316 Upon the recommendation of the Chief of Police, approved by the City Manager, the Taxicob driverta permit granted Troy William Hickson, 704 Enst 1'th street, was cancelied, with the following vote provailing on the motion made by Councilmen Alford: "Ayer," Councilmen Alford, Bartholomew, Gillin, and Mayor Miller; "Noyes," none; Councilman Wolf absent. MAYOR REGULAR MEETING OF THE CITY COUNCIL: Austin, Texar, December 16, 1943 The City Council convened in Reguler Session, at the regular meeting place in the Council Chamber at the Municipal Building, on Thursday, December 16, 1943, at 10:45 A. N., with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Alford, Bartholomew, illis, and Mayor Miller; "Nays," none; Councilman Wolf absent. The minutes of the Reguler Meeting of December 9, 1943, were rend, and upon motion of Counciln Alford, were adopted an rend by the following vote: "Ayer," Councilmen Alford, Bartholomew, Fillin, and Mayor Miller; "Nayr," none; Councilmen Wolf absent. The application of Oran Dabney, 210 East 14th Street, for taxicob driver's permit was submitted. Councilmen Alford moved that the permit be granted. The motion corried by the following vote: "Aves," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller: "Noye," none; Councilmen Wolf brent. The following resolution was introduced by Councilmen Portholomew: (RESOLUTION) WHEREAS, the Texne Public Service Company has conducted a leakage survey on luocen Street from the south line of West 22nd Street to the south line of West 23rd Street; and WHEREAS, numerous of leaks were found which pre herardour to the weneral public; and WHEREAS, the Texas Public Service Company has requested permission to cut the pavement in the forementioned block at twelve-foot intervals in order to repair leaks at each bell joint and also to cut the pavement and widewalk aron at all service locations in order to make the necessary repoire to their main; and WHEREAS, paid compony has agreed to repair said street and sidewalk ares in accordance with the direction of the City Engineer, and to pay all expenses incidental to the restoration of maid pavement and sidewalk area; and WHEREAS, said request has been reviewed and considered by the City Council of the City of Auctin; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: : THAT the Texas Public Service Company be permitted to cut the pavement in Nueces Street from the routh line of West 22nd Street to the south line of West 23rd Street at twelve-foot intervals in order to repair leaks at each bell joint and also to cut the pavement and sidewalk area at all service locntions in order to make the necessary repairs to their gas main. Upon motion of Councilman Bartholomew, the foregoing resolution was adopted by the following votes "Ayes," Councilmen Alford, Bartholomew, Gillis, and Mayor Miller: "Nays," none; Councilman Wolf absent. The following resolution was introduced by Councilman Gillist (RESOLUTION) WHEREAS, the General Budget for the City of Austin, Texas, for the year 1944 has been prepared by the Acting City Manager, and was filed in tentative form with the City Clerk of the City of Austin on November 26, 1943, for public inspection; and WHEREAS, the law requires that the City Council shall provide for a public hearing on such budget, which hearing shall take place on some date to be fixed by the City Council not less than fifteen days subsequent to the time such budget is filed; and that public notice shall be given that on the date of hearing, the budget prepared by the City Manager will be considered by the City Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT a public hearing on said General Budget of the City of Austin for the year 1944 will be held in the Municipal Building in the City of Austin, situated at the corner of Eighth and Colorado Streets in the City of Austin, nt 11 o'clock A. M. on the 23rd day of December, 1943, and that adequate notice of such hearing be published in the newspaper. Upon motion of Councilman Gillis, the foregoing resolution was adopted by the following votes "Ayes," Councilmen Alford, Bartholomew, Gillie, and Mayor Miller; "Nays," none; Councilman Wolf absent. There being no further business, upon motion neconded and corried, the meeting war recessed to eight o'clock P. MAYOR 317 318 3.0 NIGHT SESSION OF THE CITY COUNCIL: Austin, Texan, December 16, 1943 The City Council reconvened at eight o'clock P. M., in the Council Chamber at the Municipal Building, with Mayor Tom Miller presiding. Roll call showed the following members present: Councilmen Bartholomew, Gillis, and Mayor Miller; absent, Councilmen Alford and Wolf. There were present also: Walter E. Sonholm, Acting City Manager; J. M. Patterson, Acting City Attorney; and T. B. Marshall, Tax Assessor and Collector. The Mayor stated that the meeting was called for the purpose of considering the appoals of taxpayers from the action of the Board of Equalization for the year 1943, and the following appellanta then appeared and were heard: Walter R. Smith protested the raise in valuation on the equipment of the Bowling Center located at 417 West 6th Street from $7000 to $12,500; and asked that same be reduced to $7000, the valuation for 1942. Upon motion, seconded and carried, the request was granted; and the Tax Assessor and Collector was instructed to change his rolls accordingly. Max Silberstein protested the raise in voluntion on the rear of the lot at the southwest corner of 12th and Angelina Streets from $350 to $470. It was the sense of the Council that no change be made in the valuation of $470 as placed by the Board of Equalization. Max Silberstein protested the raise in valuation on the building located at 319 East 6th Street from $2200 to $2535. Upon motion, seconded and carried, the valuation on said building was reduced to $2370, and the Tax Assessor and Collector was instructed to change his rolls accordingly. Messrs. Williams and Burns, ropresenting the A&P Stores, protested the valuation placed on their merchandise; and asked that the Council accept their inventory figures on same instend of the Board'a. Upon motion, seconded and carried, the valuation on the merchanidse was placed at $6000, and the valuntion on the furniture and fixtures of $2035 was allowed to stand. The written protest of J. B. Robertson, et al, was read and ordered filed, but no action on some was taken. There being no other protests for consideration, the meeting was then recessed at 9:45 P.
