Austin Drops Daylight Saving, Boosts Infrastructure

CITY OF AUSTIN, TEXAS MINUTES OF THE CITY COUNCIL CITY OF AUSTIN, TEXAS Regular Meeting September 27, 1945 10:55 Α. Μ. Council Chamber, City Hall 507 The meeting was called to order, with Mayor Miller presiding. Roll call Present: Councilmen Alford, Bartholomew, Gillis and Mayor Miller. Absent: Councilman Wolf Present also: Guiton Morgan, City Manager; J. E. Motheral, City Engineer; W. T. Williams, City Attorney; R. D. Thorp, Chief of Police. The minutes of the regular meetings of September 13 and September 20, 1945, were read, and on motion of Councilman Alford, were adopted as read by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: Absent: None Councilman Wolf Councilman Bartholomew offered the following resolution and moved its adoption: .לא (RESOLUTION) WHEREAS, the Missouri-Kansas-Texas Railroad Company of Texas has made application to the City of Austin for permission to build a loading and unloading platform on a portion of that certain property owned by said railroad company and which is located adjacent to an alley-way which extends east and west through that block of land situated in the City of Austin, Travis County, Texas, said block of land being bounded on the west by Brazos Street; on the north by Fourth Street; on the east by San Jacinto Street; and on the south by Third Street, and WHEREAS, a plan has been presented, showing the proposed layout and said plan has been considered and approved by the City Council of the City of Austin, therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT permission is hereby granted to the Missouri-Kansas-Texas Railroad Company of Texas, owner of the property located adjacent to an alley which extends east and west through that block of land situated in the City of Austin, Travis County, Texas, said block of land being bounded on the west by Brazos Street; on the north by Fourth Street; on the east by San Jacinto Street; and on the south by Third Street, to construct a loading and unloading platform on a portion of its above mentioned property, and وز 508 CITY OF AUSTIN, TEXAS the west ninety (90) feet of said alley, subject to the condition that the same be constructed in accordance with the plan approved by the City Engineer, which plan is hereto attached and marked A-21923 and dated June 8, 1945, and also in accordance with the following conditions: (1) That all costs of construction of said platform shall be borne by the Missouri-Kansas-Texas Railroad Company of Texas. (2) That said platform shall be subject to use by the general public for the purpose of loading and unloading of heavy equipment. (3) That the Missouri-Kansas-Texas Railroad Company, at its own expense, shall remove said platform immediately upon written request by the City of Austin, signed by the City Manager. If not so removed upon such request, the City of Austin may, at its option, remove the same and by accepting the privilege hareby granted the said Railroad Company agrees to pay to the City of Austin all expenses in any manner incident to such removal. (4) That the area immediately north of the proposed platform location shall remain open for use by the general public. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis and Mayor Miller Noes: None Absent: Councilman Wolf The Mayor presented the request of Tony Carnation and Joseph Coss to change the name of VETERAN'S TAXI COMPANY to RED AND WHITE TAXI COMPANY because it had been found that the word "VETERAN" could not be used. Councilman Alford moved that this request be granted and the motion prevailed by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis and Mayor Miller Noes: None Absent: Councilman Wolf The application of WILLIAM JOHNNIE PIPER, Route 5, Box 283, for a taxicab driver's permit, duly approved by the City Manager, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis and Mayor Miller Noes: None Absent: Councilman Wolf The application of NICK GONDORA LEDESMA, 2515 East 5th st., for a taxicab driver's permit, duly approved by the City Manager, was submitted. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis and Mayor Miller Noes: None Absent: Councilman Wolf The application of VERNON H. HOWETH, 112 West 41st street, for a taxicab driver's permit, duly approved by the City Manager, was submitted. Councilman Alford moved that the permit be granted. FR 5317, and a 1941 Chevrolet Sedan, Motor No. AA63894, Lic. FT 3544, duly approved by the City Manager, was submitted. Councilman Alford moved that the permits be granted. ZUIGLEY, 307 West 6th street, for a permit to operate as a taxicab a 1941 Buick Sedan, Motor No. 44370261, Lic. FT 3835, duly approved by the City Manager, was submitted. Councilman Gillis moved that the permit be granted. The motion carried by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf The application of FRED ADAMSfor a wine and beer license for his establishment, ADAMS TAVERN, located in the basement of the building at 106 West 4th street, duly approved by the City Manager, was submitted. Councilman