Arnhamn, representing the Owl Taxicab Company, appealed to the City Council to assist said Company in obtaining permission from the Office of Defense Transportation for additional taxicabs as a war necessity. The matter was taken under advisement. The Acting City Manager was instructed to have a resolution prepared, for presentation at the next regular meeting, making effective summer water rates as of April 1, 1943. Upon motion, duly seconded and carried, the meeting was thereupon recessed at 11:35 A. M., subject to call of the Mayor. MAYOR Austin, Texas, February 25, 1943 The City Council convened in regular session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, February 25, 1943, at 10:45 A. M., with Mayor Tom Miller presiding. Roll call showed the following mombers presents Councilmen Alford, Bartholomew, 0111is, and Mayor Millert absent, Councilman Wolf. There were present also: Walter E. Seaholm, Acting City Manager; J. E. Motheral, City Engineer; J. M. Patterson, Jr., Acting City Attorney; and R. D. Thorp, Chief of Police. The Minutes of the Regular Meeting of February 18, 1943, were read, and upon motion of Councilman Alford were adopted as read by the following votet "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "naye," none; Councilman Wolf absent. The request of the Junior Chamber of Commerce, as submitted by H. T. Hibler, for use of the east side of Congress Avenue from the American National Bank to the bus stop, in connection with their campaign for the sale of Defense Savings Bonds on Independence Day, March 2, was received; and it was the sense of the meeting that the request be granted. Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following votel "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The following resolution was offered by Councilman Gillis: (RESOLUTION) WHEREAS, City of Austin Hospital Bond Series No. 2, dated September 1, 1940, in the aggregate amount of Two Hundred Thousand Dollars ($200,000.00), were, on September 12, 1940, cancelled by George H. Councilman Gillis introduced the following ordinance: AN ORDINANCE FIXING AND ESTABLISHING THE WARD BOUNDARIES OF THE CITY OF AUSTIN FOR VOTING PURPOSES ONLY AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH, AND DECLARING AN EMERGENCY The Ordinance was read the first time and Councilman Bartholomew then moved that the rules be suspended and the Ordinance be passed to it's second reading. The motion was seconded by Councilman Gillis, and the same carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillie, and Mayor Miller; "nays," none; Councilman Wolf absent. The Ordinance was then read the second time and Councilman Gillis moved that the rules be further suspended and the Ordinance be passed to its third reading. The motion was seconded by Councilman Bartholomew, and the same carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The Ordinance was then read the third time and Councilman Bartholomew moved that the Ordinance be finally passed. The motion was seconded by Councilman Gillis, and the same carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The Mayor then declared that the Ordinance had been finally passed. It was the sense of the meeting that the proclamation of the Mayor, proclaiming the week of February 28-March 6 as "Children's Week," in compliance with the request of the committee for the Texas Children's Week Program, be approved. The following resolution was introduced: (RESOLUTION) WHEREAS, City of Austin taxes were assessed in the name of Shafter Thompson for the years 1936, 1937, 1938, 1939, 1940, and 1941, on Lots 5, and 6, in Block 7, 0. L. 41, 42, 53, Division "O", Riley Subdivision, in the City of Austin, Travis County, Texas, said taxes being for the sum of $51.90, and for non-payment of same at maturity, penalty in the sum of $3.03 has been assessed, and interest in the sum of $10,08, making the total amount of taxes, penalty, and interest, $65.01; and WHEREAS, The City Council of the City of Austin deems it just and equitable to remit said penalty in the sum of $3.03, and one-half of the interest in the sum of $5.04; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the aforesaid penalty in the sum of $3.03, and one-half of the interest in the sum of $5.04, are hereby romitted; and the Tax Assessor and Collector of the City of Austin is authorized and directed to charge said penalty in the sum of $3.03, and one-half of the interest in the sum of $5.04, off his rolle, and to issue to the party entitled to receive same a receipt in full upon the payment of said taxes and one-half of the interest, as aforesaid.
