Council Chamber, City Hall 586 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Absent : Councilman Wolf - 1 - 14 Present also: Walter E. Seaholm, Acting City Manager; J. E. Motheral, City Engineer; J. M. Patterson, Jr., Acting City Attorney; and R.D. Thorp, Chief of Police. The minutes of the Regular Meeting of August 31, 1944, were read, and on motion of Councilman Alford, were adopted as read by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf The application of BIG BEAR FOOD STORE, 310 South Congress Avenue, by H. J. Arnold, owner, for a package store permit, duly approved by the Acting City Manager, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf The application of JAMES MADISON HICKMAN, 1001 West 44th Street, for a taxicab driver's permit, duly approved by the Acting City Manager, was submitted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf The following report of the City Engineer on bids for the construction of a storm sewer on Kinney Avenue and concrete culverts on Windsor Road and Chestnut Street received and opened on September 6 and referred to him for tabulation, was submitted: "September 6, 1944 Memorandum to Mr. Seaholm: Bids were received and opened at 10:00 A. M. on Wednesday, September 6, for the construction of a storm sewer on Kinney Avenue, a reinforced concrete culvert on Windsor Road, and a reinforced concrete culvert on Chestnut Avenue. In each case the low bidder for the culverts is Howard Wilson. The bids on the Kinney Avenue storm sewer we feel are exceptionally high, and recommend that all bids be rejected and new bids received at a later date. Yours very truly, /8/ J. E. Motheral. " It was then moved by Councilman Gillis that, in accordance with the recommendation of the City Engineer, the bid of HOWARD WILSON, in the amount of $4,204.4 3, for the construction of a reinforced concrete culvert on Windsor Road at Sharon Lane, be accepted as the lowest and best bid, and that the Acting City Manager be authorized to enter into contract accordingly. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf It was then moved by Councilman Gillis that, in accordance with the recommendation of the City Engineer, the bid of HOWARD WILSON, in the amount of $2,160.97, for the construction of a reinforced concrete culvert on Chestnut Avenue south of 16th Street, be accepted as the lowest and best bid, and that the Acting City Manager be authorized to enter into contract accordingly. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf It was the sense of the Council that, in accordance with the recom mendation of the City Engineer, all bids for the construction of the storm sewer on Kinney Avenue be rejected as being too high. A memorandum from the Tax Assessor and Collector and the Acting City Attorney, recommending that the offer of Sallie Mae Green to purchase Lot 20, Block B-5, Sweetman's Addition, for a consideration of $200.00, the City having tax title to same, be accepted, was submitted. After some discussion, the matter was referred to Councilman Gillis for further investigation and recommendation.
