The Minutes of the regular meeting of December 17, 1942, both morning and night sessions, were read, and upon motion of Councilman Alford, were adopted as read, by the following votes "ayes," Councilmen Alford, Gillis, and Mayor Miller; "naye," none; Councilmen Bartholomew and Wolf absent. The following ordinance was introduced by Councilman Gillis: AN ORDINANCE FIXING AND LEVYING MUNICIPAL TAXES FOR THE CITY OF AUSTIN, TEXAS, FOR THE YEAR A.D. 1942; AND DECLARING AN EMERGENCY. The Ordinance was read the first time and Councilman Gi11is moved that the rules be suspended and the Ordinance be passed to its second reading. The motion was seconded by Councilman Alford, and the same prevailed by the following vote: "ayes," Councilmen Alford, Gillis, and Mayor Miller; "nays," none; Councilmen Bartholomew and Wolf absent. The Ordinance was read the second time and Councilman 0111is moved that the rules be further suspended and the Ordinance be passed to its third reading. The motion was seconded by Councilman Alford, and the same provailed by the following vote: "ayes," Councilmen Alford, Gillis, and Mayor Miller; "nays," none; Councilmen Bartholomew and Wolf absent. The Ordinance was read the third time and Councilman Gillis moved that the Ordinance be finally passed. The motion was seconded by Councilman Alford, and the same prevailed by the following vote: "ayes," Councilmen Alford, illis, and Mayor Miller; "nays," none; Councilmen Bartholomew and Wolf absent. The Mayor then declared the Ordinance finally passed. Councilman Alford offered the following resolution: (RESOLUTION) WHEREAS, The City Tax Assessor and Collector has heretofore submitted to the City Council the tax roll of the City of Austin for the year 1942; and WHEREAS, Said tax roll appears in all respects to be in correct form, and prior to its submission, the valuations contained in said roll had been examined and corrected by the Board of Equalisation, which made its report to the City Council on the 24th day of September, 1942; and WHEREAS, A11 appeals from the decisions of the Board of Equalization have been disponed of, and such adjustmente as have been found necessary have now been made; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT said tax roll, showing an aggregate amount of $76,545.775.00, the valuation of property assessed for taxes for said year, and an aggregate amount of $1,742,193.18 levied as taxes for said year, be, and the same is hereby, approved. Upon motion of Councilman Alford, the foregoing resolution was adopted by the following votes "ayes," Councilmen Alford, Gillis, and Mayor Miller; "nays," none; Councilmen Bartholomew and Wolf absent. M., with Mayor Tom Miller presiding. Roll call showed the following members presents Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; absent, Councilman Wolf. There were present also: Walter E. Seaholm, Acting City Manager; J. E. Motheral, City Engineer; Gibson R. Randle, Acting City Attorney; and R. D. Thorp, Chief of Police. The Minutes of the Recessed Meeting of December 23, and the Regular Meeting of December 24, 1942, were road, and upon motion of Councilman Bartholomew, were adopted as read by the following votes "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The appeal of C. B. Sima on his application for a taxicab driver'a permit, which had been recommended for denial, was heard. No action was taken on the matter. The application of James Johnson Hopkins, Route 2, Box 4204, for a taxicab driver's permit, duly approved by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted. The motion prevailed by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf shsent. The application of Arnold Upshaw, colored, 1309 East 13th Street, for a taxicab driver's permit, duly approved by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted.
