REGULAR EETING OF THE CITY COUNCIL: Austin, Texas, December 09, 1943 The City Council convened in Regular Sersion, at the regular meeting place in the Council Chamber at the Municipal Building on Thursday, December 9, 1943, nt 10:45 A. M., with Mayor Tom Miller presiding. Roll call showed the following members presents Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; absent, Councilman Wolf . There were present also: Walter E. Senholm, Acting City Mannger, J. E. Motheral, City Engineer, J. M. Patterson, Jr., Acting City Attorney; and R. D. Thorp, Chief of Police. The Minutes of the Reguler Meeting of December 2, 1943, were read and upon motion of Councilman Alford were adopted as rend by the following vote: "Ayes," Councilmen Alford, Bertholomew, Gillis, and Mayor Miller; "Nays," none; Councilman Wolf absent. Captain W. H. Farmer, U. S. Army Ordnance Depot, Messers I. R. Sheldon and J. H. Stakes, of the 8th Service Command District Office in Dallas, Texas, were present and discussed the request they had made for the opening of a street, at approximately 40th street where same would open into Camp Mabry, and the paving of same. This request was made because of the building of the Mabry Ordnance Shops, same being a part of the Ordnance Shops at Camp Normoyle, Техан. City Engineer Motheral advised the Council that the approximate cost of the opening and paving of the above street would be $3,195.00. Acting City Manager Seaholm recommended the expenditure of said amount for the opening and improving of West 40th street to provide an entrance to the Mabry Ordnance Shope. Councilman Gillis moved that the foregoing estimate be approved, and that the sum of $3,195.00 be approprirted out of the General Fund in payment of the cost of opening and improving the above named street. The motion corried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Millers "Naya," none; Councilman Wolf absent. The following ordinance was introduced by Councilman Gillis: AN ORDINANCE AMENDING THAT CERTAIN ORDINANCE REGULATING THE LICENSING AND OPERATION OF BICYCLES IN THE CITY OF AUSTIN, PASSED BY THE CITY COUNCIL APRIL 3, 1941, RECORDED IN BOOK "L" PAGED 120-125, OF THE ORDINANCE RECORDS OF THE CITY OF AUSTIN, AND DESIGNATED AS ARTICLE VIII OF THE TRAFFIC CODE OF SAID CITY, BY AMENDING SECTION 81(b) TO REQUIRE THAT LICENSES BE ATTACHED TO THE BICYCLE FRAME, AMENDING SECTIO.. 81(c) TO PROVIDE THAT BICYCLES WITHOUT LICENSES MAY BE IMPOUNDED, REPMALING ALL ORDINANCES IN CONFLICT HEREWITH, PROVIDING A SAVINGS CLAUSE, AND DECLARING AN EMERGENCY., The Ordinance wes rend the first time and Councilmen Gillis moved that the rule be suspended and the Ordinance be placed on its second ronding. The motion carried by the following votos "Ayer," Councilmen Alford, Bartholomew, Oillis, and Mayor Miler: "Naye," nore; Councilmen Wolf absent. The Ordinance was then rend the second time and Councilmen Alford moved that the rule bo puspended and the Ordinance be placed on ite third rending. The motion carried by the following vote: "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller; "Naya," none; Councilmon Wolf absent. The Ordinence was then read the third time and Councilmen 71llie moved that the Ordinance be finally passed. The motion corried by the following vote: "Ayes," Councilmen Alford, Bertholomew Gillis, and Mayor Miller; "Nays," none; Councilmen Wolf absent. A public hearing on the appeals of taxpayers from the valurtions placed by the Borrd of Equalization for the year 1943 was called for Thursday, December 16, at 3:00 P. K., and the Acting City Manager was instructed to give notice of said meeting to appellants, 315 316 Upon the recommendation of the Chief of Police, approved by the City Manager, the Taxicob driverta permit granted Troy William Hickson, 704 Enst 1'th street, was cancelied, with the following vote provailing on the motion made by Councilmen Alford: "Ayer," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "Noyes," none; Councilman Wolf absent. The following resolution was introduced by Councilmen Portholomew: (RESOLUTION) WHEREAS, the Texne Public Service Company has conducted a leakage survey on luocen Street from the south line of West 22nd Street to the south line of West 23rd Street; and WHEREAS, numerous of leaks were found which pre herardour to the weneral public; and WHEREAS, the Texas Public Service Company has requested permission to cut the pavement in the forementioned block at twelve-foot intervals in order to repair leaks at each bell joint and also to cut
