272 REGULAR MEETING OF THE CITY COUNCIL: Austin, Texas, September 9. 1943 The City Council convened in Regular Session at the regular menting place in the Council Chamber at the Municipal Building on Thursday, September 9, 1943, at 10:35 A. M., with Mayor Tom Miller presiding. Roll call showed the following members presents Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; absent, Councilman Wolf. There were present also: J. E. Motheral, City Engineer; J. M. Patterson, Jr., Acting City Attorney; R. D. Thorp, Chief of Police; absent, Acting City Manager Seaholm. The minutes of the Regular Meeting of September 2, 1943, were read, and upon motion of Councilman Alford were adopted as read by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. The application of Eric L. Noble, Route 2, Box 89, for a taxicab driver's permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. The application of Clarence C. Hill, 2203 East 16th Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Naya," none; Councilman Wolf absent. The application of Alva Lee Jay, 2000 Sabine Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following voter "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. The application of RUTH'S CAFE, 1303 Lavaca Street, for a beer permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. The application of VICTOR GULLETT, 509 East 6th Street, for a wine and beer retailer's Permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Naye," none; Councilman Wolf absent. The application of OWL CAFE, 315 East 6th Street, for a wine and beer permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "Naya, " none; Councilman Wolf absont.
