REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, March 18, 1943 The City Council convened in Regular Session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, March 18, 1943, at 10:30 A. M., with the following members present: Councilmen Alford, Bartholomew, and Gillis; absent, Mayor Miller and Councilman Wolf. Mayor Pro Tem. Bartholomew presided over the meeting in the absence of Mayor Miller. There was present also: J. E. Mothoral, City Engineer. The minutes of the Regular Meeting of March 11, 1943, were read; and upon motion of Councilman Alford, were adopted as read by the following vote: "ayes," Councilmen Alford, Bartholomew, and Gillis; "naya," none; Mayor Miller and Councilman Wolf absent. Judge Ben H. Powell, Attorney for the International-Great Northern Railrond, and James D. Parnell, representing the Janes Gravel Company, came before the Council in the matter of certain improvements that said Company desires to build on property lying contiguous to the Sand Beach Reserve, went of Lamar Boulevard; and, in this connection, requested: (1) an additional three hundred feet of ground, being a part of the Sand Beach Reserve, in addition to the strip of ground belonging to the City for which said Janes Gravel Company has horetofore submitted an offer to purchase; and (2) the permanent closing of the south end of Baylor Street, or, in lieu thereof, an easement across said street to said Railroad for a spur track. After considerable discussion, the matter was taken under advisement, pending submission by petitioners of a complete sketch of the general plan for proposed improvements, together with a definition of the kind of plant they intend to erect, for consideration by the City Council, the Acting City Manager, and the City Engineer. An appeal by E. S. Hinton on his application for a taxicab driver's permit, which had been recommended for denial, was heard. Action on the matter was deferred to the next regular meeting, ponding a further report from the Chief of Police on same. The following resolution was offered by Councilman Gillis: (RESOLUTION) WHEREAS, The County of Travis, acting by and through the U. S. Engineer Office, owner of what is known as the Old Courthouse block, within the City of Austin, Travis County, Texas, which property is situated between West 3rd Street and West 4th Street and San Antonio Strest and Guadalupe Street, has made application to the City Council of the City of Austin for permission to construct commercial driveways across the south sidewalk area of West 4th Street and the east sidewalk area of San Antonio Street adjacent to the above described property; and WHEREAS, A plan has been prepared showing the arrangement of said driveways, which plan is hereto Attached marked 2-0-961, and made a part hereof; and WHEREAS, Said request and plan have been reviewed and considered by the City Council of the City of Austin; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the County of Travis, acting by and through the U. S. Engineer Office, owner of what is known as the Old Courthouse block, within the City of Austin, Travis County, Texas, which property is situated between West 3rd Street and West 4th Street, and San Antonio Street and Guadalupe Street, is hereby permitted to construct commercial driveways across the south sidewalk area of West 4th Street and the enst sidewalk area of San Antonio Street, subject to the construction of concrete ramps, curbs, driveways, sidewalks, and expansion joints, as shown upon the plan marked 2-0-961, which plan is hereto attached and made a part of this resolution; and further subject to the condition that all concrete curb, ramp, and driveway construction done at the above described location shall be done by the U. S. Engineer Office under the direction and supervision of the City Engineer of the City of Austin, and in accordance with lines and grades furnished by the Engineering Department of the City of Austin. 187 188 Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following votet "nyes," Councilmen Alford, Bartholomew, and Gillis; "nays," none; Mayor Miller and Councilman Wolf absent. It was moved by Councilman Gillis that the request of the Women's Victory Committee for permineion to erect a small house in the street in front of Rhenlee Hat Shop in the 700 block of Congress Avenue, for the sale of War Bonds, be granted, in accordance with the recommendations of the Traffic Bureau, as submitted by the Acting City Manager. The motion carried by the following vote: "ayes," Councilmen Alford, Bartholomew, and Gillis; "nays," none; Mayor Miller and Councilman Wolf absent. A resolution by the Junior Chamber of Commerce, recommending that the name of TRAVIS COUNTY TUBERCULAR HOSPITAL be changed to F. N. MOORE MEMORIAL HOSPITAL, was received. The matter was ordered held in abeyance, pending action on same by the County Commissioners Court. The following applications for private boat licenses, approved by the Navigation Board, were submitted: Name of Applicant United States Naval ROTC Unit, University of Texas Watt, W. The application of Wallace Edwin Beard, 1407 Willow Street, for a renewal of his taxicab driver's permit, approved by the Acting City Manager, et al., was submitted. The application of James Robert Chaney, 72 East Avenue, for a renewal of his taxicab driver's permit, approved by the Acting City Manager, et al., was submitted.
