314 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting March 22,1945 Council Chamber, City Hall 314 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Absent : Councilmen Alford, Gillis, Mayor Miller Councilmen Bartholomew and Wolf 2 -3 Present also: Walter E. Seaholm, Acting City Manager; J.E. Motheral, City Engineer; W. T. Williams, City Attorney; and R. D. Thorp, Chief of Police. The minutes of the Regular Meeting of March 15, 1945, were read, and on motion of Councilman Alford, were adopted as read by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller Noes: None Absent: Councilmen Bartholomew and Wolf The application of PAPE'S CAFE, 302 East 5th Street, for a beer license, approved by the Acting City Manager, was submitted. Councilman Alford moved that the license be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller Noes: None Absent: Councilmen Bartholomew and Wolf The application of JOHN T. SHACKLES, 1129 East 11th Street, for a license to operate as a taxicab a 1938 Model Ford Coach, Motor No.18-4528738, License No. F-S-2090, to replace Taxicab License No. 31 cancelled by Johnny Mason Holmes, recommended for approval by the Acting City Manager, was submitted. Councilman Gillis moved that the license be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller Noes : None Absent: Councilmen Bartholomew and Wolf The application of HILLARD EDWARD ARRINGTON, 2619 Lake Austin Boulevard, for a taxicab driver's permit, approved by the Acting City Manager, was submitted. Councilman Alford moved that the permit be granted. The motion carried by the following vote: 315 CITY OF AUSTIN, TEXAS 315 Ayes : Noes: Councilmen Alford, Gillis, Mayor Miller None Absent: Councilmen Bartholomew and Wolf Acting City Manager Seaholm submitted a written request from the Library Commission asking that the name of the Colored Branch of the Austin Public Library be changed to the George Washington Carver Branch. Councilman Gillis then offered the following resolution: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the name of COLORED BRANCH OF THE LIBRARY be, and it is hereby, changed to GEORGE WASHINGTON CARVER BRANCH OF THE AUSTIN PUBLIC LIBRARY, in honor of the memory of the famous negro scientist. Upon motion of Mayor Miller, the resolution was adopted by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller Noes : None Absent: Councilmen Bartholomew and Wolf Mayor Miller offered the following resolution and moved its adoption: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the City Clerk be, and she is hereby, requested to convey to the Legislature of the State of Texas an expression of appreciation by the City of Austin, in behalf of its citizens and other citizens of Texas who are so journing in the City, for the grant to the City of Austin of the privilege of protecting the water supply of the City and enabling the City to protect the health and general welfare of the public by installing a system of sanitary protection and removing pools of stagnant water along the banks of the Colorado River; constructing civic improvements and extending police protection to that uninhabited area. BE IT FURTHER RESOLVED that the good will and good wishes of the City of Austin be extended to the members of the Senate and House of Representatives with assurance of appreciation of any suggestions looking to the beautification of our Capital City, which suggestions are here now invited. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller Noes: None Absent: Councilmen Bartholomew and Wolf BERNIE THOMAS SCANTLEN, 1705 Eva Street, appeared before the Council in behalf of his application for a taxicab driver's permit, which had been recommended for denial. After considering the facts in the case, it was moved by Mayor Miller that applicant be granted a probationary 310 CITY OF AUSTIN, TEXAS 316 permit for sixty days to drive a taxicab, and that he report to the Chief of Police in the meantime. vote: Ayes : Noes: The motion carried by the following Councilmen Alford, Gillis, Mayor Miller None Absent: Councilmen Bartholomew and Wolf The following resolution was introduced: (RESOLUTION) WHEREAS, the City of Austin taxes for the years 1941 and 1942 were assessed in the name of Mrs. K. Shipley on personal property in the City of Austin, Travis County, Texas; said taxes for said years being in the amount of $8.38, and for non-payment of same at maturity, penalty in the sum of $0.42 has been assessed, and interest in the amount of $1.26 has accrued, making the total amount of taxes, penalty and interest due $10.06; and WHEREAS, the City Council of the City of Austin deems it just and equitable to remit said penalty in the sum of $0.42, and said interest in the sum of $1.26; therefore, BE IT RES OLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the aforesaid penalty in the sum of $0.42 and the interest in the sum of $1.26 are hereby remitted, and the Tax Assessor and Collector of the City of Austin is hereby authorized and directed to charge said penalty in the sum of $0.42 and said interest in the sum of $1.26 off his rolls and to issue to the party entitled to receive same a receipt in full upon the payment of the aforesaid taxes and interest. Upon motion, the resolution was adopted by the following vote: Ayes: Councilmen Alford, Gillis, Mayor Miller Noes: None Absent: Councilmen Bartholomew and Wolf The following resolution was introduced: (RESOLUTION) WHEREAS, the City of Austin taxes for the year 1942 were assessed in the name of Mrs. Rose Shipley on Lot 4, Block 1, Bryker Woods F. Plat 209, in the City of Austin, Travis County, Texas; said taxes for said year being in the amount of $11.16, and for non-payment of same at maturity, penalty in the sum of $0.56 has been assessed, and interest in the amount of $1.32 has accrued, making the total amount of taxes, penalty and interest due $13.04; and WHEREAS, the City Council of the City of Austin deems it just and equitable to remit said penalty in the sum of $0.56, and said interest in the sum of $1.32; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the aforesaid penalty in the sum of $0.56 and the interest in the sum of $1.32 are hereby remitted, and the Tax Assessor and Collector 3/7 CITY OF AUSTIN, TEXAS 317 of the City of Austin is hereby authorized and directed to charge said penalty in the sum of $0.56 and said interest in the sum of $1.32 off his rolls and to issue to the party entitled to receive same a receipt in full upon the payment of the aforesaid taxes and interest. Upon motion, the resolution was adopted by the following vote: Ayes Noes : Councilmen Alford, Gillis, Mayor Miller : Absent: None Councilmen Bartholomew and Wolf The following resolution was introduced: (RESOLUTION) WHEREAS, the City of Austin taxes for the years 1940 to 1943, both inclusive, were assessed in the name of Herbert J. Fischer on the following described property in the City of Austin, Travis County, Texas: 50 x 128', Lot E, Outlot 5, Division E, Plat 93; Lots 19, 20, 21, Block E, Outlot 2, Division 2; Lot 22, Block A, Outlot 2, Division Z; Lot 112, Tarry-Town No. 6, Plat 156; Lot 111, Tarry-Town No. 6, Plat 156; said taxes for said years being in the amount of $1019.70, and for nonpayment of same at maturity, penalty in the sum of $50.99 has been assess- ed, and interest in the amount of $149.52 has accrued, making the total amount of taxes, penalties and interest due $1220.21; and WHEREAS, the City Council of the City of Austin deems it just and equitable to remit said penalty in the sum of $50.99 and one-half of the interest in the sum of $74.76; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the aforesaid penalty in the sum of $50.99 and one-half of the interest in the sum of $74.76 are hereby remitted, and the Tax Assessor and Collector of the City of Austin is hereby authorized and directed to charge said penalty in the sum of $50.99 and said interest in the sum of $74.76 off his rolls and to issue to the party entitled to receive same a receipt in full upon the payment of the aforesaid taxes and one-half of the interest as aforesaid.
