REGULAR MEETING OF THE CITY COUNCIL: Austin, Texan, March 25, 1943 The City Council convened in Regular Session, at the regular mooting place in the Council Chamber at the Municipal Building, on Thursday, March 25, 1943, at 10:50 A. Me, with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmon Alford, Bartholomew, Gillin, and Mayor Miller; absent, Councilman Wolf. There were present also: Walter E. Seaholm, Acting City Mannger; J. E. Mothernl, City Engineer; J. M. Patterson, Jr., Acting City Attorney; and R. Da Thorp, Chief of Police. The minutes of the Regular Meeting of March 18, 1943, were road, and upon motion of Councilman Gillis, were adopted as rend by the following vote: "nyes," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "nays," none; Councilman Wolf absent. R. H. Janes, President of the Janes Gravel Company, and representatives of the Missouri-Pacific Railroad, to-wit, Judge Ben H. Powell, Attorney, J. S. Anderson, H. J. Holzmann, and D. P. Pace, came before the Council on the matter of a proposed londing plant for gravel contiguous to the Sand Beach Reserve west of Lamar Boulevard, and an ensement for a spur track across the south end of Baylor Street to serve said plant, now pending before the Council. After considerable discussion, in which the Mayor voiced the opposition of the City to any operation involving the removal of sand and gravel near the City's Water and Light Plant, and the said R. E. Janes declared that his Company contemplated the erection of a loading plant only, and not the processing of gravel, the mattor was taken under further advisement by the City Council. The City Engineer was instructed to take up with the Missouri-Pacific Railroad the matter of paving the unpaved area between its tracks at 3rd and Colorado Streets. Councilman 01llis offered the following resolutiont (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the Acting City Manager be, and he is hereby, authorized and directed, in behalf of the City of Austin, to execute a quitclaim deed to Minnie Manning, a widow, to the following described property! The Went one-half (W.1/2) of Lot 3, Block 9, Outlet 56, Division "B", in the City of Austin, Travis County, Texas, which was involved in Cause No. 25522, City of Austin vs. Dudley Burdett, in the District Court of Travis County, Texas. THAT said quitolain deed shall be in consideration of the payment of all taxes and court costs involved in said suit, in which judgment was rendered in favor of the City of Austin, and maid property nold to the said City of Austin. Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following votes "луев," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "naye," none; Councilman Wolf absent. The following ordinance was introduced by Councilman Alfordi AN ORDINANCE APPOINTING ELECTION JUDGES AND CLERKS TO SERVE AT THE VARIOUS POLLING PLACES IN THE VARIOUS ELECTIONS TO BE HELD IN THE CITY OF AUSTIN DURING THE TERM OF TWO YEARS. The ordinance was read the first time and Councilman Alford moved that the rule be suspended and the ordinance be passed to its second reading. The motion carried by the following vote: "nyes," Councilmen Alford, Bartholomew, Gillis, and Mayor Killer; "anys," none; Councilman Wolf absent. The ordinance was read the second time and Councilman Alford moved that the rule be further suspended and the ordinance be passed to its third reading. The motion carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The Mayor then declared that the ordinance had been finally pansed. The application of Theodore Murdo Baker, 500 East 7th Street, for a renewal of his taxienb driver's permit, recommended for approval by the Acting City Manager, et al., was nubmitted. Councilmon Alford moved that the renewal be granted. The motion corried by the following voter: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf nosent. The application of Lush Minyon Randolph, colored, 2108 Whittier Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: "nyen," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The application of Jack Digby, 1511 Holly Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The application of Milton C. Bible, 913 West Elizabeth Street, for a taxicah driver's permit, recommended for approval by the Acting City Manager, et al., was submittod. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote: "nyes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent. The application of Carl Calvin Scott, 402 East 8th Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager, et al., was submitted. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote! "nyes," Councilmen Alford, Bartholomew, Gillis, and Mayor Millor: "nays," none; Councilmen Wolf absent. The application of Eugene Ybarbo Arechiga, 1205 Red River Stroet, for a taxicab driver's permit, recommended for approval by the Acting City Managor, et al., wan submitted. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote: "ayes," Councilmon Alford, Bartholomew, Gillis, and Mayor Miller: "naye," none; Councilman Wolf absent. The application of Sylvester Enoch Hinton, 812 West Elizabeth Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager, et al., was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following votes "ayes," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "nays," none; Councilman Wolf absent. The application of Nagle's Sandwich Shop, 2506) Guadalupe Street, for a wine and beer permit, duly approved, was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: "ayen," Councilmen Alford, Bartholomew, 011lis, and Mayor Miller; "naye," none; Councilman Wolf absent. The application of Motoramp Bowling Lanes, 711 Colorado Strept, for a wine and beer pormit, duly approved, was submitted. Councilman Alford moved that the pormit be granted. The motion carried by the following vote: "ayon," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nayn," none; Councilman Wolf absent. Acting City Manager Seaholm submitted a request from the Kiwanis Club for an additional appropriation for the Negro Nursery, the supervision and part maintenance of same having been assumed by said Club by reason of the recent withdrawal of Federal funds for this purpose. Mayor Miller then moved that the budget appropriation for the Negro Nursery be increased from Fifteen Dollars ($15.00) per month to Thirty-five Dollars ($35.00) per month. The motion carried by the following vote: "ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "nays," none; Councilman Wolf absent.
