REGULAR MENTING OF THE CITY COUNCIL: Austin, Texas, February 04, 1943 The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, February 4, 1943, at 11:00 A. M., with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; absent, Councilman Wolf. There were present also: Walter E. Seaholm, Acting City Manager;. J. E. Motheral, City Engineer; Gibson R. Randle, Acting City Attorney; and R. D., Thorp, Chief of Police, The Minutes of the regular meeting of January 28, 1943, were read; and upon motion of Councilman Alford, were adopted as read by the following voter "ayes," Councilmen Alford, Bartholomew, Gill18, and Mayor Miller; "nays," none; Councilman Wolf absent. Horace Shelton, Attorney, appeared before the Council in the interest of the application of Vera Barton, colored, for a wine and beer permit at 1900 East 12th Street, which had been recommended for denial. Following the discussion, action on the matter was postponed to the next regular meeting, pending the receipt of a petition by the property owners of the locality waiving any objections to the granting of the permit. The application of Hutson's Package Store, 405 East 6th Street, for a retail liquor permit, duly approved by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The application of the Oasis Night Club, 309 West 5th Street, for a retail wine and beer permit, duly approved by the Acting City Manager, et al., was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following voter Hayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The application of Arthur Patton, colored, for a taxicab driver's permit, duly approved by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. Kenneth Lamkin, colored, attorney for the Negro bonded taxicab operators, came before the Council and complained of the unfair competition that his clients were being subjected to on account of the large number of Negro taxicabs operating on the streets illegally. The matter was taken under advice- ment. There being no further business, upon motion, duly seconded and carried, the meeting was recessed at 11:30 A. M., subject to call of the Mayor.
