71 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting February 8,1945 10:55 Α.Μ. Council Chamber, City Hall 271 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf -5 Absent : None Present also: Walter E. Seaholm, Acting City Manager; J. E. Motheral, City Engineer; W. T. Williams, Acting City Attorney; and R. D. Thorp, Chief of Police. The minutes of the Regular Meetings of January 25 and February 1, 1945, were read, and on motion of Councilman Bartholomew were adopted as read by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf Noes: None Dean T. H. Shelby and Mr. J. P. Gibbs came before the Council in regard to Boy Scouts Week anniversary, and asked that the Mayor issue a proclamation designating the week of February 8-14 as NATIONAL BOY SCOUTS WEEK. The request was granted. Major Horace H. Shelton, representing the Veterans of Foreign Wars, came before the Council and asked that the Texas State Guard be granted the use of the recruiting station in front of the Paramount Theatre, recently vacated by the WACS, for recruiting purposes. The request was granted. A committee from the Negro Citizens Council, with Dr. E. H. Givens as spokesman, came before the Council and submitted their recommendations in writing for certain needed improvements in East and West Austin; and asked particularly that the following be done: (1) Extension of recreational facilities to the school grounds in West Austin the same as with the other schools of the City; and to the South Austin school when a suitable location for the school is found; 27 CITY OF AUSTIN, TEXAS 272 (2) Construction of bridges on 8th, 9th, and 10th Streets between Red River Street and East Avenue; 13th Street between Red River and Neches Streets; 16th Street between Chestnut and Singleton Streets near the New Hope Church; and also a street light at said Church; (3) Opening of the streets from 7th to 12th, from Chicon Street east; (4) Employment of Negro nurses for Negroes at Brackenridge Hospital in order to release more white nurses for military duty; (5) Extension of the pavement on East 12th Street from Hargrave Street to Evergreen Cemetery; (6) Elimination of insanitary and unsightly condition at Rosewood Avenue and Angelina Street; (7) Stop signs at 11th and 12th Streets on Rosewood Avenue, and at 12th Street and San Benard Street. In compliance with the above requests, it was the sense of the meeting that the pavement on 12th Street be extended to Evergreen Cemetery, and the City Engineer was instructed to prepare an estimate of the cost of same; that the complaint of insanitary condition at Rosewood Avenue and Angelina Street be referred to the Health Department; that the matter of stop signs at 11th Street and Rosewood Avenue and other streets be referred to the Police Department; and that the remaining requests be taken under consideration. The application of Pfc. RICHARD V. EDGAR, 1416 Newfield Lane, for renewal of the taxicab driver's permit heretofore issued to him, duly approved by the Acting City Manager, was submitted. Councilman Alford moved that the application be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf Noes: None The application of TONY CARNATION, 1628 East 3rd Street, for a taxicab driver's permit, recommended for approval by the Acting City Manager, was submitted. Councilman Bartholomew moved that the permit be granted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf Noes: None The application of NOGLES, 2508 Guadalupe Street, for a Wine and Beer Retailer's permit, recommended for approval by the Acting City Manager, was submitted. Councilman Alford moved that the license be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf Noes: None Councilman Alford offered the following resolution and moved its adoptions (RESOLUTION) WHEREAS, Texas Public Service Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets in the City of Austin hereafter named, and said maps or plans have been considered by the City Council; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Texas Public Service Company be, and the same is hereby, permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in EAST 10TH STREET from a point 76 feet west of Navasota Street easterly 46 feet, the centerline of which gas main shall be 7½ feet south of, and parallel to, the north property line of said East 10th Street. Said gas main described above shall have a cover of notless than 2 feet. (2) A gas main in WEST 12TH STREET from a point 70 feet west of West Lynn Street westerly 474 feet, the centerline of which gas main shall be 7 feet south of, and parallel to, the north property line of said West 12th Street. Said gas main described above shall have a cover of notless than 2 feet. (3) A gas main in CHESTNUT AVENUE from a point 125 feet north of East 12th Street northerly 56 feet, the centerline of which gas main shall be 7½ feet west of, and parallel to, the east property line of said Chestnut Avenue. Said gas main described above shall have a cover of notless than 2 feet. 274 CITY OF AUSTIN, TEXAS 274 (4) A gas main in SANTA ROSA STREET from a point 184 feet west of Prowse Lane westerly 611', the centerline of which gas main shall be 65 feet south of, and parallel to, the north property line of said Santa Rosa Street. Said gas main described above shall have a cover of not less than 22 feet. (5) A gas main in MATAMORAS STREET from Santa Rosa Street northerly 99 feet, the centerline of which gas main shall be 6 feet west of, and parallel to, the east property line of said Matamoras Street. Said gas main described above shall have a cover of not less than 25 feet. (6) A gas main in BOB HARRISON STREET from a point 14 feet east of San Bernard Street easterly 96 feet, the centerline of which gas main shall be 35 feet south of, and parallel to, the north property line of said Bob Harrison Street. The Texas Public Service Company is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Texas Public Service Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments, they shall apply to the City Engineering Department not less than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. And that whenever pavement is cut in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. That the work and laying of said gas mains, including the excavation in the streets and the restoration and maintenance of said streets after said mains have been laid, shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchise granted to said Company by the City of Austin. The motion carried by the following vote: 276 CITY OF AUSTIN, TEXAS 276 Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf Noes: None Acting City Manager Seaholm submitted the following recommendations to the City Council: (1) That all City employees drawing less than $300.00 per month be granted an increase in pay of seven cents (74) per hour, effective February 1, 1945; such increase not to apply to seasonal employees and those of similar nature; (2) That sick leaves for City employees be made cumulative covering a maximum period of ninety (90) days; (3) That day laborers, after they have been in the employment of the City for one year, be granted vacations with pay the same as monthly employees. Councilman Bartholomew moved that the foregoing recommendations of the Acting City Manager be approved. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller, and Councilman Wolf Noes: None There being no further business, upon motion seconded and carried, the meeting was recessed at 12:15 P.
