350 CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting May 03, 1945 11:00 Α.Μ. Council Chamber, City Hall 350 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Alford, Bartholomew, Gillis, Mayor Miller- 4 Absent:: Councilman Wolf-1 Present also: Walter E. Seaholm, City Manager; W. T. Williams, City Attorney; and J. E. Motheral, City Engineer; R. D. Thorp, Chief of Police. On motion, the reading of the minutes was dispensed with. The application of SQUARE DEAL TAVERN, 412 East 6th Street, for a wine and beer license, duly approved by the City Manager, was submitted.Councilman Alford moved that the license be granted. The motion carried by the following vote: Ayes : Councilmen Alford, Bartholomew, Gillis, Mayor Miller : None Absent: Councilman Wolf Noes The application of JOHN G. FARMER, 300 Congress Avenue, for a license to operate as a taxicab a 4-door Buick Sedan, 1940 Model, Factory No. 53876676, State License (1945) No. FT-1297, to replace Taxicab License No. 13, cancelled by E. M. Powell, duly approved by the City Manager, was submitted. Councilman Gillis moved that the application be approved. The motion carried by the following vote: Ayes : Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes : None Absent: Councilman Wolf The application of JACK LAMAR WALKER, Court 6, Apartment 8, Rosewood Project, for a taxicab driver's permit, duly approved by the City Manager, was submitted. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote: Ayes Noes : : Councilmen Alford, Bartholomew, Gillis, Mayor Miller None Absent: Councilman Wolf 351 CITY OF AUSTIN, TEXAS 351 ion: Councilman Gillis offered the following resolution and moved its adopt(RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT Walter E. Seaholm, City Manager of the City of Austin, be, and he is hereby authorized and directed to enter into a contract with Horace Richardson to purchase Lot 8, Block 2, Outlot 61, Division "B", in the City of Austin, for the sum of $481.30, payable in monthly installments of $10.00 each, with interest on deferred payments at 6% per annum; upon receipt of which the City of Austin will convey its title to said property to the said Horace Richardson. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf Mrs. J. T. Eaves and others came before the Council and submitted a petition signed by residents in the neighborhood, asking for the removal of a trailer camp in the 1400 block of East 2nd Street. to the City Attorney for attention. The matter was referred THOMAS ALTON TAYLOR, 1304 Rio Grande Street, came before the Council to appeal his application for a taxicab driver's permit which had been recommended for denial. After considering the appeal, it was moved by Mayor Miller that applicant be granted a 90-days probationary permit to drive a taxicab, and that he report to the Chief of Police in the meantime. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes : None Absent: Councilman Wolf Mr. Murray Graham came before the Council and protested against the policy adopted by the City requiring that curbs and gutters be put in before the streets are paved, on the ground that it would work a hardship on promoters of subdivisions, stating that as a member of the City Plan Commission he was not present at the meeting that the Commission voted to indorse said policy. An extended discussion of the matter was then entered into, Mr. Graham protesting also against the increased cost of paving to the property owner, declaring that he could get the work done at less cost by private contract; and the Mayor tentatively proposing that the City pay for one thousand or two thousand feet of curb and gutter along the property of Mr. Graham in return for the right-of-way on Jefferson Street and other streets donated by him to the City; and, if legal, consider allowing him to pave some street by private contract, the City furnishing the base, as an experiment to determine whether such paving could be done cheaper than the City is doing the work. No formal action on the above matter was had by the Council. 354 CITY OF AUSTIN, TEXAS 352 Mayor Miller offered the following resolution: (RESOLUTION) WHEREAS, in Cause No. 130 CIVIL styled UNITED STATES OF AMERICA VS. 45.45 ACRES OF LAND IN TRAVIS COUNTY, TEXAS, AND WOODWARD MANUFACTURING COMPANY, ET AL, the Judge of the United States District Court for the Western District of Texas, Austin Division, has caused an appraisement to be made by Special Commissioners appointed by that Court, for the purpose of fixing the values upon that part of Del Valle Airfield Railroad Spur Project, hereinafter mentioned; and WHEREAS, the values fized by said Special Commissioners are in all things satisfactory to the City Council of the City of Austin; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT the following valuations fixed by the Special Commissioners be, and the same are hereby approved and authorized to be paid from the monies furnished by the City of Austin to the United States Government for that purpose: TRACT NO.
