REGULAR MEETING OF THE CITY COUNCIL: 2 313 Austin, Texas, December 02, 1943 The City Council convened in Regular Session at the regular meeting place in the Council Chamber at the Municipal Building on Thursday, December 2, 1943, at 11:10 A. M., with Mayor Tom Miller presiding. Roll call showed the following members presents Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; absent, Councilman Wolf. There were present also: Walter E. Seaholm, Acting City Manager; J. E. Motheral, City Engineer; J. M. Patterson, Jr., Acting City Attorney; and R. D. Thorp, Ohief of Police. The minutes of the Regular Meeting of November 24, 1943, were read; and upon motion of Councilman Alford were adopted as read by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. Dr... H. Givens and Mrs. K. Oraig Jones, representing the heirs to the property in question, appeared before the Council relative to the proposed purchase by the City of the property at 1175 Angelina Street for a Negro park, the City's offer for said property being $6000.00 and grantors retaining title to the improvements thereon. After some discussion, the matter was taken under advisement. Acting Oity Manager Seaholm submitted the following application for a private boat license, duly approved by the Lake Austin Navigation Board: Name and Address of Applicant Morris, Robert - Route 1, Box 505 Description of Boat Home-built, Outboard, 1938 Model, "Zimba," Johnson, 4-passenger Upon motion of Councilman Bartholomew, the application was granted by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. Mayor Miller introduced the following resolution, which was adopted unanimously by rising vote of the Council: (RESOLUTION) A. N. McCallum, Superintendent of our Public Schools for thirty-nine years, was taken by death November 20, 1943, at 11:30 A. M., at his home in Austin. He was born September 10, 1865, on a plantation near Alfordsville, North Carolina, moving to Texas in 1895, and to Austin in 1903. Enough cannot be said of his faithful career of public service as Austin's Public School Superintendent. For the full thirty-nine years of his service he was sincerely devoted to the welfare of our schools. Even after his retirement he was a generous and unselfish counsellor and advisor. His record as Public School Superintendent has no equal in Texas. Six mayors headed the Oity of Austin's administration during his tenure of office. Under him, the Austin schools expanded from a system poorly supported and inadequately housed to one of which every Austin citisen is proud, and for which every citizen is grateful. For endless years to come, the people of Austin will benefit by the acts and deeds of this beloved and worthy citisen as the children he loved and worked for take their places in the affairs of our community; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN; THAT the City Council joins with the people of Austin in mourning the death of A. N. McCallum, knowing that in his death the people of Austin and of Texas have suffered the loss of a valued citizen and a great educator whose wonderful character and foresight have played an important part in the development of our City. BE IT FURTHER RESOLVED: THAT in token of our esteem and sincere admiration for this beloved man, a copy of this Resolution 314 be entered in the minutes of the City Council, and a duly certified copy sent to the School Board; and that a copy of this Resolution, signed by the Members of the Council, be sent to Mrs.A.N.McCallum, to whom and to other members of the family, we extend our sincerest sympathy and condolence. The following resolution was introduced by Councilman Bartholomew: (Resolution) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTINS THAT Walter B. Seaholm, the Acting City Manager, be and he is hereby authorized and empowered to enter into and execute for and in the name of the City of Austin one certain written contract with the United States of America, pertaining to the storage, handling, and delivery of aircraft engine fuel to Army Air Forces at the Austin. Municipal Airport, said contract to be according to the terms of, and for the consideration stated in, the attached contract No. W33-038 ac-1676(11550).. BE IT FURTHER RESOLVED: THAT Miss Hallie Mckellar, City Clerk, is authorized to detach from this Resolution the above mentioned contract and to file the same in the Records of her office without copying the same into the minutes. Upon motion of Councilman Bartholomew, the foregoing resolution was adopted by the following Votet "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent, The application of Bert Buddy Parker, 303 East 7th Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager et al, was submitted. Councilman Alford moved that the application be granted. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, G11118, and Mayor Miller; "Naye," none; Councilman Wolf absent. Ukel Tomes Hamby, 509 East 15th Street, appeared before the Council in the interest of his application for a taxicab driver's permit, which had been recommended for denial by the Acting City Manager et al. After a consideration of the facts in the case, it was moved by Councilman Gillis that the applicant be granted a probationary permit for ninety days, such permit to become permanent at the expiration of that period if applicant's record is satisfactory; and further conditioned upon applicant's procuring a State Chauffeur's License and a recommendation from the Lightsey Cab Company, the terminal from which applicant proposes to operate. The motion carried by the following votes "Ayes, " Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. A committee from the Mexican M. E. Church appeared before the Council and asked that the delinquent taxes owing on a lot that their church is considering buying from 5. J. Fraser, colored, located at the corner of 9th Street and East Avenue, be remitted. It was the sense of the Council that the penalty and one-half the interest accrued on said taxes, amounting to $10.63 and $48.85 respectively, be remitted if said property is acquired by said church for church purposes.