Bartholomew moved that the permit be granted. The motion carried by the following vote: ion: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf Councilman Gillis offer the following resolution and moved its adopt(RESOLUTION) WHEREAS, Texas public Service Company has presented to the City Council tentative maps or plans showing the proposed construction of its gas mains in the streets of the City of Austin hereafter names, and said maps or plans have been considered by the City Council; therefore: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: THAT TEXAS PUBLIC SERVICE COMPANY be and the same is hereby permitted to lay and construct its gas mains in and upon the following streets: (1) A gas main in SCOTT CRESCENT from Sunny Slope Drive to Bland Street, the centerline of which gas main shall be 72 feet west of and parallel to the east property line of said SCOTT CRESCENT. (2) Said gas main described above shall have a cover of not less than 2-1/2 feet. (2) A gas main in McCULLOUGH STREET from Bland Street to a point 35 feet west of St. Anthony Street, the centerline of which gas main shall be 7½ feet south of and parallel to the north property line of said McCULLOUGH STREET. Said gas main described above shall have a cover of not less than 2-1/2 feet. 510 CITY OF AUSTIN, TEXAS (3) A gas main in BONITA STREET from a point 20 feet west of Bland Street west to St. Anthony Street, and the center line of which gas main shall be 7 feet south of and parallel to the north property line of said BONITA STREET. Said gas main described above shall have a cover of notless than 2-1/2 feet. (4) A gas main in ST. ANTHONY STREET from a point 90 feet north of McCullouth Street north to Bonita Street, the centerline of which gas main shall be 7 feet west of and parallel to the east property line of said ST. ANTHONY STREET. Said gas main described above shall have a cover of not less than 2-1/2 feet. The TEXAS PUBLIC SERVICE COMPANY is hereby put upon notice that the City of Austin does not guarantee that the space assigned above is clear from other underground utilities, but is based upon the best records we have at hand, and that the minimum depth stated does not have any reference to the fact that greater depths may not be required at special points. When the Texas Public Service Company requires definite information upon the ground as to elevations or working points from which to base the location of their assignments they shall apply to the City Engineering Department not less than three (3) days before such information is required. The Texas Public Service Company is further put upon notice that they will be required to bear the expense of repairs or replacement of any underground utility damaged during the construction of lines named in this resolution. AND THAT whenever pavement is cut in the vicinity of a fire plug, water must be used at intervals during the course of backfilling of the ditches. THAT the work and laying of said gas mains, including the excavation in the streets, and the restoration and maintenance of said streets after said mains have been laid shall be under the supervision and direction of the City Manager, and under all the pertinent terms and conditions of the certain franchises granted to said company by the City of Austin. Which motion, carrying with it the adoption of the resolution, prevailed by the following vote: Ayes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller Noes: None Absent: Councilman Wolf The following resolution was submitted: (RESOLUTION) BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF AUSTIN: SECTION 1. That a resolution adopted by the City Council on January 22, 1942, recordedd. in Volume 19, page 475 of the Minutes of said Council, which establishes "daylight saving time" as controlling time schedules in the City of Austin, and provides that clocks and watches in the City of Austin be advanced one hour ahead of "sun time", and that the business within the said city be transacted on schedules based on such "daylight saving time" be and the same is hereby repealed and in all things revoked, to become effective at 2 a. m. o'clock on the 30th day of September, 1945. CITY OF AUSTIN, TEXAS 511 SECTION 2. Be it further resolved that "astronmical time" commonly called "sun time" be restored, effective on and after 2:00 a. m. on the 30th day of September, 1945, so that all transactions and time schedules within the City of Austin shall in all things be governed by such "sun time" as such schedules existed and as used prior to the adoption of the said resolution on January 22, 1942. vote: 7 Upon motion, the foregoing resolution was adopted by the following Ayes: Noes: Councilmen Alford, Bartholomew, Gillis, Mayor Miller None Absent: Councilman Wolf MR. RAY LEE appeared before the Council and requested that either West 15th street or West 19th street be opened to Lamar Boulevard. The City Engineer reported that plans were under way for the opening of West 19th street as this street was more desirable from an engineering standpoint.
