347 CITY OF AUSTIN, TEXAS 347 MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Adjourned Meeting May 01, 1945 10:30 Α.Μ. Council Chamber, City Hall The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Absent : Councilman Wolf 1 - - 4 Present also: Walter E. Seaholm, Acting City Manager; and W. T. Williams, City Attorney. The Mayor announced that the meeting was called for the purpose of installing and organizing the newly-elected City Council, and of electing cer- tain appointive officers. The Oath of Office was then administered by City Attorney Williams to the following Councilmen-elect: CHAS. F. ALFORD, EUGENE C. BARTHOLOMEW, SIMON GILLIS, and TOM MILLER. The Oath of Office of Councilman-elect OSWALD G. WOLF, on active duty with the United States Navy, was executed by him and forwarded by mail. The election of a Mayor and Mayor Pro tem. for the ensuing two years was the next order of business. / Councilman Bartholomew then nominated Councilman Tom Miller for Mayor. The nomination was seconded by Councilman Alford. There being no other nominations, Councilman Bartholomew took the chair and ordered the roll called on the nomination by him, with the following result: Ayes : Councilmen Alford, Bartholomew, and Gillis Noes : None Absent: Councilman Wolf Present but not voting: Councilman Miller Thereupon Councilman Tom Miller was declared the duly elected Mayor, who resumed the chair, and, in a brief address to the City Council expressed his appreciation to them for the confidence they had imposed in him by again re-electing him as Mayor. Councilman Alford then nominated Councilman Eugene C. Bartholomew for Mayor Pro tem. The nomination was seconded by Councilman Gillis. There 348 CITY OF AUSTIN, TEXAS 348 being no other nominations, the roll was ordered called on the nomination by Councilman Alford, with the following result: Ayes Noes : Councilmen Alford, Gillis, Mayor Miller : None Present but not voting : Councilman Bartholomew Absent : Councilman Wolf Thereupon the Mayor declared Councilman Bartholomew duly elected Mayor Pro Tem. The election of appointive officers was the next order of business. Mayor Miller then nominated J. W. MAXWELL as Judge of the Corporation Court. The nomination was seconded by Councilman Gillis. There being no other nominations, the roll was ordered called on the nomination by Mayor Miller, with the following result: Ayes : Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes : None Absent: Councilman Wolf Thereupon the Mayor declared J. W. Maxwell duly elected Judge of the Corporation Court. Councilman Alford then nominated O. P. BONNER as Clerk of the Corporation Court. The nomination was seconded by Councilman Bartholomew. There being no other nominations, the roll was ordered called on the nomination by Councilman Alford, with the following result: Ayes Noes : Councilmen Alford, Bartholomew, Gillis, Mayor Miller None Absent: Councilman Wolf : Thereupon the Mayor declared O. P. Bonner duly elected Clerk of the Corporation Court. Mayor Miller then nominated WALTER E. SEAHOLM as City Manager. The nomination was seconded by Councilman Gillis. There being no other nominations, the roll was ordered called on the nomination by Mayor Miller, with the following result: Ayes: Noes : None Absent: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Councilman Wolf Thereupon the Mayor declared Walter E. Seaholm duly elected City Manager. Mayor Miller then nominated Dr. J. M. COLEMAN as City Health Officer. The nomination was seconded by Councilman Gillis. There being no other nominations, the roll was ordered called on the nomination by Mayor Miller, with the following result: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes : None Absent: Councilman Wolf Thereupon the Mayor declared Dr. J. M. Coleman duly elected City Health Officer. Councilman Gillis then nominated KURT R. MEYER as a member of the Board of Equalization for the two-year term expiring May 1, 1947. There being no other nominations, the roll was ordered called on the nomination by Councilman Gillis, with the following result: Ayes : Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: Absent: Councilman Wolf None Thereupon the Mayor declared Kurt R. Meyer duly elected as a member of the Board of Equalization. Councilman Gillis then nominated OTIS VAUGHN as Plumbing Inspector The nomination was seconded by Councilman Bartholomew. There being no other nominations, the roll was ordered called on the nomination by Councilman Gillis with the following result: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf Thereupon the Mayor declared Otis Vaughn duly elected Plumbing Inspector. City Manager Seaholm then expressed his appreciation to the City Council for the cooperation given him in carrying out the duties of the office of City Manager for the past two years, declaring that it had been a pleasure to serve with them.
