547 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Recessed Meeting August 01, 1944 8:00 P.M. Council Chamber, City Hall 549 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Bartholomew, Gillis, Mayor Miller 3 Absent : Councilmen Alford and Wolf 2 Present also: Walter E. Seaholm, Acting City Manager; J. E. Motheral, City Engineer; Members of the City Plan Commission; G. S. Moore, City Planning Engineer; and a large delegation of citizens. Mayor Miller announced that the meeting was called for the purpose of discussing with the City Plan Commission and all interested citizens the matter of a low water dam for Austin, but before going into the matter would first present Congressman Lyndon Johnson, who would address the meeting. Thereupon Congressman Johnson spoke at length on postwar plans, particularly those affecting Austin and surrounding territory, and reviewed a plan outlined by Judge Weaver Baker, Chairman of the Board of Control, whereby the United States Government would turn over to the State such Army and Navy camps as would be abandoned after the war, to be converted into centers for the training of juvenile delinquents and the care of tuberculous persons. It was then moved by Mr. Ed Clark, seconded by Mr. Will Caswell, that the group present go on record as publicly indorsing and approving generally the plan outlined by Judge Baker; and that the Mayor, the City Plan Commission, and the Chamber of Commerce familiarize themselves with, and begin the study of, said plan in order to render every assistance possible in seeing that the project is carried out. The motion carried unanimously. The question of a low water dam was then discussed. Dr. John H. Frederick, President of the Chamber of Commerce, declared that his organization was in favor of building the dam, and had been behind the project for many years. 52 CITY OF AUSTIN, TEXAS 550 Mr. R. E. Janes, President of the R. E. Janes Gravel Company, submitted a proposal from the floor to the effect that if the City and the State would permit him to go ahead with his gravel excavations along the Colorado River bed, in time he would have the channel of the River dredged to such depth as would create a beautiful lake for the City, without cost to the City, the State, or the taxpayers. Following the discussion, in which all present were given an opportunity to participate, the Mayor announced that, it appearing to be the consensus of opinion of the group present that the low water dam should be built, the next step would be to arrange for a meeting with the Lower Colorado River Authority and go into the matter, employ engineers, determine what overflow land will have to be acquired, etc., in order to be in a position to go ahead with the project if it is found feasible to do so. Thereupon the Mayor requested Mr. Raymond S. Brooks, Secretary of the Lower Colorado River Authority, to arrange for such meeting. The meeting was then adjourned at 11:00 P. Μ.
